Thank you for the feedback.

You did not miss a setting. In TheBrain 15, clicking a thought link in a note opens the link action menu first, and then you can choose Activate to navigate to that thought.

A more direct click to activate behavior would be a feature request. The best place to submit and track that idea is our UserVoice page, where other users can also vote and comment:

A title like Directly Activate Thought Links in Notes would make the request easy for others to find.
