Sector-based approach
<p><u>http://www.ccap.org </u> </p><p>Center for Clean Air Policy (CCAP) August 2006 "Sector-based Approach to the Post-2012 Climate Change Policy Architecture" </p><p>CCAP recommendations developed based on 3.5 year dialogue with senior climate negotiators from Annex I and Annex II countries </p><p>They advocate sector based, "no lose" emission reduction targets for developing countries, and binding targets for developed countries based on a sectoral analysis. Emission reductions achieved beyond a countrys sectoral pledge would be automatically additional and could be sold on the global market. Developed countries can meet targets or purchase emission credits on the global market from countries with surplus credits. </p>
