<b>Synapses increase their efficacy if the presynaptic neuron is activated momentarily before the postsynaptic neuron is activated</b>. OR Synapses in which the pre-synaptic input fired before the postsynaptic cell get stronger; in the inverse situation, the synapse gets weaker.
