EnSys president Martin Tallett said he couldn't talk about the proposed pipeline, but he pointed out that in addition to working for the oil industry, his company also works for the U.S. Environmental Protection Agency, the U.S. Department of Energy and the World Bank.

"We don't do advocacy," Tallett said. "Our goal is to tell it like it is, to tell the way we see it… If we were the pet of government agencies or oil companies, the other side wouldn't come to us."

The State Department did not respond to questions about the 2,000-page Environmental Impact Statement (EIS) it released on Friday.
The EIS covers many issues, including the proposed pipeline's impact on wildlife, water resources and economic development. But the section of the report that has drawn the most attention is the market analysis, which projects that if the Keystone isn't built, the industry will use other pipelines and railways to move the oil out of landlocked Alberta.
That conclusion disputes environmentalists' contention that the Alberta-to-Nebraska pipeline would spur additional production in the oil sands, which produce more greenhouse gas emissions than conventional crude oil (23 percent on average according to a report commissioned by the European Union, and 17 percent as reported in the EIS).

Early history

ICF was founded in 1969 as the Inner City Fund, a venture capital firm established to finance inner-city businesses. Its first president was C. D. Lester, a former Tuskegee Airmen, who was joined by three U.S. Department of Defense analysts. The firm's consulting business proved more successful than its investments, and in 1972, it was reorganized as a consulting firm and renamed ICF Incorporated. ICF focused on energy issues for U.S. federal agencies throughout the 1970s.
During the 1980s, the firm expanded its environmental business and began to build its engineering capabilities. In 1988, the firm acquired Kaiser Engineers, which had originated as the engineering unit of Henry J. Kaiser's industrial empire and grew to rank among the largest engineering and construction companies in the world. The following year, the combined company went public and eventually traded its stock on the New York Stock Exchange. The combined company operated as "ICF Kaiser," maintaining its consulting unit largely intact.
In 1999, ICF International ended its decade-long affiliation with Kaiser Engineers through acquisition by its management and CM Equity Partners, LP, an equity investment firm based in New York City.[2]

ICF International Helps Clients Acquire and Build Green Jobs Under Three Programs

Fairfax, Virginia, February 8, 2010 -
ICF International (NASDAQ:ICFI), a global professional services firm and recognized leader in energy and social program consulting, is markedly and rapidly expanding into the area of "green workforce" development. The company, working with teams of nonprofit organizations, recently participated in winning three federally funded workforce development grants with an estimated value to ICF International of $5.1 million.
Taking a leadership role in facilitating green workforce development, ICF International combines its expertise in workforce development, human services for disadvantaged populations, grants management, and operational aspects of green industries to help organizations create sustainable jobs in green occupations.
As a result of its extensive experience in this area, ICF International achieves multiple key goals on behalf of its clients, including reducing unemployment through the expansion of a green workforce, easing the U.S. dependence on foreign sources of energy by working on efforts to apply alternative energy sources, and improving the environment.
Under the three recently awarded grants, ICF International will perform a variety of tasks: training workers for green jobs, identifying drivers of green job growth, and developing and revising green job training curricula.
"ICF provides diverse subject matter experts and functional skill sets that will enable individuals to prepare for new opportunities in the rapidly growing green industries," said Robert Kwartin, vice president for ICF International. "People want to get back to work with good pay and job security. Green jobs offer both. ICF is helping to create the programs that will give people a path into the new green economy."
