A bipartisan bunch, they are: Reps. It would then allow industry groups to sue if they think the rule was not the least costly. “The legislation has no definition of what constitutes an indirect cost, or doesn’t, so there are no bounds,” says Amit Narang, regulatory policy advocate at Public Citizen. “Agencies would be on a goose chase because of that ambiguity.” This could lead to some pretty perverse and anti–free market outcomes. For example, if a rule incentivizes companies to shift their regulatory compliance paperwork online, that could be construed as imposing an indirect cost on paper companies that would lose business. This, of course, is technically true but completely at odds with a free-market approach that accepts there will be winners and losers from technological innovation. The least-costly provision could lead to rules so weak as to be utterly toothless. “Courts have found that the least costly manner of regulating asbestos could mean just providing warnings of the dangers of asbestos as opposed to actually removing it,” notes Narang. “Based on the history of adopting the least costly regulations to industries, they end up being the most costly to public safety and the environment.”

Scott Garrett at a recent Republican inquisition into a citizens' petition presented to the Securities and Exchange Commission.

Garrett is foaming at the mouth on behalf of corporate chieftains who're pouring unlimited (and untold) amounts of their shareholders' money into our elections. More than 500,000 citizens signed this petition asserting that shareholders have a right to be told how much of their money is being spent on behalf of which candidates.

Who are these scary citizens, considered such a threat to corporate power that a Congress critter is tarring them publicly as outside radicals? They're professors from leading law schools, state and national elected officials, pension fund directors, public interest advocates, and corporate shareholders. Not exactly outsiders, much less radicals.

And that's what makes them so dangerous to the autocratic elites who run corporations as their own fiefdoms. Top executives want no accountability for the hundreds-of-millions of shareholder dollars they're spending to elect corporate lickspittles like Garrett. Don't question us, they demand, just trust us.

Uh... no. Far from earn- ing trust, they've already wrecked our economy and betrayed our nation's egalitarian ideals. Now they want free reign to pervert America's democratic process with clandestine election campaigns secretly financed with other people's money.

Bio

Garrett was born July 9, 1959 in Englewood, New Jersey. He earned a Bachelor of Arts degree from Montclair State University in 1981 and a J.D. from Rutgers School of Law in Camden in 1984.

Prior to being elected to the House, Garrett served in the New Jersey General Assembly (the lower house of the New Jersey Legislature) from 1990 to 2002 representing the 24th legislative district, covering all of Sussex County and several municipalities in Morris and Hunterdon counties.

Congressional career

He made two previous runs for the 5th District seat in the Republican primary, but was defeated each time by longtime incumbent Marge Roukema. When Roukema decided not to seek a 12th term in 2002, Garrett ran for and won the Republican nomination despite Roukema endorsing his major opponent. He faced Anne Sumers, a former Republican turned Democrat, in the general election. Sumers' chances decreased significantly after she made several ill-advised comments about the U.S.-Taliban conflict on an Internet message board, and Garrett won in a rout. He was reelected almost as easily in 2004 with 58% of the vote. He declined to debate Anne Wolfe, his Democratic opponent, several times.

Garrett is one of the most conservative Republicans to represent New Jersey in Congress in a long time. He has the highest rating from the American Conservative Union of any congressman from the Northeast, at a perfect 100.

2006 elections

"Outside radical groups," squawked Rep. Scott Garrett at a recent Republican inquisition into a citizens' petition that's been submitted to the Securities and Exchange Commission.

Garrett is foaming at the mouth on behalf of corporate chieftains who're pouring unlimited (and untold) amounts of their shareholders' money into our elections. The great majority of Americans agree that, at the very least, shareholders have a right to be told how much of their money is being spent on behalf of which candidates. So, more than 500,000 citizens have petitioned the SEC for such a disclosure rule.

Uh… no. Far from earning trust, they've already wrecked our economy and betrayed our nation's egalitarian ideals – while feathering their own plutocratic nests. Now they want free reign to pervert America's democratic process with clandestine election campaigns secretly financed with other people's money.

This is Jim Hightower saying… NO! These kleptocrats are the real radicals. It's time to stop them, not only by disclosing their thievery, but ultimately by outlawing it – and retuning elections to the people. To join the effort, contact Public Citizen: www.citizen.org.

Take Scott Garrett, a New Jersey Republican who recently came unglued at a public hearing before the House financial services committee. Mary Jo White, Chairwoman of the Securities and Exchange Commission, had been summoned by GOP inquisitors to answer to a modest, straightforward proposal involving the disclosure of corporate political donations. Actually, it is not her proposal, but a citizen petition – signed by a record half-a-million people – asking the SEC to require that corporate executives reveal to shareholders how their money is being spent in elections.

That's entirely reasonable – unless, like Garrett, you've got the political temperament of a live grenade. He exploded on Chairwoman White, demanding in a bullying manner that she "refuse to be bullied by these outside radical groups" who submitted the petition. He insisted that she declare, then and there, that the agency would not even consider the citizens' proposal.

Yes, Garrett is a corporate toady, but that can't explain his foam-at-the-mouth hissy fit. Then I learned about a new medical report about how conflicts at work cause some people's brains to release hormones that prompt them to fly into a rage and even threaten others. These corrosive hormones can make blood platelets stickier, causing the brain to go "boom," creating angry outbursts of stupidity.

This is Jim Hightower saying… So maybe Scott's problem is not merely toadyism, but sticky platelets in his brain.
