So he proposes that people build (with money they have at hand) the smallest house that will work for them and to incrementally (or iteratively) improve it over time with money and other resources they have. His approach is this - he called it his Grassroot Housing Process<br style=" color: rgb(0, 0, 0); font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; line-height: normal; orphans: 2; text-align: -webkit-auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-border-horizontal-spacing: 0px; -webkit-border-vertical-spacing: 0px; -webkit-text-decorations-in-effect: none; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px;" />

The fee is based on square footage and the fee declines from a very high rate in the early years to very low in later years. It is assumed to take around 13 years to pay off things. Materials for building are free to families (of course, it is paid for by the fees).<br style=" color: rgb(0, 0, 0); font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; line-height: normal; orphans: 2; text-align: -webkit-auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-border-horizontal-spacing: 0px; -webkit-border-vertical-spacing: 0px; -webkit-text-decorations-in-effect: none; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px;" />

Because materials are free and the only fees are for square footage, each family is encouraged to improve or embellish its existing space and the cluster’s common space. As time goes on and the fees drop in later years, homes can be enlarged. These clusters would nest in the sense that there would be a larger “political” unit responsible for enhancing structures larger than any particular cluster. For example, roads would be handled this way and the political unit would be a sort of representative government.<br style=" color: rgb(0, 0, 0); font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; line-height: normal; orphans: 2; text-align: -webkit-auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-border-horizontal-spacing: 0px; -webkit-border-vertical-spacing: 0px; -webkit-text-decorations-in-effect: none; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px;" />
