<p>

<font face="Times New Roman">Although the story was covered by <a href="http://www.theguardian.com/us-news/2015/apr/07/wisconsin-republicans-climate-change">multiple</a> <span class="print-footnote">[3]</span> <a href="http://www.motherjones.com/blue-marble/2015/04/another-state-agency-just-banned-words-climate-change">media</a> <span class="print-footnote">[4]</span> <a href="http://talkingpointsmemo.com/livewire/wisconsin-ban-climate-change-public-lands">outlets</a> <span class="print-footnote">[5]</span>, lost in the public discussion so far is how the vote fits into the broader multi-front industry attack in <a href="http://www.desmogblog.com/2014/07/08/dairyland-petrostate-wisconsin-oil-rail-routes-published-first-time">America's Dairyland-turned-Petro State</a> <span class="print-footnote">[6]</span> and which industry interests may have played a role in the vote. </font>

<font face="Times New Roman" style=" background-color: rgb(255, 255, 102);">The historical roots of the vote appear to trace back to an <a href="http://democrats.energycommerce.house.gov/sites/default/files/documents/Testimony-Tia-Nelson-FC-ACES-2009-4-24.pdf">April 2009 congressional testimony</a> <span class="print-footnote">[7]</span> given by Tia Nelson, <span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">executive secretary for the Board of Commissioners of Public Lands and </span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">daughter of former Wisconsin Democratic Governor </span><a href="http://en.wikipedia.org/wiki/Gaylord_Nelson">Gaylord Nelson</a> <span class="print-footnote">[8]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">, in favor of passage of the </span><a href="http://en.wikipedia.org/wiki/American_Clean_Energy_and_Security_Act">American Clean Energy Security Act of 2009</a> <span class="print-footnote">[9]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">.</span></font>

<font face="Times New Roman" style=" background-color: rgb(255, 255, 102);">That bill is better known as the controversial and eventually nixed <a href="http://www.sourcewatch.org/index.php/Waxman-Markey_Climate_Bill">Waxman-Markey climate bill</a> <span class="print-footnote">[10]</span>, a bill opposed vigorously by the fossil fuel industry (and <a href="https://www.youtube.com/watch?v=oR3ELe4qPAU">some environmentalists, too</a> <span class="print-footnote">[11]</span>). </font>

<p><font face="Times New Roman">Gaylord Nelson served as the founder of Earth Day and is the namesake for both the <a href="http://www.nelson.wisc.edu/">University of Wisconsin-Madison's Nelson Institute for Environmental Studies</a> <span class="print-footnote">[12]</span>, as well as <a href="http://en.wikipedia.org/wiki/Governor_Nelson_State_Park">Gaylord Nelson State Park</a> <span class="print-footnote">[13]</span>.</font>

<font face="Times New Roman">Tia Nelson, when she testified in front of congress, sat as co-chair of former Wisconsin Democratic Governor Jim Doyle's global warming task force. The task force <span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">—</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;"> <a href="http://web.archive.org/web/20070212235424/http://www.wisgov.state.wi.us/journal_media_detail.asp?locid=19&prid=2504">announced during Doyle's 2007 State of the State address</a> <span class="print-footnote">[14]</span> </span><span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">— </span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">published a report in July 2008 titled, “</span><a href="http://web.archive.org/web/20081114002623/http://dnr.wi.gov/environmentprotect/gtfgw/documents/Final_Report.pdf">Wisconsin’s Strategy for Reducing Global Warming</a> <span class="print-footnote">[15]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">.”</span></font>

<font face="Times New Roman">That report was <a href="http://www.wisdc.org/pr090308.php">derided by environmentalists</a> <span class="print-footnote">[16]</span> for coming out in support of <a href="http://www.prwatch.org/news/2009/03/8291/wisconsins-balance-power-campaign-repeal-nuclear-moratorium">lifting the state's nuclear energy moratorium</a> <span class="print-footnote">[17]</span> and <a href="http://www.michaelbest.com/files/upload/Business-Opposition-Letter.pdf">by corporate interests</a> <span class="print-footnote">[18]</span> and climate change deniers like <a href="http://www.desmogblog.com/directory/vocabulary/7681">State Policy Network</a> <span class="print-footnote">[19]</span> (<span class="caps">SPN</span>) “<a href="http://stinktanks.org/">stink tank</a> <span class="print-footnote">[20]</span>” members <a href="http://www.sourcewatch.org/index.php/Wisconsin_Policy_Research_Institute">Wisconsin Public Research Institute (<span class="caps">WPRI</span>)</a> <span class="print-footnote">[21]</span> and the <a href="http://www.theguardian.com/world/2013/dec/05/state-conservative-groups-assault-education-health-tax">Beacon Hill Institute</a> <span class="print-footnote">[22]</span>, which co-authored a November 2009 report titled, “<a href="http://www.wpri.org/WPRI/Reports/2009/The-Economics-of-Climate-Change-Proposals-in-Wisconsin.htm">The Economics of Climate Change Proposals in Wisconsin</a> <span class="print-footnote">[23]</span>.” </font>

