The US Justice Department has filed a $120 million civil suit against Harvard University and economics professor Andrei Shleifer and former legal expert Jonathan Hay and their wives for their roles in defrauding US taxpayers in the course of managing and participating in Russia’s so-called economic reforms in the post-Gorbachev Era.  The lawsuit comes just days after a Republican Congressional Committee Report blasted US Vice President Al Gore , Deputy Secretary of Strate Strobe Talbott , and Treasury Secretary Larry Summers for corrupting the multibillion-dollar US assistance program, in which most of the $20 billion given the country through various lending agencies of the US government, ended in the hands of a kleptocracy created and sustained by US policymakers.  What has happened to the claim? Has there been a legal process for claims to bypass my POA?

A lack of legal protections and of government and corporate transparency threaten to hobble Russia’s long-term economic prospects.  The 58-page report, “ Strategy for the Russian Federation ,” was released a week after it was approved by the board of the European Bank for Reconstruction and Development.  Among other things, the report is critical of past EBRD investments in Russia, and it sets harsher new standards for future lending. 

The Kremlin has decided to strip the Central Bank of billions of dollars in an overall design to please the IMF. The IMF has insisted since 1998 that the Central Bank put its house in order by giving up its foreign subsidiary. Critics charge that the central bank sloshed billions of dollars from the nations forex to offshore accounts and used it to gamble against the governments on the state bonds market.
