Talking about ERM makes Gary roll his eyes.  He was responsible at Northeast Utilities.
Feels that utilities often pick the wrong things.  Northeast focused on bad storms, loss of key people through succession planning.
Found out the hard way that they hadn't been sufficiently focused on nuclear risk.  When NRC named them the worst nuclear operator.  Affected them for years.
But are they anticipating the Bernie Madoffs of the world?  No
Northeast didn't have a system, developed their own approach.
Says that SEC has been putting more pressure for enterprise risk management.  If ISS or RiskMetrics says there's a problem, then people will spend money on getting fixed.   If not, hard to convince them of the need.   These are enormous cash flow machines.
