When the parent circle gives domain to a subcircle are they not longer in charge of the decision?

The decision made by the circle with authority over the domain they ought to get enough feedback from all the members of the organization that when making the decision they factor all that in and such that it ought to be a decision as such. If not, they will provide feedback.
