President Donald Trump has pardoned a former Republican Las Vegas City Council member convicted last year of using money meant to honor a slain police officer for plastic surgery, rent and her daughter’s wedding — one of several pardons the president has granted to his supporters since the start of his second term in office.

Michele Fiore — whom outlets and pundits dubbed “Lady Trump” for her gun-toting imagery and vociferous brand of conservatism — was found guilty in October on six counts of wire fraud and one count of conspiracy to commit wire fraud. She faced up to 140 years in prison.

On Wednesday, Trump issued a “full and unconditional pardon” for the ex-Las Vegas official, according to court documents filed by Fiore’s attorneys Thursday. In the documents, Fiore’s legal team asked U.S. District Judge Jennifer A. Dorsey of the District of Nevada to vacate her sentencing, which had previously been set for May 14. Fiore’s attorneys attached a certificate of the pardon with Trump’s signature to the request.

“Michele Fiore, a former RNC Committeewoman and elected official from Nevada, made a name for herself through her outspoken and maverick personality,” a White House official said in a statement to The Washington Post. “A supporter of President Trump, she was also the first female Republican Majority Leader in the Nevada State Assembly. Due to her outspoken conservative views, she became a target and incurred government investigation and prosecution. She was convicted of wire fraud, but now she has received a pardon.”

Fiore’s legal team told The Post in a statement that Trump’s blanket pardon has given their client “a new light.”

“We are excited for Michele to move forward with her life and continue her path of service to the community she loves so much,” lawyer Paola M. Armeni said Friday.

Fiore in a social media statement accused federal prosecutors of unjustly targeting her and weaponizing the justice system against her.

“This act of mercy is not just a correction of a legal record — it is the restoration of a life, a reputation, and a mission long targeted for destruction,” she wrote. “To every patriot, every mother, every woman who has been falsely accused — let this moment be your reminder: We don’t break. We rise.”

Nevada Attorney General Aaron Ford, a Democrat, criticized Trump’s pardon, writing on X: “Donald Trump’s blatant disregard for law enforcement is sickening, and pardoning someone who stole from a police memorial fund is a disgrace.”

“As Nevada’s top cop, I believe there’s no room for reprieve when it comes to betraying the families of fallen officers,” Ford added.

Fiore is the latest political ally to receive a full and unconditional pardon from the president. Since the start of his second administration, Trump has pardoned Ross Ulbricht, the founder of the now-defunct Silk Road online marketplace who had been sentenced to life in prison in 2015; and Rod Blagojevich, the disgraced former governor of Illinois who was convicted on multiple charges of corruption in 2011.

Trump also granted clemency to two of Hunter Biden’s ex-business associates: Devon Archer, who was convicted of securities fraud in 2018; and Jason Galanis, who was sentenced in 2017 to nearly two decades in prison for multiple fraud schemes. The pair helped Republicans during their failed impeachment inquiry into President Joe Biden.

In one of the earliest acts of his presidency, Trump granted a blanket pardon to virtually all Jan. 6, 2021, Capitol riot defendants and commuted the sentences of the remaining 14.

Fiore served on the Las Vegas City Council from 2017 until 2022. Her fraud scheme began in July 2019 and lasted seven months, The Post previously reported.

In 2018, the city had broken ground on Alyn Beck Memorial Park, a site in honor of Alyn Beck, a 41-year-old Las Vegas police officer who was shot and killed in the line of duty in 2014. Fiore proposed installing a statue of Beck at the park’s entrance. A private real estate development company had already agreed to pay a sculptor to erect the statue, but Fiore began a fundraising campaign that solicited more than $70,000 from Nevadans, including Gov. Joe Lombardo (R), who was the sheriff of Clark County at the time.

Fiore had promised donors that “100% of the contributions” would go toward the statue, but none of the raised funds were actually used, prosecutors said. They said Fiore instead used the money to maintain her lavish lifestyle, laundering the money through front companies and relatives, and used some of the donations to write checks to her daughter, who then cashed them to pay for rent.

Trump presidency

Follow live updates on the Trump administration. We’re tracking President Donald Trump’s progress on campaign promises and legal challenges to his executive orders and actions.

First 100 days: Trump is facing growing opposition to his ambitious and controversial agenda, with his approval rating in decline, according to a Washington Post-ABC News-Ipsos poll. But inside the White House, Trump’s team isn’t dissuaded. Here’s a look at Trump’s first 100 days in 10 charts.

Tariffs and the economy: In April, Trump announced new tariffs of 125 percent on Chinese imports, while more than 75 other countries — set to face what the White House calls “reciprocal” tariffs — have been negotiating and would immediately see their levies set to 10 percent for 90 days, rather than higher rates announced previously. Here’s an inside look at Trump’s decision and how the trillions of dollars in new tariffs could affect you.

Harvard feud: The Trump administration has asked the Internal Revenue Service’s top attorney to revoke Harvard University’s tax-exempt status amid Trump’s fight with the institution over its handling of antisemitism and diversity practices. Experts say there is no proof that Harvard has violated tax laws that prohibit them from engaging in certain political activity. Here’s what to know.

Federal workers: The Trump administration continues to work to downsize the federal government, eliminating thousands of jobs at agencies, including HHS, USAID, the IRS, the Social Security Administration, the Education Department, the Defense Department, the National Weather Service and the National Park Service.

When President Donald Trump pardoned Nevada politician Michele Fiore on April 23, the question arose whether she could be tried again for fleecing donors to a fallen-officer memorial.

The former Las Vegas council member and Nye County justice of the peace was convicted in October of six counts of wire fraud and one count of conspiracy to commit wire fraud. She was set for sentencing in May, facing up to 140 years in prison — until Trump granted clemency.

An RGJ reader wanted to know whether “double jeopardy” — the legal principle that no one can be tried for the same offense twice — would come into play if a second trial was in state court, while the first was in federal court.

It would not be double jeopardy despite Trump’s “full and unconditional pardon” of Fiore.

“A presidential pardon has the effect of removing any criminal liability for the pardoned actions under federal law, but the same underlying acts can form the basis for a state law prosecution,” said Benjamin Edwards, a professor at the University of Nevada, Las Vegas’ William S. Boyd School of Law.

But Fiore’s attorney, Paola Armeni, said the statue of limitations may make that impossible.

“The charges in which Ms. Fiore were charged were based on federal statutes, i.e. wire fraud and conspiracy to commit wire fraud,” she told the RGJ.

“There is no equivalent under Nevada law. Therefore, I would be guessing as to what potential state charges would apply. However, since the alleged conduct happened years ago, pursuant to Chapter 171 of the Nevada Revised Statutes, the time for commencing a criminal action has run.”

The ball is now in the Nevada attorney general’s court on whether his office wants to try Fiore.

What are the chances Nevada attorney general will try Fiore?

Fiore is an outspoken, longtime supporter of Trump. At a 2022 political rally for Nevada Republican candidates, she celebrated having secured a personalized license plate reading “TRUMP47” in anticipation of him being reelected.

Nevada Attorney General Aaron Ford, a Democrat, has sued the Trump administration numerous times over actions he sees as illegal. He’s running for governor in 2026.

It would be tempting for Ford’s office to try Fiore on charges of ripping off Republican donors — including now-Gov. Joe Lombardo.

