Thank you for reporting this, and for the clear description of the behavior. I looked into this with our team, and your interpretation is correct: clicking a local Brain link in TheBrain 15 will open the correct Brain, but clicking the same link again may currently open a second instance rather than switching to the already open tab.

This behavior is expected for the moment because the window and navigation logic for local Brain links was recently rewritten in TheBrain 15. Improvements are already underway, and this will be refined in an upcoming build. Once version 15.0.88 is available, it would be a good time to test this again, as that update includes changes related to link handling and Brain switching.
