Medicaid contracts, a close friend, big money and Gov. Scott’s re-election campaign

Gov. Rick Scott
Before the Legislature convenes in Tallahassee next Tuesday, Coral Gables healthcare tycoon Miguel B. “Mike” Fernandez will host a Sunday afternoon BBQ with Gov. Rick Scott, his wife Ann, and key members of the governor’s campaign finance team.
Fernandez, dubbed “Florida’s newest billionaire” last year by Florida Trend, was named finance co-chair for Scott’s campaign in January. In the announcement, the governor called Fernandez a “close friend.”
But Fernandez, chairman of MBF Healthcare Partners, is more than Scott’s friend. He’s also a huge contributor to his re-election campaign and the owner or co-owner of fast-growing healthcare companies that under Scott’s administration have been awarded multiple, multi-year state contracts potentially worth hundreds of millions of dollars.
Most of those lucrative contracts involve Florida Medicaid, which is implementing managed care changes, including the Managed Medical Assistance program. The program is expected to begin in May.
Better Health Plan, which does business as Simply Better Health and is an affiliate of Fernandez’s $450 million Simply Healthcare Plans, won contracts from Florida’s Agency for Health Care Administration (AHCA) last year to provide general services in three of Florida’s 11 Medicaid managed care regions, including Broward County.
Clear Health Alliance, a Medicaid plan offered by Simply Healthcare Plans, was awarded AHCA contracts to provide “specialty” services to Medicaid patients who are HIV positive or have been diagnosed with AIDS.
The Florida Times-Union first reported Fernandez’s ties to Better Health and Clear Alliance in January after Scott appointed Fernandez to his campaign team.
AHCA disclaimed any partiality in contract awards in a statement released by agency spokeswoman Shelisha Coleman.
“Every company that won an award in SMMC (Statewide Medicaid Managed Care program) rightfully earned its award. No companies received an award as a result of favoritism. The agency followed Florida’s strict procurement laws…in letter and in spirit at all times.’
Fernandez, reached Tuesday via email, said, “Companies in which I have invested in have Medicaid contracts, totaling in the billions since 1990. This includes contracts with the State of Florida under the leadership of multiple governors, including a contract under Governor Crist. All contracts save the state much needed funds and improved care to our patients.”
In October 2012, BrowardBulldog.org reported that Fernandez was a silent partner in a $44.8 million contract awarded by Florida’s Department of Children and Families (DCF) to manage mental health services in Broward.
The multi-year department contract went to the Broward Behavioral Health Coalition, a nonprofit led by former DCF boss and state attorney general Bob Butterworth, and its for-profit partner, Concordia Behavioral Health of Miami.
Fernandez was a major Concordia shareholder. His name was disclosed to top department officials, but was omitted from DCF records about the procurement.
Fernandez’s invisibility regarding the Broward procurement meant that no one took note of his $125,000 contribution to Let’s Get to Work, a fundraising organization set up with the governor’s support, on Jan. 25, 2012 while the procurement was pending.
Previously, during Scott’s 2010 campaign, Fernandez and his MBF Family Investments gave Let’s Get to Work $500,000.
Asked about those large contributions in 2012, Katy Sorenson, head of the Good Government Initiative at the University of Miami, said, “It sounds like maybe Gov. Scott is running Florida like a business – doing business with his friends.”
Fernandez’s money continues to gush the governor’s way.
On November 2, 2013, as the governor’s re-election campaign was stirring, Fernandez personally gave $1 million to Let’s Get to Work. No one else has written a check that large in support of Scott’s re-election.
Little River Plantation home
Sunday’s get-together at Fernandez’s opulent Little River Plantation, not far from Tallahassee, is a by invitation only event. The public is not invited.
Miami Herald political reporter Marc Caputo recently obtained a copy of the invitation and accompanying email:
“As an important member of Governor Rick Scott’s finance team, Mike Fernandez is opening his home to you. He is not a public person and believes we need to meet each other in person and in a social setting…Nothing formal (casual jeans and casual setting.) We will chat, have BBQ and see beautiful horses…We need to come together so we can deliver victory together,” the email said.
Little River Plantation features a 7,000 square foot home with six bedrooms, seven baths, a full gourmet kitchen and a great room, according to its web site. There’s a smaller lake house nearby.
“Your every whim will be coddled within the walls of our fabulous homes away from home,” prospective guests are told