“Given the way that justice was stolen from these deceased officers by a presidential pardon,” Edwards said, “it would surprise me if state authorities did not review the matter.”

The attorney general’s office said it cannot comment on possible litigation.

What was Michele Fiore convicted of?

A jury found Fiore guilty of swindling donors out of tens of thousands of dollars that she said would be used for a memorial statue of Las Vegas Metropolitan Police officer Alyn Beck.

While eating at a pizza restaurant in 2014, Beck and officer Igor Soldo were ambushed by two anti-government extremists, a married couple who pinned a note on Beck’s body reading, “This is the beginning of a revolution.” They fled to a Walmart and shot an armed civilian who’d tried to intervene before police killed them.

At a 2018 groundbreaking for Alyn Beck Memorial Park, Fiore announced she would commission a statue for the park.

But according to court records, Olympia Companies, the park's developer, paid $90,000 for the statue and donated it to the park. Olympia’s vice president testified that Fiore was in conversations where it was made clear Olympia would cover the full cost.

Eleven witnesses told the court they donated to Fiore’s political action committee or charity with the intention that their money be used to pay for the Beck statue.

One of those was Lombardo, who was Clark County sheriff at the time. He wrote a $5,000 check to Fiore’s PAC from his own campaign’s PAC with “Alyn Beck statue” in the memo line.

Another witness, Thomas White, testified that Fiore sent an email seeking donations for a Beck statue and saying she planned to raise funds for a future Officer Soldo statue.

The email stated, “100% of all contributions [would be] used for this charitable event.” White said he wrote two checks for $5,000 each based on the email.

The jury found Fiore used the donated money for rent, bills at a “plastic-surgery business” and her daughter’s wedding — all paid with cash.

An FBI forensic accountant testified bank transactions showed deposits being made to Fiore’s PAC and a charity she’d set up and that cash was withdrawn shortly after in similar amounts.

The accountant testified that none of the money from Fiore’s accounts was spent on the Beck statue or related events.

Why doesn’t double jeopardy apply in Fiore case? How will statute of limitations apply?

Edwards said state prosecutors often won’t bring charges at the same time U.S. prosecutors are pursuing the same case — but they could.

“If someone has done something bad and is being prosecuted at the federal level and is likely to pay an appropriate penalty there,” he said, “it may not make sense to waste state resources on pursuing the matter, even though you have the authority to do it.”

Double jeopardy wouldn't apply in Fiore’s case, Edwards added, because the state and federal legal systems are considered “separate sovereigns” — different jurisdictions that don’t overlap for the purposes of double jeopardy.

In a 2019 U.S. Supreme Court case, Gamble v. United States, justices ruled that a felon in possession of a gun could be charged in both state and federal court for the same crime, finding double jeopardy didn't apply.

“The federal government can never try her again for these acts because that would be double jeopardy,” Edwards said of Fiore. “But that doesn't mean the state cannot also prosecute for the same offense.”

He said that for Fiore to be prosecuted at the state level, Nevada would need to have a statute that covers the behavior she was engaged in. That’s not the hard part, though.

“The challenge, potentially, for a Fiore prosecution now is: What are the relevant statutes of limitation?” Edwards said.

In Nevada, a complaint must be filed within one to three years for the types of crimes Fiore would be accused of.

The donations at issue in Fiore’s case were made in 2019 and 2020.

Elizabeth Ray, Gov. Lombardo spokesperson, said she cannot comment on possible attorney general legal actions.

"The governor made his position clear in his testimony and stands by his belief that money raised to honor fallen officers should be used to honor fallen officers," she said.

A Change.org petition has attracted more than 1,100 signatures demanding "the Nevada Commission on Judicial Discipline and Nye County officials take immediate steps to permanently disqualify Michele Fiore from serving as a judge."

Abortion is one of the defining issues of the 2024 election. Now, Sen. JD Vance (R-Ohio), the GOP’s presumptive vice presidential nominee, is trying to conceal his past opposition for the procedure in all cases.

Vance gave the speech to the secretive Teneo Network. The GOP vice presidential nominee has been a member of the Leonard Leo-backed group, which seeks to cultivate conservative influence in business and culture.

Before his 2019 death in jail, Jeffrey Epstein spent hours being interviewed on camera by Steve Bannon.

A federal grand jury has indicted Michele Fiore — a former Las Vegas city councilwoman and current Nye County justice of the peace — on four counts of wire fraud and one count of conspiracy to commit wire fraud after she allegedly defrauded donors of more than $70,000 for personal gain.

We don’t have to wonder what Donald Trump and Robert F. Kennedy Jr. talked about, because a partial recording of candidates’ chat leaked.

Some attendees at the Republican National Convention are wearing fake bandages in an apparent display of solidarity with the former president.

A recording of a vulgar rant by a failed Republican candidate has thrown Nevada's GOP into turmoil.

Newly elected GOP delegate Drew Hirsty was expelled by the state Republican Party Central Committee earlier this month for recording and sharing a video of losing state attorney general candidateMichele Fiore slurring former state party chairwoman Amy Tarkanian as “Ms. Alcoholic” and a “panty dropper after two shots" after she endorsed her Democratic rival, reported the Las Vegas Review-Journal.

“[I was] appalled, offended and shocked,” Hirsty said.

He uploaded the video to Google Drive and sent it to fellow Republican Margaret White, who then circulated the video that soon caught the attention of media outlets, and both Hirsty and White expect to be booted from the Clark County GOP over the flap.

“It’s not what I believe Republicans stand for: integrity and class,” said White, a former chief of staff of the Clark County Republican Party. “They just want their small clique of people they can control. … They throw out anybody that disagrees with them.”

Hirsty also recorded video at the same Nov. 15 event of Nevada GOP chairman Michael McDonald criticizing "backstabbing" Republicans like Tarkanian, who endorsed incumbent attorney general Aaron Ford and state treasurer Zach Conine, both Democrats, in the election, and Hirsty said Clark County GOP chairman Jesse Law threatened to "get even," which he denies.

Law won bruising a leadership fight for the county party in 2021 over state Sen. Carrie Buck (R-Henderson), and the Review-Journal obtained video of him at the Jan. 14 central committee meeting calling for a motion to remove Hirsty, which eventually passed 55-45.

“To me, it’s rather destructive to this organization, to the state organization,” Law says in the video. “It’s a big embarrassment and that really bothers me.”

“I don’t want any of this problem, but also I don’t want videos uploaded where we get to be a laughingstock," Law adds. "I want Clark County to be doing great, so anyone involved in trying to upload videos and share with the media to harm us and embarrass us, I didn’t think that this body would want to be a part of that.”

Fiore has since moved from Clark County to Nye County, where she was appointed justice of the peace despite having no judicial experience or even a law degree.

michele Fiore, a Republican politician, has been appointed to a Nevada judgeship even though she has no prior legal or judicial experience. She has also previously been accused of obstructing an investigation into her own business and once said it’s okay to point a gun at federal officers.

Fiore will fill a seat on the Pahrump Justice Court in Nye County, located about 65 miles west of Las Vegas, the Associated Press reported. County commissioners unanimously appointed her to the judgeship. She will serve on the court through 2024.

She told commissioners that she would oversee the judicial appointment with “integrity and honesty” because she has “been at the end of the political barrel.”

