  1. obstruction clearance
  2. acceptable radio signal
  3. identification of fixes on the airway

at an altitude change

use the MEA for the current segment (unless there's an MCA)

  • eastbound on V16: cross at 4200 then climb
  • westbound on V16: cross at 4500 then descend)
