Enabling Statute
A statute that confers (as to an administrative agency) the power or authority to engage in conduct not previously allowed.
As an example, the enabling statute that created the Food and Drug Administration is the Federal Food, Drug, and Cosmetic Act.
Once you have the citation for the enabling statute, you can look it up in an annotated code volume to find the legislation itself and references to relevant primary and secondary source materials.
