Dr. Solandt, the head of the Defense Research Board, explained that
Hebb’s work had “originated from a discussion among Sir Henry Tizard, representatives
of the U.S. Central Intelligence Agency, Dr. Hebb . . . , and myself
in June 1951.” Hebb’s subsequent research, he said, had “given some indication
that signifi cant changes in attitude can be brought about by use of propaganda
under conditions of isolation.”
