Joe,

What’s in the envelope is my statement and proof of me blowing the whistle on Meridian regarding serious HIPPA violations. (They kill whistleblowers these days. They have already tried once, but I don’t want the Gov to know that until you have observed his reaction and truly believe he is a good guy.) The reason I say this is because I am convinced that HUD is involved in this FRAUD and they are connected to DOJ; they are both federal. I don’t know how high up this goes or should I say how deep.

What I want you to give to the Gov (depending on his response; you’ll know in the moment whether to give it to him or not) are the attachments #1-#4, #5 is for you and Ruth. #1 blank copy of the signature request which obviously had signatures on the one I sent. #2 is the cover letter, #3 is the email from the supplier (4Patriots) which details the entire purchase of the generator and extra free goodies. #4 is my “kicker” letter which I put sealed in a business size envelope into a larger brown envelope like the one for the Gov. Note that both the Cover Letter and the Dear Mr. Tapp letter have “CC: Governor Evers” on the bottom. That means that Mr. Tapp got his envelope today and the Gov has no idea that I am a whistleblower yet.

I am in the middle of a very dangerous game. My last move was mailing Tapp the letter. His next move is to either put a hit out on me or be cooperative. I truly don’t know which it will be but I know God and my angels are watching out for me big time. I can tell you truthfully that General Flynn, Trump, and Trump’s Intelligence Community all know about all of this.

Now comes your part. Like I said before, be with the Gov when he reads the contents of my brown envelope to him. Then you need to make the determination as to his involvement or ignorance of the truth.
