As TCFD notes, scenario should be
Develop draft scenarios. The lower-ranking drivers because of �high certainty� should create a baseline for all 4 scenarios. Write a baseline narrative that serves as a foundation narrative for all 4 scenarios.
Finally develop the 4 detailed scenarios
Using the 2 highest-ranking forces you can develop the 4 scenarios through a 2x2 box with the two top drivers as the two axes (see figure)
