<p>In active mode the SMO has a written mandate to ensure recommended changes are put into effect within a target timeframe. &nbsp;The SMO can independently select a situation to assess and does not necessarily have to wait on an invitation.

Again, the SMO may operate in either mode enterprise wide, or can operate in one mode for one statement of scope and the other mode for another statement.
