rk note: When I read the above PDF, I got the strong impression that the United States of American has behaved like a bully to nearly every other country/nation. Doctrines being crafted by "jurists" and politicians with letting the people know what they were up to. And why does it come and go? Is there some kind of "off and on switch for the Monroe Doctrine? Kerry wanted it off; now I see President Trump wants it back on. Is this what they mean be "back room politics?" See what you think.