Kyrsten Sinema is raking in cash from GOP and fossil fuel donors — but it may not be enough to win re-election
Meaghan Ellis February 01, 2022
Sen. Kyrsten Sinema (D-Ariz.) is amassing a sizable war chest as a result of Republican donors, according to new financial disclosures. But a new analysis explains why money may not even be enough to secure Sinema's re-election.
According to new Federal Election Commission (FEC) filings, the lawmaker raked in approximately $1.6 million in the 4th quarter of 2021. The New York Times' Shane Goldmacher recently took to Twitter with details about the donations Sinema has received as he revealed the names of some of her biggest donors.
Per The Rolling Stone, Goldmacher noted that Sinema's big donors include: "Harlan Crow, a massive GOP donor the Texas Tribune called 'one of the biggest whales in the country'; Ken Langone, another massive GOP donor who felt 'betrayed' by Trump and switched to Biden; Nelson Peltz, the aforementioned Manchin confidante; andMiguel B. 'Mike' Fernandez, a Florida health care billionairewho threw his fortune behind Hillary in 2016 after Jeb Bush fizzled out."
In addition to the donors Goldmacher listed, Sinema has attracted Republican fossil fuel donors like Continental Resources chairman Harold Hamm and ConocoPhillipsCEO Ryan Lance. Republican voters have also applauded Sinema for her adamant support of the Senate filibuster.
But despite raking in the big bucks, Sinema still faces a number of obstacles that could compromise her chances of re-election. According to the analysis written by The Intelligencer's Ed Kilgore, money from Republican donors won't necessarily help Sinema win over Democratic voters. In fact, Kilgore explains why Sinema's war chest likely will not prove to be beneficial on the Republican side either.
Kilgore argues that Sinema's moderate stance on key issues and voting record won't be enough to win unwavering support from Republican voters.
"Trouble is, smiling upon a pol for screwing up the hated opposition party’s agenda is not the same as voting to reelect her," Kilgore wrote. "According to FiveThirtyEight’s analysis of Sinema’s voting during her two years in the Senate when Trump was president, she voted with the 45th president half the time. That was about the same as Manchin’s level, but far lower than nearly all Republicans. The GOP is a party with extremely low tolerance for dissidence."
Voter registration is another barrier. "The Republican voters who give Sinema favorable ratings can’t cross over to support her in a Democratic primary," Kilgore explained, adding, "and aren’t going to vote for her in a general election against an actual Republican."
Sinema could also end up splitting the vote with a Democratic opponent that hopes to unseat her. But Kilgore is confident about one thing. He wrote, "Whether you view her as a brave and principled dissident or a scurrilous traitor, Sinema is probably, from a political point of view, toast."

Big-Money Backers
The group’s million-dollar-plus budget is funded by a bevy of high-dollar backers. The list of donors during the 2014 and 2016 election cycles includes:
Hedge-fund billionaire Paul Singer specializes in “vulture capitalism”– purchasing distressed assets and squeezing every last dollar out of them. Singer’s fund earned the “vulture” label by purchasing the debts of distressed governments like Panama and Peru, and then pressuring the authorities to force repayment. In Argentina’s case, the fund’s tactics including seizing an Argentine vessel docked in an African port.
Singer, a major Republican donor, is the founder of a hedge fund called Elliott Management Corporation. He flooded New York’s 19th Congressional district with money last year in order to successfully defeat reform Democrat Zephyr Teachout. Teachout offered to debate Singer, whom she labeled “the actual voice” of her opposition, but he declined to respond. Singer was America Rising’s largest reported donor.
Wrestling magnate Linda McMahon, who ran the World Wrestling Entertainment empire with husband Vince McMahon and is now Donald Trump’s head of the Small Business Administration. McMahon gave $6 million to Trump’s campaign – money Trump has reportedly used in ethically dubious ways.
Hilcorp Energy Corporation, a Texas-based fossil fuels company that has been sued for violating the Clean Water Act in Louisiana. Hilcorp allegedly damaged oyster beds by dredging canals without the proper permission, using a destructive technique known as “prop washing.”
The company was recently ordered to clean up a 4,200-gallon oil spill in Plaquemines Parish, Louisiana, and last month oil was reportedly leaking from an abandoned Hilcorp well head on the lower Mississippi. Also in March, regulators reported that a Hilcorp gas line in Alaska’s Cook Inlet was leaking 225,000 to 335,000 cubic feet of gas per day and demanded that it be repaired or shut down.
Hedge-fund billionaire Kenneth Griffin, a self-described “Reagan Republican” who once testified before the U.S. Senate that U.S. stock markets are the “fairest, most transparent, resilient and competitive markets anywhere in the world” – a claim that would surprise hundreds of thousands of documented victims of Wall Street investor and borrower fraud.
Health insurance executive Mike Fernandez, who became a billionaire in the HMO business before becoming a major Republican donor. Fernandez, who supported Mitt Romney and Jeb Bush, initially opposed Trump in 2016 and supported Hillary Clinton. In December 2015 Fernandez declared Trump “unelectable.”
Real estate tycoon Ronald Weiser. Weiser, a former chair of the Michigan Republican Party who also acted as the Republican National Committee’s national finance chairman, was a member of Donald Trump’s fundraising committee in 2016.