However, it seems she ended up at the end of that barrel largely due to her own fault.

In 2015, Nevada state regulators revoked the license of her home-health business after she refused to show financial records during an investigation of alleged Medicaid fraud, Wonkette noted. That same year, she made statements against transgender people using changing facilities matching their gender identities.

In 2016, she said it was okay to point a gun at law enforcement officers if they point a gun at you first.

“I would never, ever point my firearm at anyone, including an officer of the law. Unless they pointed their firearm at me,” she said in an interview with Las Vegas TV station KLAS. “Now, once you point your firearm at me, I’m sorry, then it becomes self-defense. So whether you’re a stranger, a bad guy, or an officer, and you point your gun at me and you’re gonna shoot me and I have to decide whether it’s my life or your life, I choose my life.”

The Nevada Association of Public Safety Officers called her statement “utterly irresponsible,” “an embarrassment,” and a demonstration of why she’s unfit to hold national office.

Though Fiore was a member of the Nevada Assembly from 2012 to 2016 and a member of the Las Vegas City Council from 2017 until her appointment into the judgeship, she launched a failed 2022 election bid to become the Nevada State Treasurer and a failed 2016 bid to become a state representative in the U.S. House.

The Nevada Republican Party is moving to punish its former chairwoman for endorsing two Democratic candidates in November's election.

Amy Tarkanian, a regular contributor on Fox News and Newsmax, offered support for Democratic state treasurer Zach Conine's re-election bid against Republican Michele Fiore and Democratic attorney general Aaron Ford's re-election campaign against Republican nominee Sigal Chattah, reported the Las Vegas Sun.

The conservative pundit was invited to appear Aug. 11 at the Douglas County GOP board meeting to discuss the endorsements, and she shared a letter on social media from the chairman of the county's Republican Party central committee seeking her resignation -- although she's not entirely sure she remains a member of the committee.

“I think I am, but I’m not sure,” Tarkanian said. “I don’t go to their meetings at all. I think maybe I’ve gone to two meetings since I’ve been up here, and we lived here for three years. It’s kind of funny that they would feel this is something that would affect me.”

Michele Fiore Helped Plan And Facilitate Malheur Refuge Seizure

We've learned that Michele Fiore helped plan the Malheur Refuge occupation with a few GOP cohorts.

By LeftOfCenter — March 17, 2016

Las Vegas' craven attention-monger and gun-loving assemblywoman, Michele Fiore was not only a supporter of the illegal Malheur Refuge occupation, she helped organize and plan the siege. according to John Sepulvado of OPB News. She gained notoriety by defending Cliven Bundy's right to allow his cattle to graze without paying BLM land use fees in 2014 and showed herself to be an advocate of armed insurrection against the federal government.

How ironic! Michele Fiore, the proponent of cattle-related welfare, is a member of COWS.

She isn't actually a bovine-American, she's a member of a group with the same name. The Coalition of Western States (COWS) is a group of elected officials who seem to hate the government and seek to destroy its efficiency. Their website describes their mission:

COWS represents over 50 legislators, elected delegates and grassroots leaders predominantly in the Western United States dedicated to stopping Government overreach.

COWS and it’s members from Washington, Oregon, Idaho, Arizona, Nevada, Utah, Montana, New Mexico stand ready to oppose continued federal overreach and abuse, support the rule of law and restore management of public lands to the States where it Constitutionally belongs.

Fiore was one of the four COWS members who went to Oregon to intervene on behalf of Ammon and Ryan Bundy and the other Malheur Refuge occupants. The ordeal ended up with one protester (or, as Fiore would call him, camping enthusiast) shot dead and a total of 26 people, including the Bundy brothers, were charged under federal law with a single count of felony conspiracy, though more charges may be brought in due course.

That 2014 Bunkerville debacle united groups like COWS with other militants like Oathkeepers and CSPOA. Longing for that national notoriety, COWS and their associates saw an opportunity to 'get the band back together' and subsequently cost U.S. taxpayers millions of dollars in their narcissistic quest for attention.

In October 2015, COWS began posting to social media about the re-sentencing of Dwight and Stephen Hammond. In a Dec. 11 press release, the coalition accused the federal government of engaging in “a literal, international conspiracy to deprive” ranchers and farmers of their property rights in Harney County and throughout the West.

An opportunity to create another national spectacle, they colluded with the domestic terrorists and went up to Oregon to stir things up. Roughly one week after the episode began, they met with officials.

The audio recording of the Jan. 9 “fact-finding” meeting between COWS and Harney County officials shows that Shea, Fiore and at least five other state lawmakers attempted to negotiate on behalf of the militants.

The out-of-town visitors presented themselves as wanting to help understand and, if possible, end the armed occupation at the refuge.

“I’m just looking at peaceful resolve,” said Nevada Assemblywoman Michele Fiore, a COWS member who was patched into the meeting by phone.

Oregon Republican State Rep. Dallas Heard also attended the meeting, however he says he is not a member of COWS.

The 90-minute conversation was recorded by participants at the Jan. 9 meeting and given to OPB (Oregon Public Broadcasting).

On the recording, Harney County Judge Steve Grasty thanks the group for their concern, but asks them to stay away from the refuge. Grasty said the militants were showing signs of fatigue and defeat, and worried that a visit from lawmakers would reinvigorate Ammon Bundy and the rest of the occupiers.

“If we’re getting close (to a resolution), and you embolden Bundy by your presence, and this runs on for weeks and months, it will be awful in this community,” Grasty said.

The FBI agent also asked the lawmakers not to visit the refuge.

COWS representatives visited the refuge, which was closed to the public. The lawmakers acknowledge they fed the militants information gathered from that meeting, and militant leaders talked openly about what they learned from those disclosures.

Finally, over the phone, Fiore tried to turn the meeting into a call to action.

“The BLM has become a bureaucratic agency of – basically – terrorism,” she said. “So at what point do we band together as elected officials, and say, ‘Enough is enough of the BLM?’ Can we divert this conversation? At what point are we going to actually do something for our citizens?”

She is still actively involved with this case.

Fiore, who is running for Congress, has attended several of the militants’ pre-trial hearings in the downtown Portland federal courthouse. She’s spoken to the press on behalf of the occupiers afterward. She’s come back to Oregon, she said, in part to ensure that defendants in charges related to the standoff at Cliven Bundy’s Nevada ranch are treated fairly.

“Basically, I’m here to meet with the detainees on an official capacity… from Nevada,” Fiore said March 11 after a pre-trial hearing for Pete Santilli, an Internet radio host charged in both Oregon and Nevada. “Also, as a representative of Nevada, I would urge all our Nevada attorneys to seek trial outside of Nevada, because I do not think they will get a fair trial in Nevada.”

Michele Fiore was active in much of the planning of the occupation, against the wishes of law enforcement and local officials. She aided and abetted felons who broke the law. How is she allowed to run for office? Fiore is a Republican, I guess that's how.

Fiore Asserts Bundy Terrorists Were Just 'Camping At The Refuge'

'Just like President Obama is occupying the White House.'

332

By LeftOfCenter — March 16, 2016

NV Republican Assemblywoman and gun-obsessed pin up girl, Michele Fiore has outdone herself this time. If you thought the insanity of her claim that cancer is merely a fungus was too nutty to fathom, her current definition of the outdoor pastime of camping now includes armed insurrection.

