A Seeing

If the atmosphere is not stable. Variations on time scale shorter than a second cause changes in the index of refraction in some places. The image moves around, and will be a blurred image. The numerical value of the blurring is called ‘the seeing’.

Building a larger telescope does not help us past the seeing limitation on resolution, but there are other techniques for overcoming the effects of seeing to produce diffraction limited images for telescopes.
