The Green Book
The Green Book
Guidance produced by HM Treasury on the development of business cases. It defines five required cases:
- Strategic Case (why do it)
- Economic Case (for what benefit)
- Commercial Case (how can we source it)
- Financial Case (how will we pay for it)
- Management Case (how can we manage it)
It also defines Benefit Criteria (also called Categories) that can be used in characterising benefits:
- Cash-releasing benefits (£)
- Non cash-releasing benefits (£)
- Quantitative (measurable but not financial)
- Qualitative (describable but not quantified)
It is possible, though sometimes controversial, to set quantified monetary value on even the latter two categories. This provides a way to set a Value on anything.