The Federal Government had this all wrong, according to Fiore. She sat down with a Las Vegas Sun reporter, Chris Kudialis. I must admit, he kept a straight face throughout the interview as the assertions became increasingly more ludicrous. Her gun-toting, tough gal bravado and anger at the feds was as fervent as when she defended Cliven Bundy's operation to Chris Hayes.

FIORE: If government is going to point a gun at me Chris, I'm going to point a gun right back. If you're gonna shoot me, I'm gonna shoot back, ain't gonna to shoot first though. But I ain't gonna sit there and let you just shoot me.

Kudialis wanted to know to what extent she'd go to defend people who were taking over a wildlife area, and pointing guns at federal officials. She corrects him, not only about calling the episode an 'occupation,' but also questions the validity of the federal ownership of the refuge. It seemed like the interviewer thought she'd have a reasonable explanation for how to deal with people simply occupying government buildings and/or property. First she corrected him.

:{:{}:

}:

FIORE: So, they didn't take over the refuge, they were camping there.

KUDIALIS: Occupying it?

FIORE: Like, like President Obama's occupying our White House? Same thing?

KUDIALIS: If people were camping at the White House, or camping at the Capitol building, that would be okay?

She joked that the gates keep people out, and people sleep in the park across the street from the White House and they don't get arrested or shot, like poor LaVoy Finicum. Fiore believes the dead 'camper' was allegedly not reaching for his gun when he was gunned down by federal agents.

The NV Republican 'needs to see the paperwork' where the federal government purchased the refuge, as it was once privately held land. That's the 'real question.' Besides, how do we protest in America if we can't camp out on abandoned property?

FIORE: How do we do a peaceful protest, a peaceful assemble (sic) without getting shot?

Michele equates this Oregon episode to the federal government's mishandling of Waco and Ruby Ridge. She claims that those too happened on private property and were totally unjustified, resulting in needless tragedy. Fiore reiterated her advocacy for the whole Bunkerville debacle, another example of her squatter buddies costing Americans millions of dollars to stop lawbreakers.

Fiore is running against Democrat Jesse Sbaih this Fall for Nevada's 3rd Congressional District. Jesse is an Arab-American immigrant, who will likely receive plenty of right wing hate from Fiore and her sycophants.

Sbaih called the occupiers 'domestic terrorists.' When she was informed of this by the reporter, she said this is the first she's heard of him. Obviously upset by his name-calling, Fiore said that 'obviously he doesn't know his ass from his elbow.' He should have gone to Burns, Oregon, like she did, before he calls people names. She did the legwork, so only she knows what really happened, the facts be damned! This could get pretty interesting once she launches a racially inspired campaign against Sbaih.

This state doesn't need a representative who makes Michele Bachmann seem sane. I hope Nevadans who value reason and logic get out and stop Fiore from winning this November.

on a cold January morning, a posse led by a former Army company commander named Matt Shea rolled into the Harney County Courthouse and wanted to speak to the sheriff.

But this wasn’t a group of militants, or outlaws. They were state lawmakers from four western states, including Oregon. Most of them were members of a group called the Coalition of Western States, or COWS...

they were hoping to talk directly with Sheriff David Ward and convince him to support the armed militants at the Malheur National Wildlife Refuge. Instead, COWS members would meet that day with a Harney County deputy and a sheriff from another county, an FBI agent and other local officials.

The out-of-town visitors presented themselves as wanting to help understand and, if possible, end the armed occupation at the refuge.

“I’m just looking at peaceful resolve,” said Nevada Assemblywoman Michele Fiore, a COWS member who was patched into the meeting by phone.

“That’s our intent,” agreed Shea, a state representative from Washington. “If there’s any opportunity to save life and prevent any further escalation of anything, I think we all agree we should take those opportunities.”

Oregon Republican State Rep. Dallas Heard also attended the meeting, however he says he is not a member of COWS.

The 90-minute conversation was recorded by participants at the Jan. 9 meeting and given to OPB.

Those pleas fell on deaf ears. And Grasty’s prediction came true.

COWS representatives visited the refuge, which was closed to the public. The lawmakers acknowledge they fed the militants information gathered from that meeting, and militant leaders talked openly about what they learned from those disclosures.

“These lawmakers have shown great courage to support us,” said Robert “LaVoy” Finicum, who would later die after being shot by state police. “Much more than others who refused to come and look us in the eye.”

The visit was the latest step in an ongoing and organized campaign by these lawmakers, essentially the political arm of the militant movement, to make a once-radical political cause part of the mainstream.

Small beginnings in Bunkerville

How OPB reported this story

This story is based on reporting on the ground before, during and after the occupation of the Malheur National Wildlife Refuge and post-occupation interviews with participants. It was reported and written by John Sepulvado with reporting contributions from Amanda Peacher, Conrad Wilson, Amelia Templeton, Kristian Foden-Vencil and Kimberley Freda.

Matt Shea is no stranger to armed confrontations: In April 2014, the lawmaker – who has sponsored legislation to split Washington into two states — traveled from Spokane Valley to Bunkerville, Nevada, to support Cliven Bundy’s armed standoff with the U.S. Bureau of Land Management.

The federal government began impounding Bundy’s cattle after he failed to pay for decades of grazing leases. Bundy responded with an armed faceoff against federal agents that attracted international media attention and hundreds of new followers to his cause.

“This is a war on rural America,” Shea said in one video from Bunkerville.

In Nevada, Shea met other state and local elected officials who had also come to support Bundy, including Fiore and Greenlee County, Arizona, Commissioner Robert Corbell.   “I met Matt at the Bundy ranch,” Corbell said in an interview. “And we’re talking state sovereignty and all that, and we said, ‘We’re all elected officials. Why not try and get some laws changed?’ So, we went to the casino at the state line, and in the motel room there … we created COWS.”

The explicit purpose of the Coalition of Western States, according to the group’s website, is to “restore management of public lands to the States where it Constitutionally belongs.” While the organization claims to have more than “50 legislators and grass roots leaders predominately in the Western United States,” leaders would not release a roster of members, meeting agendas, meeting notes or tax filing status.

Several COWS members took an active role in Bunkerville, and beyond.

Fiore and other COWS members became darlings of right-wing paramilitary groups skeptical and even hostile to the federal government, including the

Oathkeepers

By the end of 2014, Fiore, Shea and other coalition participants had sponsored bills that would transfer federal land back to local governments in six states.

All the bills failed, and as time put more distance between the public’s memory and the Bundy standoff, COWS went from a political stampede to an afterthought.

“We all kind of fell out of touch until things started heating up again in Oregon,” Corbell said. “That’s when I started getting calls.”

Corbell told OPB that coalition leadership knew Ammon Bundy planned to take over U.S. government property in Harney County before it happened, but were unsure which federal outpost it would be. The federal government owns about 75 percent of the land in Harney County.

“We knew he was going to do something,” Corbell said, “because something had to be done.”

In October 2015, COWS began posting to social media about the resentencing of Dwight and Stephen Hammond. In a Dec. 11 press release, the coalition accused the federal government of engaging in "a literal, international conspiracy to deprive" ranchers and farmers of their property rights in Harney County and throughout the West.

