• Adaptive capacity: Ability to sense changes (epidemics, demographic shifts, new tech) and adjust practice and policy.
• Organizational learning: Single-loop (improving methods) vs double-loop (questioning goals and assumptions) learning.
• Experimentation & innovation: Presence of pilots, safe-to-fail experiments, local innovations and scaling mechanisms.
• Evolutionary dynamics: Which organizations or models spread or disappear over time and why.