<font face="Times New Roman">In <a href="http://www.desmogblog.com/sites/beta.desmogblog.com/files/TeleconferenceRecording.mp3">audio of the discussion</a> <span class="print-footnote">[24]</span> preceding the 2-1 vote obtained by DeSmogBlog via an open records request,<span style=" background-color: rgb(255, 255, 102);"> much of the 17-minute deliberation centered around the <a href="http://www.statetreasury.wisconsin.gov/section.asp?linkid=1380&locid=155"><span class="caps">GOP</span> Wisconsin treasurer Matt Adamczyk</a> <span class="print-footnote">[25]</span> peppering Nelson with questions about her time spent serving on the task force</span>.</font></p>

<h3><font face="Times New Roman" size="3">The <span class="caps">ALEC</span> Connection</font></h3>

<p><font face="Times New Roman">As DeSmogBlog has previously reported, <a href="http://www.desmogblog.com/2013/12/09/stink-tanks-historical-records-reveal-state-policy-network-created-alec">State Policy Network was a creation of</a> <span class="print-footnote">[26]</span> the <a href="http://www.desmogblog.com/directory/vocabulary/6907">American Legislative Exchange Council (<span class="caps">ALEC</span>)</a> <span class="print-footnote">[27]</span>, according to a <a href="http://desmogblog.com/sites/beta.desmogblog.com/files/Special%20Report%20-%20Burgeoning%20Conservative%20Think%20Tanks.pdf">document we found in the Tobacco Archives</a> <span class="print-footnote">[28]</span>. Perhaps it's no surprise, then, that <span class="caps">ALEC</span> — at least indirectly — acts as a character in this story as well.</font>

<font face="Times New Roman">One of the outspoken critics of the Doyle global warming task force<span style=" letter-spacing: 0.03em; line-height: 1.5em;"> back in 2009 was Mike Huebsch, who penned a December 2009 article titled, “</span><a href="http://www.couleeconservatives.com/environment/mike-huebsch-writes-global-warming-legislation-unveiled-after-months-secret-meetings">Global Warming Legislation Unveiled after Months of Secret Meetings</a> <span class="print-footnote">[29]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">.” During Republican Governor Scott Walker's first term, </span><span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">Huebsch headed up Walker's Department of Administration, and in February he was <a href="http://fox6now.com/2015/02/16/governor-walker-shifting-staff-michael-huebsch-moves-from-doa-to-public-service-commission/">named a commissioner for Wisconsin's Public Service Commission</a> <span class="print-footnote">[30]</span>.  </span></font>

<font face="Times New Roman">According to documents obtained by the Center for Media and Democracy (<span class="caps">CMD</span>), <span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;"><a href="http://alecexposed.org/w/images/7/72/ALEC_State_Chairmen_Exposed.pdf">Huebsch served as the former state co-chairman of <span class="caps">ALEC</span></a> <span class="print-footnote">[31]</span> back when he was a state representative. Other documents obtained by Common Cause show Huebsch also was a <a href="http://www.commoncause.org/issues/more-democracy-reforms/alec/whistleblower-complaint/original-complaint/National_ALEC_Exhibit_4_EEA_2010_SNPS.pdf">member of <span class="caps">ALEC</span>'s Energy, Environment and Agriculture Task Force</a> <span class="print-footnote">[32]</span>.</span></font>

<font face="Times New Roman">“From 2008 to 2010, Huebsch received over $5,000 in 'scholarships' from <span class="caps">ALEC</span> member corporations, and oversaw the distribution of over $78,000 in corporate-funded scholarships to state legislators,” <a href="http://alecexposed.org/w/images/c/cd/ALEC_Exposed_in_Wisconsin.pdf">a <span class="caps">CMD</span> report further details</a> <span class="print-footnote">[33]</span>. </font>

<font face="Times New Roman" style=" background-color: rgb(255, 255, 102);">Also, before becoming state treasurer, <span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">Adamczyk </span><a href="http://patch.com/wisconsin/brookfield-wi/brookfield-republican-matt-adamczyk-running-for-state-assembly">worked as a staffer</a> <span class="print-footnote">[34]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;"> for </span><a href="http://www.sourcewatch.org/index.php/Leah_Vukmir">Wisconsin Republican Sen. Leah Vukmir</a> <span class="print-footnote">[35]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">, who </span><a href="http://www.sourcewatch.org/index.php/Wisconsin_ALEC_Politicians">according to <span class="caps">CMD</span>'s research is an active <span class="caps">ALEC</span> member</a> <span class="print-footnote">[36]</span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">.</span></font></p>