Related: [Why Were The Hammonds Sent Back To Prison?

Some of the press release was lifted word-for-word from what Matt Shea had said at Bunkerville the previous year. The language hadn’t changed, even if the location had.

“This is a war on rural America,” the release stated.

“The Coalition of Western States stands ready to defend the continued federal overreach and once and for [all] restore management of public lands to the states where it constitutionally belongs.”

A fact-finding mission

The audio recording of the Jan. 9 “fact-finding” meeting between COWS and Harney County officials shows that Shea, Fiore and at least five other state lawmakers attempted to negotiate on behalf of the militants.

The recording captures a tense conversation that begins under the auspices of peaceful resolution and ends with calls by COWS members to take action.

Early in the meeting State Rep. Judy Boyle, a Republican from Midvale, Idaho, suggested that the group had a unique role to play as intermediaries between law enforcement and the militants.

“We know they’re outsiders, and we’re outsiders, so maybe we can get through to them,” Boyle said. “They did an act of civil disobedience, but they took it way too far. Much too far.”

The lawmakers wanted information from law enforcement, including what tactics the FBI anticipated taking against the militants. They wondered aloud, for example, whether refuge power would be cut. Law enforcement personnel repeatedly declined answering. The lawmakers continued to ask.

---

Who Is In COWS?

Though the Coalition of Western States claims to represent "50 legislators, elected delegates and grassroots leaders," the group declined repeated requests from OPB to identify its members. COWS has said its members come from Washington, Oregon, Idaho, Montana, Utah, Nevada, Arizona and New Mexico.

A few members did identify themselves in a Dec. 11 press release that decried the government's treatment of Harney County ranchers Dwight and Steven Hammond. Those people are:

“There is no negotiation,” said Marion County Sheriff Jason Myers, one of the local law enforcement officers at the meeting. “Just go home. We’re not going to negotiate because we just want them to leave this community.”

“The issue that causes concern is not entirely just the occupation of that facility, it’s the other people this has brought into our community,” said Harney County Deputy Sheriff Brian Needham. “There have been many threats made. There are people in the community that are dangerous people.”

Judge Steve Grasty, the leading elected official in Harney County, dismissed that notion out of hand and asked Fiore and others not to call federal officers “terrorists.”

Coalition members pressed the FBI to compromise with militants, specifically with their demand that federal land be transferred to states.

"Would it be possible for somebody, whether it's the U.S. Attorney's Office, to say that 'We agree that there needs to be a conversation at another level,'" said Washington Rep. Graham Hunt, a Republican from Pierce County who has since resigned after it was revealed he misstated his U.S. military record.

Hunt suggested that someone in the federal government could propose land transfers as a “conversation over a prolonged period of time.”

“Obviously, I don’t think anybody in this room believes federal lands are going to be transferred overnight,” Hunt said. “And this is all going to be an issue that we can go home with.”

Meanwhile at the refuge, Ammon Bundy made repeated calls for similar transfers of federal land.

At the refuge

Fiore and other COWS members helped militants plan press events, including one in which a New Mexico rancher promised to stop paying grazing fees to the BLM. But the coalition’s efforts on behalf of the militants went beyond public relations.

At Shea’s request, Anthony Bosworth – a one-time candidate for Yakima County Sheriff – went to the refuge as a “security specialist.” He also stayed at the facility.

“I traveled to the refuge in an attempt to de-escalate the situation… at the request of the Coalition of Western States,” Bosworth wrote in an email.

Bosworth also helped militants – including Blaine Cooper, another occupation organizer – flee the compound.

Cooper was widely tracked on social media and in press accounts because he brought his wife and children to the refuge. Melissa Cooper became the boss of the barracks and oversaw the cooking and housecleaning.

Yet the Cooper family disappeared on the night LaVoy Finicum was killed and Ammon and Ryan Bundy were arrested. They wouldn’t be heard from for a week. Blaine Cooper was eventually charged with conspiracy alongside the Bundys.

Early on Jan. 27, hours after the traffic stop that ended in Finicum’s death, militant Jason Patrick stood just outside the refuge chain smoking and readying for a federal raid. He kept glancing at his cellphone, checking for a text message from a group that had fled hours before in anticipation of a federal roundup.

“Blaine was on the outbound group with COWS,” Patrick told a reporter. “I think they made it past the FBI checkpoint.”

Patrick said it was Bosworth driving them.

In his email to OPB, Bosworth said he could not remember with whom he left the compound. But he acknowledged helping some militants get out.

“There were many people among those that chose to leave after I negotiated safe passage for them, and I don't know every one of them,” Bosworth wrote. “I was just happy to see the FBI hold up their end and allow for the safe passage of those that wanted to leave.”

The end of the occupation

At first, Michele Fiore had no interest in playing the role of negotiator.

Related: 41 Days: An OPB Documentary On The Oregon Occupation

In a Jan. 30 interview, the Nevada assemblywoman repeatedly expressed anger and frustration that Ammon Bundy was being held without bond.

She cursed the federal magistrate judge who denied Bundy’s bail request due to the ongoing occupation. She was also angry that the last four holdouts on the refuge refused to surrender despite pleas from Bundy to do so.

“Can you please write a story that these people aren’t us?” Fiore asked. “This wasn’t the plan. It wasn’t supposed to go down like this. They weren’t at the Bundy ranch. Nobody knows who these people are.”

The next evening, Fiore said she and her allies would take a new approach with the final four.

Over the 10 next days, Fiore and fellow Coalition of Western States members KrisAnne Hall and Gavin Seim reached out to the remaining occupiers by phone and electronic messages. Hall is a self-described Constitutional scholar. Seim is a former Washington Congressional candidate who serves as COWS’ social media coordinator.

“We stayed in contact with them pretty much during that entire time, minus a few days when the phones were cut,” Fiore said.

And when the FBI finally began to close the perimeter on the militants, holdout David Fry called Fiore. She couldn’t take the call because she was already on a plane headed to Portland.

After the failed attempt, Fry called Seim, who streamed their conversation online. At the peak, more than 75,000 people were listening. They heard Fry, along with husband and wife militants Sean and Sandy Anderson, scream and invoke Finicum’s death as a reason not to surrender.

“I declare war against the federal government,” Fry said at one point. “There’s no way to beat this any more. Liberty or death.”

Ultimately, Fiore helped deescalate the situation, in part by leading the group in prayer over the phone. Fiore and Seim talked to the militants for more than four hours straight.

Related: After Holdout, David Fry Surrenders

In the end, Fry and the others gave themselves up after several tense exchanges. Fiore traveled with the FBI agents who met the four militants as they surrendered.

Fiore confirmed to OPB that she traveled to Oregon as part of the COWS contingent. Hall did not return numerous requests for comment. Seim responded to OPB’s request for comment in an email.

“My role was not representing COWS in particular,” he wrote. “That said, legislators and members of COWS were each taking individual action to assure safe passage and to reveal the truth of what the FBI was doing in Oregon. Members of COWS worked hard in front of and behind the scenes and good work was done.”

The trials to come

Immediately after the surrender, as Fiore and others were being hailed as heroes for helping to negotiate a peaceful end to the occupation, coalition members praised the FBI.

