Assembly Moderator
The moderator keeps order and decorum with the meetings progress. See Robert’s Rules and Parliamentary Procedure.
The Assembly moderator is always watching where the conversation is going, and has in the back of the mind an alarm bell that will go off if anyone suggests something that goes out of bounds of the constitution.
In regards to a Resolution passed by the Assembly, the tell-tale sign of something going out of bounds of the two constitutions is “does it infringe on people’s rights?” Some of those rights are defined in the Bill of Rights, many aren’t.
