<font size="4" face="Times New Roman">One race has been particularly nasty, the State Senate race between Former Assemblywoman Bonnie Garcia and County Supervisor Jeff Stone, both republicans. But who is really behind the negative TV ads?</font>
<font size="4" face="Times New Roman"><b>The ad in question dramatizes a road rage incident that Stone admits happened.</b></font>

<div>RIVERSIDE COUNTY: Jeff Stone's campaign fined $5,500</div>
<div>
</div>
<div>REPEAT OFFENDER</div>
<div><b>State senator and longtime Inland politician Jeff Stone has "a history of violating the (Political Reform) Act," according to the state Fair Political Practices Commission.</b></div>
<div>
</div>
<div>December 2015: Stone's campaign and his treasurer are fined $5,500 for violations connected to<b> luxury box fundraisers at two sporting events hosted by developer Dan Stephenson.</b></div>
<div>
</div>
<div><b>May 2011: The commission fines Stone $16,000 for failing to report roughly $84,000 in campaign donations to his 2010 Senate campaign.</b></div>
<div>
</div>
<div>October 2006: Stone is fined $2,000 for a record-keeping violation stemming from his 2000 bid for Assembly.</div>
<div>
</div>
<div>For the third time since 2006, a state agency has fined Jeff Stone’s campaign thousands of dollars for breaking California’s campaign finance rules.</div>
<div>
</div>
<div>Last week, the Fair Political Practices Commission, which enforces campaign finance regulations, fined the state senator’s campaign and treasurer <b>Dana Hopkins</b> $5,500 for receiving over-the-limit donations and failing to disclose a non-monetary contribution.</div>
<div>The latest infractions stem from fundraisers at professional sporting events sponsored by a prominent southwest Riverside County developer.</div>
<div>In an email, Stone wrote: “The laws governing state elections are very complex and often require professional accountants (all are CPAs that I hire) to ensure the many contributions one receives are within the legal scope of accepting them.”</div>
<div>“Hence I put my faith in these professionals (CPAs) while I was busy on the campaign trail(s),” he wrote. “In my last two state campaigns, my two different treasurers failed in their attention to detail that should have been identified and mitigated.”</div>
<div>“As a result of their failures, both treasurers respectively paid BOTH those fines themselves. But the political buck and responsibility falls on me, which I fully accept.”</div>
<div>Hopkins could not be reached for comment.</div>
<div>Stone, a former Temecula councilman and county supervisor, defeated former GOP assemblywoman Bonnie Garcia in 2014 in a costly and acrimonious battle for the 28th Senate District, which represents the Coachella Valley and southwest county. The commission’s investigation arose out of a complaint filed by Garcia, who traded accusations of unethical behavior with Stone.</div>
<div>
</div>
<div>In November 2013, Dan Stephenson, founder of<b> The Rancon Group, a Murrieta-based collection of real estate and development companies,</b> held two fundraisers for Stone’s Senate campaign. The events took place in luxury boxes at a Los Angeles Lakers basketball game and a Los Angeles Kings hockey game and guests received a seat, food and drink in exchange for their contributions.</div>
<div>Stephenson has a long history of political fundraising, especially for Temecula council members. In 2007 -- Stone was a councilman from 1992 to 2004 -- a majority of council members had personal financial ties to Stephenson, who was the top contributor to their campaigns.</div>
<div>
</div>
<div><span style=" background-color: rgb(255, 255, 102);">The events raised almost $49,000 for Stone’s Senate bid, including $8,200 from<b> 17 limited liability companies</b> in which Stephenson had an ownership interest.</span></div>
<div>According to a commission report, Stone’s campaign questioned how it should disclose Stephenson’s contributions. “An employee of Stephenson informed the Stone Committee that Stephenson owned less than 50% in each of the Stephenson Entities (except for one),” the report read.</div>
<div>
</div>
<div>“The Stone Committee believe that if Stephenson owned less than 50% of an entity, the contribution from the entity would not be aggregated with any other contributions.”</div>
<div>As a result of this “misunderstanding of the law,” Stone’s campaign reported the contributions “but failed to identify Stephenson as having directed and controlled the contributions from the Stephenson Entities,” the report read.</div>
<div>
</div>
<div>The $7,808.58 spent by Stephenson on the fundraisers counted as a non-monetary contribution, and Stone’s campaign<b> failed to report it in a timely manner,</b> the report added.</div>

<div>Existing law, the Consumer Legal Remedies Act, authorizes a consumer who suffers damage from the use of unfair methods of competition and unfair or deceptive acts, as defined, to bring an action to recover damages or other relief. Existing law requires a court to award court costs and attorney’s fees to the prevailing plaintiff in an action brought litigation filed pursuant to those provisions. Existing law also permits a court to award reasonable attorney’s fees to a prevailing defendant only if the court finds that the plaintiff’s prosecution of the action was not in good faith.</div>
