He graduated from Yale University in 1978 with a BA in American History and immediately moved to Jackson, Wyo., where he worked as a construction laborer, cook, and fishing guide. He graduated from the University of Wyoming College of Law in 1985 with honors and was managing editor of the Land & Water Law Review. He was a Law Clerk for Justice G. Joseph Cardine of the Wyoming Supreme Court in 1986. Mr. Michael spent 20 years, from 1986-2006, in private law practice, primarily civil litigation, in Cheyenne, Wyo. He joined the Wyoming Attorney General’s Office in 2006 as a Senior Assistant Attorney General supervising the water law section of the Natural Resources Division. Attorney General Greg Phillips appointed him Chief Deputy Attorney General effective May 1, 2011. When General Phillips joined the bench of the Tenth Circuit Court of Appeals, Governor Mead appointed Mr. Michael as interim attorney general prior to his permanent appointment as attorney general.

America’s frontier disappeared in 1890, according to the Census Bureau and historian Frederick Jackson Turner, but some people still believe they are living on the frontier in <a href="https://ballotpedia.org/Wyoming" title="Wyoming" style=" text-decoration: none; color: rgb(11, 0, 128); background: none;">Wyoming</a>. This is “the land of the cowboy,” as the WPA Guide said more than 70 years ago. “Its mountains, plains, and valleys are essentially livestock country. A cowboy astride a bucking bronco greets the visitor from enameled license plates, from newspapers, magazines, and painted signs.” The cowboy is still on the license plates, and Wyoming remains the most western of states in spirit—largely unsettled, with a thin veneer of civilization stretched over a forbidding and beautiful land. After the open range era, cattle ranches were made possible by the barbed wire that could fence in roaming herds and the steam locomotives that could carry cattle to markets in the East.

Wyoming is still stretched thinly in some places: The Census Bureau missed three of the four people in <a href="https://ballotpedia.org/Lost_Springs,_Wyoming" title="Lost Springs, Wyoming" style=" text-decoration: none; color: rgb(11, 0, 128); background: none;">Lost Springs</a> in 2000 but got them all in 2010, and the one-person town of Buford was sold in 2012 to a Vietnamese investor.
