The FFF was started by William Donovan and Allen Dulles in April 1941.<br />
It was funded by British Security Coordination, and led by Allen Dulles.<br />
It was a leading proponent of full American participation in World War II.
Printed booklets described up to 500 ways of harassing Americans who were opposed to America entering the war. People were told to telephone the targets at all hours of the night and hang up. Dead rats could be put in their water tanks, air could be let out of their car tires, and so on.
