Two days later, the climate "rethink" was laid out in a memo by a

team of advisers loyal to Cheney - two of whom,<b> Andrew Lundquist</b> and

Karen Knutson, would go on to lead the vice president's energy task

force. The memo - provided to Rolling Stone by a former

administration official - concluded that Bush's campaign promise to

regulate CO2 "did not fully reflect the president's position" and

that "it would be premature at this time to propose any specific

policy or approach aimed at addressing global warming." The authors

dismissed both the IPCC and the National Assessment, writing

that "the current state of scientific knowledge about causes of and

solutions to global warming is inconclusive and . . . must await

further scientific inquiry."</p>

Republicans retained the White House (with the help of <a href="http://www.opensecrets.org/pres04/indus.php?cycle=2004&cid=N00008072">over $2.5 million</a> from the oil and gas industry) and increased their majorities in both houses of Congress following the 2004 election. Rep. Tauzin retired and was replaced as chairman of the House Energy and Commerce Committee by another Cheney ally, the equally pro-oil Joe Barton of Texas—the <a href="http://www.opensecrets.org/politicians/industries.php?cycle=Career&type=I&cid=N00005656&newMem=N&recs=20">recipient of more than $1.4 million in campaign cash</a> from the oil and gas industry.

Barton shepherded a bill <a href="http://clerk.house.gov/cgi-bin/vote.asp?year=2005&rollnumber=132">through the House</a> that included tens of billions in subsidies for Big Oil and other forms of dirty energy and dozens of other provisions to reduce or eliminate royalties paid by Big Oil to taxpayers, waive or eliminate environmental and safety reviews, and otherwise enhance Big Oil’s ability to exploit our natural resources with little or no oversight and with maximum profit.

Lobbying <a href="http://soprweb.senate.gov/index.cfm?event=getFilingDetails&filingID=4475993e-1aa3-48f2-83eb-b9b50a20f791">records show</a> that Andrew Lundquist, the executive director of Cheney’s energy task force, left government to <a href="http://www.boston.com/news/nation/washington/articles/2004/04/25/cheney_aide_now_lobbyist_on_energy/">become a lobbyist</a> (at a firm later joined by since-jailed <a href="http://thinkprogress.org/interior-scandals-under-bush">Deputy Secretary of the Interior Stephen J. Griles</a>) and was actively lobbying on the legislation on behalf of BP and other energy companies.

One of the worst elements of what has come to be known as the “Dick Cheney energy bill” had a direct role in eliminating the kind of regulatory oversight that may have prevented the blowout of BP’s Mississippi Canyon 252 well on April 20 of this year. Section 390 of the legislation dramatically expanded the circumstance under which drilling operations could forego environmental reviews and be approved almost immediately under so-called “categorical exclusions” from the National Environmental Policy Act.

The use of such exclusions went on to widespread abuse under the <a href="http://trib.com/news/state-and-regional/article_1076d810-5fce-5930-853b-e4fed7a0ed69.html">Bush administration</a>. BP’s blown-out well <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/05/04/AR2010050404118.html">did not undergo an environmental review</a> thanks to a categorical exclusion. (BP was <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/05/04/AR2010050404118.html">lobbying as recently as April</a> to expand the use of such exclusions.)

<p>

WASHINGTON – Former U.S. Rep. George Nethercutt, R-Wash., and former Deputy Interior Secretary Steven Griles are joining a lobbying firm headed by a former top White House energy adviser.

Nethercutt lost a bid for the U.S. Senate last year. Griles, who oversaw the Bush administration's push to open more public land to energy development, announced last month he was stepping down.

The pair are joining a firm headed by Andrew Lundquist, who led Vice President Dick Cheney's energy task force in the Bush administration's first term.

The Lundquist Group, LLC will be renamed Lundquist, Nethercutt & Griles, LLC, and will remain based in Washington.</p>

<h3><span class="mw-headline">Cheney Task Force</span></h3>

<p>"Lundquist also has been a controversial figure," Associated Press writer Matthew Daly <a href="http://www.spokesmanreview.com/tools/story_pf.asp?ID=51408" class="external text" title="http://www.spokesmanreview.com/tools/story_pf.asp?ID=51408" rel="nofollow">reported</a> January 31, 2005. "In January 2001, [Vice President Dick] <a href="http://www.sourcewatch.org/index.php?title=Dick_Cheney" title="Dick Cheney">Cheney</a> named the Energy Department employee to direct a task force that wrote a national energy policy.</p>

<p>

"Environmental groups criticized the task force for <a href="http://www.house.gov/commerce_democrats/press/107ltr51.shtml" class="external text" title="http://www.house.gov/commerce_democrats/press/107ltr51.shtml" rel="nofollow">holding secret meetings</a> with the <a href="http://www.sourcewatch.org/index.php?title=Energy_industry&action=edit&redlink=1" class="new" title="Energy industry (page does not exist)">energy industry</a>, but Lundquist has said he met with hundreds of people from energy companies to conservation groups to consumer groups.</p>

<p>

"In a lawsuit seeking information about the task force meetings, the <a href="http://www.sourcewatch.org/index.php?title=Natural_Resources_Defense_Council" title="Natural Resources Defense Council">Natural Resources Defense Council</a> subpoenaed Lundquist, saying he 'holds a critical missing piece of the puzzle about how the Bush energy plan was developed.'</p>

<p>

"Lundquist, a native of Fairbanks, Alaska, was a top aide to<b> Sens. </b><a href="http://www.sourcewatch.org/index.php?title=Frank_Murkowski" title="Frank Murkowski"><b>Frank Murkowski</b></a><b> and </b><a href="http://www.sourcewatch.org/index.php?title=Ted_Stevens" title="Ted Stevens"><b>Ted Stevens</b></a><b>, both R-Alaska, </b>before joining the <a href="http://www.sourcewatch.org/index.php?title=Bush_administration" title="Bush administration">Bush administration</a>. He has denied wrongdoing," Daly wrote.

"'I can understand why people would like to know,' he told the <i>Fairbanks Daily News-Miner</i> in 2002. 'There's been a lot of discussion about how it was run and, to be honest, it was a very open process.'

"Cheney's task force, which has disbanded, called for increasing the nation's supply of energy through expanded oil and gas drilling on public land and rejuvenating nuclear power," Daly wrote.