<h3><span style=" letter-spacing: 0.03em; line-height: 1.5em;"><font face="Times New Roman" size="3">Clean Power Plan </font></span></h3>

<p><font face="Times New Roman">In an April 8 press release, <a href="http://www.onewisconsinnow.org/about/">Scot Ross</a> <span class="print-footnote">[37]</span>, executive director for <a href="http://www.onewisconsinnow.org/">One Wisconsin Now</a> <span class="print-footnote">[38]</span>, pointed to another important connection at-play: <a href="http://www.doj.state.wi.us/ag/biography">Wisconsin </a> <span class="print-footnote">[39]</span><span style=" background-color: rgb(255, 255, 102);"><span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;"><a href="http://www.doj.state.wi.us/ag/biography">Attorney General Brad Schimel</a> <span class="print-footnote">[39]</span>, who cast the deciding vote that banned doing any climate change- or global warming-related work while on the job at the Wisconsin </span><span style=" letter-spacing: 0.03em; line-height: 1.5em;">Board of Commissioners of Public Lands</span><span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;">.</span></span></font>

<span style=" letter-spacing: 0.03em; line-height: 1.5em;"><font face="Times New Roman">“We’ve seen enough of Matt Adamczyk and his antics to not be surprised by his lack of intellectual heft,” said Ross, referring to <a href="http://www.nytimes.com/2015/02/02/us/wisconsins-treasurer-wants-to-cut-needless-workers-starting-with-himself.html?_r=1">February 2015 New York Times profile of Adamczyk</a> <span class="print-footnote">[40]</span>. “But you have to wonder what’s behind…Schimel’s support for a science denier’s gag order on a state employee.”</font></span>

<font face="Times New Roman" style=" background-color: rgb(255, 255, 102);">A possible answer to Ross' question is that it is part-and-parcel of his office's ongoing lawsuit, filed in concert with coal industry giant <a href="http://www.desmogblog.com/directory/vocabulary/1187">Murray Energy</a> <span class="print-footnote">[41]</span> (owned by climate change denier <a href="http://www.desmogblog.com/directory/vocabulary/14243">Robert “Bob” Murray</a> <span class="print-footnote">[42]</span>), against President Obama's proposed <a href="http://www2.epa.gov/carbon-pollution-standards/clean-power-plan-proposed-rule">Clean Power Plan</a> <span class="print-footnote">[43]</span> regulating coal-fired power plants. </font>

<font face="Times New Roman">On March 25, <span style=" letter-spacing: 0.389999985694885px; line-height: 1.5em;"><a href="http://www.desmogblog.com/sites/beta.desmogblog.com/files/Wisconsin%20Motion%20to%20Intervene.pdf">Schimel signed off on a Motion to Intervene </a><span class="print-footnote">[44]</span>in the ongoing lawsuit in the <span class="caps">U.S.</span> Court of Appeals for the District of Columbia <a href="http://thinkprogress.org/climate/2014/06/19/3450752/murray-energy-sues-epa-coal/">spearheaded by Murray Energy back in June 2014</a> <span class="print-footnote">[45]</span>.</span></font>

<span style=" letter-spacing: 0.03em; line-height: 1.5em;"><font face="Times New Roman">“527 reports to the <span class="caps">IRS</span> also showed [<span class="caps">RAGA</span>] gave $300,000 to Wisconsin Manufacturers <span class="amp">&</span> Commerce, the state’s largest business group, which recently began airing television ads in support of <span class="caps">GOP</span>attorney general candidate Brad Schimel,” an October 2014 Wisconsin Democracy Campaign <a href="http://blog.wisdc.org/2014/10/ultrawealthy-pump-38-million-in-90-days.html">blog post explained</a> <span class="print-footnote">[69]</span>.</font></span></p>

<h3><span style=" letter-spacing: 0.03em; line-height: 1.5em;"><font face="Times New Roman" size="3">“Stop Climate Censorship”</font></span></h3>

<p><span style=" letter-spacing: 0.03em; line-height: 1.5em;"><font face="Times New Roman">A petition published by <a href="http://act.forecastthefacts.org/sign/censorship_wisconsin/?source=twitter">Forecast the Facts has called on Gov. Walker to oppose climate censorship</a> <span class="print-footnote">[70]</span> in Wisconsin. But it appears unlikely to happen, given the pile of money that brought the people implementing the policy to where they are to begin with.</font></span>

<font face="Times New Roman">“The polluters and climate change deniers bought Brad Schimel and the Attorney General's office,” Ross said in an email to DeSmogBlog. “While they may have spent relatively little to buy a cheap politician, the price Wisconsin will pay as result of his actions will be enormous for years to come.”</font>

<h1 class="headline entry-title"><font size="3">New state treasurer lays off staff to fulfill campaign pledge</font></h1>

<p><b>Madison</b> — In one of his first acts in office, newly elected state Treasurer Matt Adamczyk has laid off his staff to fulfill a campaign pledge.

