Brief analysis of the underlying Political & Economic climate 1970-1975
We are dealing with a time of great change and progress in the world. Prior to the 1970’s the control of the world economy rested, principally, with Governments and particularly the United States and countries which were very much under the influence and guidance of the United States and its allies.
1. Factors for change
Major changes came about through a combination of factors: -
* The rise of the multi-National corporation leading to the establishment of privately owned corporations having larger turnover than the GNP of many sovereign states.
* Increased nationalism and a throwing off of the colonial attitude, particularly in the Middle East.
* The increasing sophistication of computers and communications technology.
* Moves away from conservative principles of banking including the explosion of secondary banking institutions without equal advances in the principles and practice of banking regulations and control.
* The need for means of utilising and laundering the proceeds of criminal activities including drugs.
* The spiralling costs of the Cold War and massive advances in the technology (and cost) of the defence related industries leading to large movements of money out of Government control into private industry.
* A realisation by prime players of the need to restructure and control the international monetary and financial system to avoid chaos and collapse.
* The scrapping of the controls which had existed since the end of the Second World War under the Bretton Woods Agreement.
* The establishment of security agencies which were, effectively, outside the control of and unaccountable to their host governments whilst nonetheless operating with sovereign immunity as agencies of government.
* The linking of “National Security” and entrepreneurial interests whereby areas of joint interest between security agencies and the private sector were exploited through the private sector thus achieving the aims and objectives of both parties.
* Moving away from looking for underlying security in the form of tangible assets to acceptance of governmental backed financial instruments in the knowledge that that security was a mirage.
* Massive increases in the revenues of the oil states leading to major investment by them in Western (and particularly US) financial systems to the point where the balance of trade for the first time tilted heavily one way.
* Increasing sophistication of the electorate and the movement for increased accountability and availability of information making it increasingly difficult for matters dealt with at governmental levels to be handled with sensitivity and confidentiality.
* Effects of the post-Colonial legacy whereby the Developed Nations could no longer rely on exploitation of dependent Third World States to maintain the standard of living to which they had become accustomed thereby requiring an increased but closely regulated sale of goods and services.
* Money became a commodity to be bought and sold on its own account other than through Central Banks and not merely a means of paying for goods and services.
* The international nature of the ‘black economy’ recognised the need for the involvement of a legitimate international structure through which to channel funds, hence the now well-publicised links between the Mafia and the Catholic Church and its institutions.
2. The existence of a predetermined plan
It is a fact of life in the Western democracies that from time to time the political complexion of Government changes. The clear lesson of the past 25 years is that notwithstanding these changes the broad thrust of international economic and financial activity has remained constant and this has not resulted from mere coincidence but from a clearly formulated plan whereby economic and financial activity has, to the greatest extent possible, been removed from the influence and control of Governments (or at least the political masters for the time being) and concentrated in the private sector with the co-operation of certain Government officials. Ideologically, this has been recognised by many Governments, such as the UK, with major privatisation of economic entities previously in public (government) or perceived government ownership (such as the Crown Agents).
A close analysis of the corporations which are major players in the world economic scene show clear links with certain key individuals and corporations being seen to hold, or to have held, pivotal positions. An analysis of the ownership of the Treasury Bonds with which we are concerned links ownership to many of these corporations.
Research
A comprehensive picture of the circumstances surrounding the issue of this CUSIP 810912BU1- (Committee of Uniform Securities Identification Procedure) involves communications networks of the political parties which interlock with the sophisticated grapevines of the trade unions, businesses and the financial sector. The business and financial community, through its interlocking directorships or corporations and banks have terminal collection points in every nation. This was clearly evident from the 1974 Bilderberg Conference in France six months after the October War and the oil price rise where credit was due to the emergence of transnational forces for constructive handling of a wide range of economic and monetary reforms. Half a dozen knowledgeable people had managed in effect to set the world’s monetary system working again. The issuance of the B-Series bonds, May 15, 1975 (General Regulations printed March 15, 1973) was the result of a pre-determined plan (from 1971 to 1974) during the same period that saw the establishment of the Trilateral Commission (1973), Arabian American Oil Company (Aramco - 1973) and the US-Saudi Joint Commission on Economic Co-operation (1973 - administered by the US Treasury Department to ensure the recycling of Saudi petrodollars through an ambitious $140 billion industrialisation programme).
Note the developments with the structuring of Eximbank and Private Export Funding Corporation in conjunction with the Bankers Association for Foreign Trade, Dillon, Read, Shearman & Sterling, Chase Manhattan and the influences that pre-empted Nixon’s resignation to effect the above. The effective relationship and co-ordination amongst individuals in the private and public sectors is clearly transparent.
The results of my research indicate a clear pattern of the personnel changes in the Nixon Administration which were necessary to facilitate transnationalist commercial objectives. An organised and disguised agenda evolves through a close analysis of interlocking board members in the commercial sector, their relationship with government and also the activities of government agencies and sub-divisions thereof. A pre-determined plan resulted in the establishment of the Private Export Funding Corporation with regulatory changes to the Export-Import Bank and a colossal movement of money back to the US.
Never before in US history had there been such a concerted effort to recycle dollars, reduce the US debt and Barter – trade for the supply of goods and services.
The sponsors of the project, the Bankers Association for Foreign Trade, and in particular Dillon Read, Chase Manhattan and Shearman & Sterling executed an unpublicised issue of bonds which has remained a state secret. The circumstances of what must have been the largest co-ordinated movement of money in history is the untold story behind Watergate and the Nixon tapes. Also taking advantage (with government approval) of this issue of bonds were Sam Giancana, Michele Sindona, Meyer Lansky, Robert Vesco, Bernie Cornfeld, Don Nixon, Nugan and Hand, the CIA, Crown Agents and MI5. The money laundering activities at the time were also at their apex and with limited regulatory control, bearer bonds were acquired as a vehicle for financial secrecy.
David Green’s ownership of these bonds was acquired as a result of his fiduciary position for various individuals.
The Bureau of Public Debt has clearly indicated that they are under the control of another agency and that they would not necessarily have a record of that which is maintained in the commercial sector. In order to identify exactly where in the commercial sector the control lies, it has been necessary to analyse the following organisations and institutions, where a pattern pointed to a conclusion with the establishment of PEFCO.
3. Conclusion
The points set out above reflect a detailed analysis of many thousands of pages of original and research material. The link to the David Green issue becomes very clear as does the need for this issue to be resolved in a sensitive and entirely confidential manner whereby control of the issue reverts to those who are in a position to oversee and effect the plan which was formulated in the late 1960’s and 1970’s.
Because this case entails macro-political and economic issues and disclosure of sensitive information would cause harm, embarrassment or reprisal , this document is the basis for an intended solution to realise value. I am of the opinion that this issue of 30 year US Treasury Bonds (15TH. May 1975 to 15th. May 2005) is also the sensitivity behind the Nixon/Watergate saga, which was the smokescreen for a much bigger agenda. Nixon took the fall and was the silent hero, although there was manipulation of that complete Administration by the commercial sector. What is clear is that there was orchestration of a colossal movement of funds back to the US from both the OPEC nations and the Cosa Nostra. This resulted in insider trading in what evolved as the darkest years of both the Crown Agents and the Central Intelligence Agency. David Green’s ownership of bonds evolved during this era.