“My personal experience with the FBI was incredible in this case,” Fiore said. “Kind, gentle and emotional, and I’m the conservative Republican girl who doesn’t trust the police. We have to get back at looking at our police as part of the solution, not part of the problem.”

Related: Former Federal Prosecutor Lays Out Likely Path For Refuge Trial

A week later, the warm glow had worn off, and Fiore, Seim and other people who’ve publicly associated with COWS were back to accusing the FBI of dirty tricksin Harney County.

"The people of Burns are still being terrorized by the FBI," Seim said:{ during a broadcast of his Internet radio show on }Feb. 16:{. "The FBI is going around from house-to-house, they're trying to get people to turn each other in."}:

On the same show, Fiore said federal court officials were colluding with federal prosecutors to ensure the militants would never be freed.

“We’re in this federal courtroom, and there’s the United States versus Americans,” Fiore said. “That just ripped my heart out … . It’s just appalling.”

Seim then called on “patriots” to learn the names of the judges, prosecutors and marshals.

“On the surface level, these are secret courts, guys,” Seim said. “We got to do something about this.”

"Basically, I'm here to meet with the detainees on an official capacity… from Nevada," Fiore said March 11 after a pre-trial hearing forPete Santilli, an Internet radio host charged in both Oregon and Nevada."Also, as a representative of Nevada, I would urge all our Nevada attorneys to seek trial outside of Nevada, because I do not think they will get a fair trial in Nevada."

Meanwhile, the arrest of the militants appears to be strengthening the Coalition of Western States, or at least helping its cause. Although she wouldn’t provide names, Fiore said the coalition has new members, including from the East Coast.

The GOP-controlled Congress is also considering legislation that would remove the Bureau of Land Management's ability to enforce the law.

“We are not going away,” Fiore said. “We are dug in, and we will fight until this tyranny is defeated.”

Gun-crazed Assemblywoman Michele Fiore Mourns Militant LaVoy Finicum

Nevada's most notorious Republican and gun-nut is confused by the circumstances surrounding self-professed martyr, LaVoy Finicum's death.

It's a great day for America and law and order. The militant uprising at the Malheur Wildlife Refuge has come to a relatively violent end. The conflict was over a settled matter in law and it was dragged on for almost four weeks, which finally came to a conclusion last night, for the most part.

Supporters on the hypocritical right-wing were incensed, none more than Nevada's Congressional hopeful and pin-up gun calendar gal, Michele Fiore. She's been part of the Bundy Bunch fan club since April, 2014 and has continued to pledge her support to this contrived cause of free-dumb and liberty.

When Finicum, who was not killed by Federal Law Enforcement with his 'hands up,' suffered his well-deserved demise, Fiore and the Teabagging posse went ballistic on social media.

Of course Fiore doesn't bother with the details or facts of Finicum's death before sending out a tweet, what else would you expect from a Tea Party 'Patriot?'

NV's Fiore: 'That 5 Year Old Grandson Of Mine Has Total Trigger Control'

Fiore not only brags about children handling deadly weapons, she's beside herself that more guns were bought on Black Friday than any day ever.

By LeftOfCenter —December 7, 2015

camacho

Credit: Idiocracy

It's very likely you've seen Michele Fiore's family Christmas photo by now, it's been all the rage at Idiocracy viewing parties everywhere. If you agree that the idea of a 'President Camacho' (see picture above) isn't too far off these days, you can agree that this NV Republican is downright embarrassing. The world thinks this boobs and bullets bimbo represents this state's interests? Nauseating.

The worst part about this festooned photo of firearms, children and all is not that it simply exists, but that we have a 'news' network that glorifies this as if this woman is the least bit interested in the health and well-being of her constituency. Steve Doocy was positively giddy, all the while showing appropriate outrage at the derogatory comments she's received and boy, he's sure a fan of that great pic. All those matching red tops and blue jeans, what a perfectly American family image, and everyone with a firearm to boot.

DOOCY: What's the reaction been?

FIORE: The negative comments I must tell you, Steve, most vile and insulting comments I've ever read against myself and my family.

DOOCY: What's their point? They just don't like the idea that you have mixed Christmas with the 2nd Amendment or what?

Yeah that's it Steve. It's not the fact that this crazy bitch is far too mentally deranged to even own ONE gun, never mind this obscene arsenal. It's that we all want Christmas, with its pristine holiness, save a few mass shootings, kept separate from an outdated Constitutional Amendment? No, the whole idea of glorifying guns, especially in the hands of a child, is DISGUSTING, STEVE! That's the problem here. But wait, this interview gets worse.

It's time to elaborate on one of the future Rhodes Scholars in the photo.

Some have criticized the fact that the little boy in the front of the photo has a pistol,

says Doocy. No worries, Michele assures him, he knows all about gun safety from the NRA's Eddie the Eagle, so there's no danger in letting a five year old have his own P-22.

FIORE: If you look at that picture real close, you'll see his finger is not on the trigger, my five year old grandson of mine has total trigger control.

Then comes the plug for the people she is obviously whoring herself out for: The NRA. Doocy and his two marshmallow-brained co-hosts were just talking about how many of their 'friends' are getting firearms for the first time this year. Fiore then brags about this Black Friday being the best for gun sales, ever, as if this is a cause célèbre.

So everyone who comes to a Nevada GOP Christmas function or a Fox 'News' Christmas party, better come locked and loaded, because we need more good guys with a gun out there, protecting us all from the Black guy in the White House. Egg nog, rum punch and loaded weapons; what could go wrong? Bring your loaded weapon, get your drink on and find out, Doocy, Friends and the Fiore Klan (yes, of course she's a racist, too).

If just once in a while, we could thin the herd with a mass Second Amendmenting of the ammosexual lunatics responsible for our stupid gun-culture, where everyone is both armed and trigger-happy as Hell, this holiday gun porn would be much more palatable. Just knowing that the possibility exists that this very brand of American patriots can simply wipe themselves out in one evening helps tremendously. Ironically, in just two months, Idiocracy will be celebrating its 10th anniversary, and we're already forced to admit that it didn't go nearly far enough to describe the psyche of the average Republican ammosexual.

http://www.alternet.org/activism/anti-governent-groups-show-interest-montana-pond-building-case

Joseph David Robertson, a 77-year-old retired construction company owner who has battled the federal government for more than a decade, was convicted in April on two counts of unauthorized discharge of pollutants into U.S. waters and a third count of injury or depredation of federal property.

U.S. Forest Service and the Environmental Protection Agency agents investigated a series of illegal ponds Robertson constructed between October 2013 and October 2014 on two properties near Basin, Mont., south of Helena. His actions “resulted in the discharge of dredged and fill material into a tributary and adjacent wetlandslocated on those two properties, causing widespread damage to both properties,” federal prosecutors said in court filings.

Robertson is scheduled to be sentenced on July 20 in Missoula by Senior U.S. District Judge Donald W. Molloy. He faces fines up to $50,000 per day for illegal discharges into U.S. waters, up to 10 years in prison and a $250,000 fine for damaging federal property.

Already, a variety of far-right antigovernment groups and militias are rallying to Robertson’s defense, with one extremist radio host publicly suggesting there may need to take up arms to oppose the “federal supremacists.” The case is garnering attention from Oath Keepers, the John Birch Society, the Coalition of Western States and “Redoubt News” sites supporting an enclave of Patriots in the Northwest.

