The concept of devolution is fundamental and part of COG’s plans. Above Top Secret Contingency Plans already exist for what the military is supposed to do if all the Constitutional successors are incapacitated. The various plans code named Octagon, Free Jack and Zodiac are the underground laws to ensure government continuity. They are secret and under these plans devolution could circumvent the normal constitutional provisions for governmental succession and military commanders could be placed in control around America.

Devolution is the capability for the transfer of statutory authority and responsibility from an organization's primary operating staff and fascilities to other designated staff and facilities to sustain essential functions, which are listed as NEFs. Comes out of Obama's fema directives. presidential policy 40 (PPD40) created 2 fema directives (classified) federal continuity directives 1 and 2.
NEF: National Essential Functions
- Insuring continuing function of our constitutional government's 3 separate branches
- Visual leadership to maintain the trust and confidence of the American people
- Defending against all enemies foreign and domestic and preventing slack responding to attacks against the nation
- Maintaining effective relationships with foreign nations
- Bringing perpetrators of crimes against the homeland to justice
- Providing rapid response to the domestic consequences of an attack or other incident
- Protecting and stabilizing the Nation's economy, ensuring public confidence in its financial systems
- Providing federal government services that address national health, safety and welfare
Trump issued the FMR (federal mission resilience) executive order, to move into proactive posture against threats against country. Trump and white hats knew Obama’s PPD40 was to provide a legal basis for tyranny. They used the legal definition of devolution and Obama's NEFs, as a legal basis for Trump's new and improved executive order.
