VFR-on-Top

When operating in VFR conditions with an ATC assigned VFR-on-Top clearance, pilots on IFR flight plans must fly at a cardinal altitude plus 500 feet....Both VFR and VFR-on-Top operations are not permitted in Class A airspace, regardless of weather conditions.

clearance to VFR-on-Top is not the same

climb through a cloud, haze, smoke, or other meteorological formation and then cancel the IFR flight

VFR Over-the-Top is an obsolete term and no longer used