Since Adamczyk was elected in November to replace former Treasurer Kurt Schuller, he has shaken up his own office and another obscure state land board where he has sought to <a href="http://www.jsonline.com/news/statepolitics/new-wisconsin-treasurer-makes-waves-in-role-on-obscure-state-board-b99429552z1-289233071.html" target="_blank">cancel a subscription to The New York Times</a> and change the board's letterhead so the top administrator doesn't appear on it.

Most of the treasurer's duties have been transferred in past years to other agencies and Adamczyk campaigned on eliminating his office, which would require a constitutional amendment. For now, he said he is working on dismantling everything he can in his office, eliminating three staff members and contracts for extra computers and cellphones.

"It was a pledge I made and obviously I won on that pledge and so I felt compelled to do it," Adamczyk said. "It's never nice for people to be out of work, but I just don't feel the office warrants the number of full-time staff."

Adamczyk said that former Deputy Treasurer Scott Feldt left the office last month after being told he wouldn't be kept on and that Adamczyk gave two weeks' notice to the remaining two employees in the office after being sworn in as treasurer. Those employees, a communications officer and an administrative staffer, had their last day on Thursday, though their names are still listed on the <a href="http://www.statetreasury.wisconsin.gov/category.asp?linkcatid=3717&linkid=1380&locid=155" target="_blank">agency's website</a>.

Feldt ran for a time in the GOP primary against Adamczyk for state treasurer before dropping out to endorse another candidate, Randy Melchert, who was beaten by Adamczyk in the primary. Feldt declined to comment on Adamczyk's personnel moves, saying it "wouldn't be appropriate" for him to leave the office and then comment on a successor.

Adamczyk said that he felt confident he could handle the remaining duties of the treasurer's office such as answering the phones, maintaining records as required by law and promoting the state's unclaimed property program, which is now run out of the state Department of Revenue.

"I'm more than happy to run the office myself," he said.

Adamczyk said he is still exploring how to fulfill a campaign promise to give back 25%, or about $17,500, of his $69,936 a year salary. State law prohibits changing elected officials' salary during their term, so Adamczyk would need to accept the money, incur a tax liability on it and then return it in some fashion.

For years, the Legislature and governors have transferred responsibilities from the treasurer's office until it was down to only a few duties laid out in the Wisconsin Constitution. Adamczyk said he would support legislation to amend the constitution to get rid of his office altogether.

But for now, as treasurer, Adamczyk also sits on the Board of Commissioners of Public Land, which operates a trust that provides funding for school libraries and makes loans to municipalities and school districts. Since his election, he has sent dozens of emails and made numerous calls to board staff to get details about the board's operations, according to documents received through an open records request.

For instance, before taking office as treasurer, Adamczyk asked the board's executive secretary, Tia Nelson, and her staff for Nelson's time sheets for the previous year, her state cellphone bills, information on a 2008 campaign rally that Nelson attended while on leave, and other assorted details such as whether the agency needed to pay for its own post office box. The situation has resulted in Nelson telling staff to document all contacts they've had with Adamczyk, which includes typing up rough transcripts of their conversations with him in some cases.

Under the Wisconsin Constitution, the board consists of Adamczyk, Attorney General Brad Schimel and Secretary of State Doug La Follette. Adamczyk and Schimel, both Republicans, are new to the board because they were first elected in November. La Follette is a Democrat who has served on the board for decades.

Adamczyk said his requests are part of his attempt to learn more about the board he's joining.

<span style=" background-color: rgb(255, 255, 102);">Among Adamczyk's concerns are Nelson's actions on the board that reflect her environmental background. Nelson is the daughter of the late U.S. Sen. Gaylord Nelson, a Democrat and founder of Earth Day. She served on a state global warming task force five years ago.</span>

<span style=" background-color: rgb(255, 255, 102);">"I don't want people doing their personal passions during work hours," he said.</span>

Adamczyk has also sought to remove Nelson's name from the board's letterhead, but Schimel and La Follette would not go along with the idea.

Nelson has said in a statement that she wants to be judged according to her performance.

"We are setting an agency record this year in distributing $35.5 million to public school libraries," she said. "With 10 staff, and not a penny of taxpayer money, we are managing $1 billion in school trust assets at an operational efficiency unmatched by our private- or public-sector counterparts."

Adamczyk has also said that he thinks the board should save money by dropping its subscription to The New York Times. The office also subscribes to The Wall Street Journal, Lakeland Times, Wisconsin State Journal and Milwaukee Journal Sentinel.</p>