Robertson was a featured speaker last weekend at a meeting of 100 antigovernment activists – some of them reportedly from as far away as Illinois and Arizona -- who gathered in Plains, Mont.

Rally organizers said it was to support “political prisoners,” including Jake Ryan, of Plains, who is one of the 26 defendants under indictment for their roles in the Oregon refuge takeover.  Like Robertson, Ryan was accused of using heavy equipment to damage federal property.  Organizers claimed the rally was supported by Montana gubernatorial candidate Ted Dunlap, who’s a Libertarian.

Robertson shared the stage with Jeanette Finicum, the widow of LaVoy Finicum, who was fatally shot in January at a police road block established to arrest those extremists including Cliven Bundy’s sons, Ammon and Ryan, who had occupied Malheur National Wildlife with assorted militia groups, including members of the III Percent movement.

Nevada congressional candidate Michele Fiore, a Bundy family supporter and a vocal gun rights advocate, spoke to the group by telephone.

  1. “Nobody has seen any bill for $1.1 million. It doesn’t exist.” (Michelle Fiore, R-Nevada Assembly, on MSNBC)  Bundy says he has “never been sent a bill” but also says he never opens mail from the U.S. government because he does not recognize the U.S. government’s existence.  A court has ordered him to pay a debt of $1.1 million in accumulated fines and fees for having put greater than his allowed quota of cattle on federally protected tortoise habitat.
  1. “The BLM provoked, escalated this controversy.”  Rep. Steve Stockman, R-Texas, made this accusation, as have numerous others. If an armed resistance is put up against an asset seizure by law enforcement officials who are acting under a court order, the provocation is exclusively the work of those who have chosen to threaten the lawmen with violence.

michele Ann Fiore (born July 29, 1970) is an American Republican politician representing Ward 6 on the Las Vegas City Council since 2018. She was a member of the Nevada Assembly from 2012 to 2016.[1] Fiore, who represented much of northwestern Clark County, served two Assembly terms. On December 7, 2015, she confirmed that she would not seek reelection, and would instead enter the 2016 race for Nevada's 3rd congressional district in southern Clark County.[2]

On June 15, 2016, Fiore placed third in the primary, with 18% of the vote.[3] She was elected to the Las Vegas City Council in 2017.[4]

Fiore has been a high-profile supporter of anti-government activist Cliven Bundy, and has called Donald Trump "one of our greatest presidents".[4][5] She announced on October 19, 2021, that she was running for Nevada governor in the 2022 race, amid reports she was under FBI investigation for campaign finance matters. She is the Nevada Republican Party national committeewoman responsible for fund-raising in the state.[6][4]

Issues[

Fiore thanks the men and women ofCreech Air Force Base in 2018

Campus gun carry bill[

Fiore is a staunch supporter of Second Amendment rights; her 2015 Christmas card showed her family holding their guns. She sponsored Assembly Bill 148 to allow concealed firearms on the campuses of colleges and grade schools and in day care facilities.[7] In an interview with The New York Times, Fiore said, "If these young, hot little girls on campus have a firearm, I wonder how many men will want to assault them. The sexual assaults that are occurring would go down once these sexual predators get a bullet in their head."[8]

Same-sex marriage and medical marijuana[

Fiore is noted for having been the only Republican to vote to lift the ban on same-sex marriage and to legalize medical marijuana.[9]

Description of treatments possible under Right-to-Try bill[

Fiore was a primary sponsor of the 2015 Nevada Right-to-Try bill,[10][11] legislation that allows doctors to perform medical procedures that are being used in ongoing FDA-approved clinical trials but have not achieved FDA approval for terminally ill patients who are not responding to traditional medical treatment.[12] On a February 2014[13] edition of her radio show, discussing Right-to-Try, Fiore described the cancer treatment by Cancer is a Fungus author Tullio Simoncini as an example of treatments that the terminally ill could access under Right-to-Try: "If you have cancer, which I believe is a fungus, and we can put a PICC line into your body and we're flushing, let's say, salt water, sodium carbonate, through that line, and flushing out the fungus. ... These are some procedures that are not FDA-approved in America that are very inexpensive, cost-effective."[14]

On her February 21, 2015, broadcast, the theme was the concept of Right-to-Try; the bill had been introduced in the Assembly the previous week. At the top of the show Fiore raised the topic of her 2014 comments, "an issue that I have gotten a lot of questions about". She said, "I made comments about cancer that I didn't put in the proper context." She had had a friend with cancer who had made "radical improvement using a doctor out of Italy's treatment covered in his book and his book was called Cancer Is A Fungus ... it was a tumor therapy of some sort. The point I was trying to illustrate was that people like my friend ... should have the right to decide their own fate and try experimental treatments like this."[13] She did not repeat that cancer is a fungus or that salt water could flush it out. After Fiore addressed the issue she and guest Jackie See, M.D., defended the Simoncini treatment and other alternative techniques as viable and a means by which the U.S. could lead the world medically if regulation and bureaucracy were reduced and doctors could "explor[e] all the treatments not knowing where the next breakthrough will come from."[13] After the 2015 broadcast, she received renewed national attention for her 2014 statements.[14]

Using sodium bicarbonate (baking soda) as a cancer treatment is espoused by Tullio Simoncini and is known as the Simoncini cancer treatment.[15] This method has not been proven, and no evidence suggests that it or treatment with salt water works, but if either were to be accepted under the bill's requirements it could be legally considered a non-FDA-approved treatment that a terminally ill patient in Nevada could request. The bill that Fiore introduced eight days before her 2015 show requires that the drug, product or device "have successfully completed Phase 1 of a clinical trial" and that it be "tested in a clinical trial that has been approved by the [FDA]."[16]

Controversies[

Gun use against law enforcement[

In March 2016, Fiore was interviewed by the Las Vegas Sun.[17] When asked about her support of militants involved in the occupation of the Malheur National Wildlife Refuge earlier that year, she said,

When the federal government feels they're going to govern Americans by gunpoint, I'm sorry. If government is going to point a gun at me, I'm going to point my gun right back. If you're going to shoot me, I'm going to shoot you back. I ain't going to shoot first, but I ain't going to let you shoot me. It's just not going to happen.[17]

In April 2016, Fiore was interviewed for the KLAS 8 television show "Politics NOW". Discussing whether the 2014 armed resistance against federal agents was justified (the agents were in Bunkerville, Nevada, to confiscate cattle owned by rancher Cliven Bundybecause of defaulted grazing fees), she said,

I would never, ever point my firearm at anyone, including an officer of the law, unless they pointed their firearm at me. Now, once you point your firearm at me, I'm sorry, then it becomes self-defense. So, whether you're a stranger, a bad guy, or an officer, and you—you point your gun at me and you're gonna shoot me and I have to decide whether it's my life or your life, well, I choose my life.[18]

In May 2016, theNevada Association of Public Safety Officers sent a letter denouncing Fiore's statements, concluding,

Ms. Fiore, we no longer see you as a passionate advocate for your Second Amendment rights, which we support. Rather, these comments were utterly irresponsible, an embarrassment to your District and our State, and they continue to demonstrate why you are unqualified to hold the position of United States Congresswoman.[19]

