Japan has developed a comprehensive strategy to guide the public and private sectors, with

the ultimate goal being to "become the first country in the world to realize a hydrogen-based

society" (MCREHRI 2017).

The national strategy is multifaceted, involving strategies to develop

international hydrogen supply chains, promote hydrogen adoption in power generation,

transportation, heating and industrial processes, promote hydrogen technologies overseas, with

the effect of promoting and enhancing the competitiveness of Japanese hydrogen and fuel cell

technologies.

The main thrust is to increase the cost competitiveness of hydrogen with existing

energy sources by increasing economies of scale and overcoming technological barriers.
