The limits to action structure results when the there is some constraint on the a resource required to move the current state in the direction of the goal.

Strategy

If you’re creating a goal seeking structure there are three major aspects that should be investigated at the outset.

Are there sufficient resources so that progress isn’t limited by a lack of resources;
How will you be aware of excess resources as the project reaches its goal.
If the time to reach the desired state is lengthy this may turn into a Drifting Goals scenario where one is willing to settle for less.