In response, Fiore told KTNV 13 Action News that her original statement referred to federal Bureau of Land Management agents, not local police. She described BLM law enforcement agents as "wannabe cops" and the BLM as "a bureaucratic agency of terrorism that terrorized Americans, especially ranchers." When pressed about the meaning of her previous statement, she said,

If a rogue, unofficial BLM agent that's literally wanting to be a cop—a wannabe police officer—points a gun at me, there's gonna be a problem.[20]

Involvement in the Bundy standoff[

In April 2014, Fiore was interviewed by MSNBC's Chris Hayes and by Fox News's Sean Hannity about the armed confrontation at Bunkerville, Nevada, between law enforcement officers and Cliven Bundy and his supporters. The interviews were shared thousands of times on social media. Fiore said, "The federal government should not show up with guns to collect on a debt" and called for the termination of "whoever ordered this to be done."[21][22]

Statement about wanting to shoot Syrian refugees herself[

On November 21, 2015, on her weekly AM radio program on KDWN, Fiore explained why she had not signed a Nevada Assembly Republican caucus letter that called for a review of federal safeguards before Nevada would resettle Syrian refugees. She said, "We didn't know anything about the letter, nor did we get invited to be on the letter."

She went on, "He's like, 'The Syrian refugees.' I'm like, 'What, are you kidding me? I'm about to fly to Paris and shoot 'em in the head myself.' I mean, I am not OK with Syrian refugees. I'm not OK with terrorists. I'm OK with putting them down, blacking them out. Just put a piece of brass in their ocular cavity and end their miserable life. I'm good with that."[23][24][25]

On December 7, 2015, she told the Associated Press, "I was not talking about the refugees." She added, "I do not want Syrian refugees in our state, period", and said that she did not trust the refugee vetting process to screen out terrorists.[2]

2016 holiday photo[

In December 2015, Fiore sent her constituents a 2016 calendar that included a family Christmas portrait under the month of December featuring her immediate family all holding guns, and her grandchildren, one of whom was holding what appeared to be a handgun.[26] The photo went viral on Facebook and drew criticism for depicting a small child holding a weapon.[26]

IRS investigation[

In December 2014, it was reported that the Internal Revenue Service (IRS) had filed dozens of tax liens totaling about $1 million against Fiore and her home healthcare businesses, Always There 4 You and Always There Personal Care. The liens against the businesses involved unpaid employee payroll taxes. In response, Fiore stated, "I am one hundred percent in compliance with IRS, period." Fiore blamed her ex-husband, who at one time acted as her accountant, and a former employee who stole from her while at the same time sent fraudulent documents to her current accountant to hide the embezzlement.[27]

The fallout from her issues with the IRS led to her being removed as majority leader and chair of the Assembly Taxation Committee. Fiore was reinstated to her former position less than 24 hours after her removal.[28] It was reported that she reacted to the removal by saying there was a war on women in the Assembly Republican Caucus. "It was a total misquote," Fiore said. "Nevada Republicans are not waging a war on women. We have a group in our caucus that are waging a war on conservatives."[29]

Voiding of home healthcare license[

On November 3, 2015, the Nevada Department of Health and Human Services's Bureau of Health Care Quality and Compliance (HCQC) voided Fiore's license to operate Always There 4 You, a home healthcare service.[30][31] Always There 4 You and another Fiore-owned home healthcare service, Always There Personal Care, received about $6 million (net) in Medicaid reimbursements between 2011 and March 2015.[32][33] Although in Nevada an unannounced inspection of such companies' business records is required to be completed every 18 months,[34] in 2013 and 2015 health department inspectors were blocked several times from reviewing Always There 4 You's records.[30][35] They were denied access by office staff, by Fiore's mother, and by Fiore.[34][35]

In July 2015, after receiving a formal warning,[35] Fiore met with health department officials in "a so-called conciliation process that essentially gives Fiore one more chance to comply".[32] Fiore said the meeting was "productive" and she was "prepared to welcome inspectors in the future with coffee and doughnuts."[30][34] In September 2015 an inspector found the Always There 4 You office dark and its door locked, with no notice posted on the premises explaining why. In October 2015 the Bureau sent a certified letter requesting clarification and again reminding Fiore that her license could be suspended or revoked.[36] Fiore did not reply.[30]

On November 3, after officials arrived to find another business moving into the office location, the Bureau administratively closed the Always There 4 You license and notified Fiore.[30][37] That night, Fiore issued a press release "regarding allegations that her home health care company was shut down by the government." "With the signing of a Notice Of Dissolution last week, I have completely closed my home health care business. While the media will try to tell you that my business was shut down by the government, I would like to lay that rumor to rest."[30][38]

The next day, the press release contents, under the title "You're Fired, State Inspectors!" and addressed to "Friends", were published on Fiore's website.[39] "You're Fired, State Inspectors!" reproduces an article titled "When 'They' Win, We All Lose," written for a local magazine the month before, which begins, "By the time you read this, my home health care business will be a memory ... It happened because 'They' won."

Do I allow these bureaucratic agencies to bully their way into my office without notice to extort money from my company claiming my files aren't perfect? Do I put up with them dictating to me, forcing me to pay ridiculous outrageous fees to stay in business, and keep growing it to continually cover the government's greed for more which will be never ending? Or do I shrug my shoulders as "Atlas Shrugged" did and say, you can keep your unnecessary, miserable, burdensome, overtaxation, overregulated and overlegislated BS because I won't participate with you anymore? I didn't realize when I threw those overbearing inspectors out of my office just how much I've tolerated.[40]

In "You're Fired" Fiore disclosed that she had been closing down her business for eight weeks. Always There 4 You was officially dissolved November 9, 2015.[41]

Remarks at 2020 Clark County Republican Party convention[

Fiore was accused of having made "racially charged remarks" at the June 6, 2020, Clark County Republican Convention. The Clark County Republican Party released a statement criticizing her remarks.[42]

Blue Lives Matter March[

After the unrest and riots resulting from the murder of George Floyd, conservative talk show host Wayne Allyn Root organized a Blue Lives Matter march on Las Vegas Blvd scheduled for June 13, 2020, of which Fiore was to be a co-host.

A flyer was circulated with the Las Vegas Metropolitan Police Department's emblem displayed across the bottom. The next day, the City of Las Vegas issued a statement saying the event was not officially sanctioned. The Metropolitan Police Department issued a statement[43] reading, "The Las Vegas Metropolitan Police Department recently learned of a planned rally for Blue Lives Matter that used images of our badge on their flyers. While we uphold the first amendment right for all groups to peacefully assemble, we did not authorize permission for the organizers to use the LVMPD badge as the department was not part of the planning of this event."

The event was postponed the next day and Las Vegas NAACP President Roxann McCoy said in a news release,[44] "The NAACP Las Vegas is appalled that Las Vegas, Nevada City Council members Mayor Pro Tem Michelle Fiore, Councilwoman Victoria Seaman, Councilman Stavros Anthony do not care to understand Black citizens of Las Vegas and the injustices we constantly endure."

Capitol storming reaction[

Days after the storming of the United States Capitol, Fiore attended the Republican National Committee's winter meeting on Amelia Island, Florida, where she told the New York Times, "I surely embrace President Trump."[45]
