<p><font face="Times New Roman" size="4">Prior to Copley terminating the synidcation of his column Bandow's column was carried by numerous major newspapers. He has also written for magazines such as <i><a href="http://www.sourcewatch.org/index.php?title=Fortune_Magazine&action=edit&redlink=1" class="new" title="Fortune Magazine (page does not exist)">Fortune</a></i>. Bandow also speaks regularly in front of students and business groups and frequently appeared as a radio and television <a href="http://www.sourcewatch.org/index.php?title=Commentator&action=edit&redlink=1" class="new" title="Commentator (page does not exist)">commentator</a>.<a href="http://www.cato.org/people/bandow.html" class="external autonumber" title="http://www.cato.org/people/bandow.html" rel="nofollow">[2]</a></font>

<font face="Times New Roman" size="4">A former visiting fellow at the <a href="http://www.sourcewatch.org/index.php?title=Heritage_Foundation" title="Heritage Foundation">Heritage Foundation</a>, he served as a special assistant to President <a href="http://www.sourcewatch.org/index.php?title=Ronald_Reagan" title="Ronald Reagan">Ronald Reagan</a>. However, he has become a vocal critic of President <a href="http://www.sourcewatch.org/index.php?title=George_W._Bush" title="George W. Bush" class="mw-redirect">George W. Bush</a>, calling on him to "apologize to Americans" for his policies in Iraq. Bandow is a member of the <a href="http://www.sourcewatch.org/index.php?title=Coalition_for_a_Realistic_Foreign_Policy" title="Coalition for a Realistic Foreign Policy">Coalition for a Realistic Foreign Policy</a>.</font>

<font face="Times New Roman" size="4">In December 2005 Businessweek revealed Bandow had "<span style="background-color: rgb(255, 255, 102);">accepted money from <a href="http://www.sourcewatch.org/index.php?title=Jack_Abramoff" title="Jack Abramoff">Abramoff</a> f</span>or writing between 12 and 24 articles over a period of years, beginning in the mid '90s." The articles - for which Bandow was paid up to $2,000 a piece - reflected the interests of Abramoff's clients. <a href="http://www.nytimes.com/2005/12/17/politics/17abramoff.html?hp&ex=1134795600&en=b42957e35d5d2158&ei=5094&partner=homepage" class="external autonumber" title="http://www.nytimes.com/2005/12/17/politics/17abramoff.html?hp&ex=1134795600&en=b42957e35d5d2158&ei=5094&partner=homepage" rel="nofollow">[3]</a></font>

<font face="Times New Roman" size="4">The <i>New York Times</i> reported that Abramoff's clients included the Commonwealth of the Northern Mariana Islands and the Mississippi Band of Choctaw Indians. "In one column in 2001, Mr. Bandow extolled the free-market system that had allowed the Marianas to thrive, saying that fighting terrorism was no excuse for "economic meddling" - the same position that Mr. Abramoff was being paid to advance," Anne E. Pharmaceutical companies charge more for their products, in order to recoup their costly and risky investments. And fewer beneficial drugs reach doctors and patients.”</span></font></p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem; background-color: rgb(255, 255, 255);"><font size="4" face="Times New Roman">Of course, the FDA claims to protect the public from unsafe, ineffective drugs. But the agency can make two different errors. One is to approve bad products. The other is to block (or delay) good products. Noted <b>Henry Miller </b>of the Hoover Institution: “Public health is harmed when potentially beneficial products are delayed, abandoned, or never tested at all.”...</font></p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem; background-color: rgb(255, 255, 255);"><font size="4" face="Times New Roman">The greatest harms from drugs typically result from misuse or misprescribing rather than unexpected side effects. The deadliest latter problem pre‐1962 involved Elixir Sulfanilamide, which killed 107 people. Through 1980, figured Dale Gieringer, an expert in drug regulation, the highest death toll may have been 3500 dead around the world due to Isoproterenol, an inhaler for asthmatics. (Thalidomide resulted in 10,000 or more birth defects, but no deaths.)</font></p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem;"><font size="4" face="Times New Roman"><span style="background-color: rgb(255, 255, 102);">In recent years significant drug problems have typically involved deaths in the scores. In 2007 Merck settled roughly 3500 death claims charged to the painkille<b>r Vioxx without admitting that the drug was responsible (the company won 11 of 16 individual cases before agreeing to general settlement)</b>. Moreover, argued Gieringer: “there have been only one or two major drug accidents that could have been averted through stricter premarket testing, and one or two that could not have been prevented.</span><span style="background-color: rgb(255, 255, 255);">”</span></font></p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem; background-color: rgb(255, 255, 255);"><font size="4" face="Times New Roman">The death toll from over‐regulation is far greater. Pharmacologist William Wardell concluded that the five year delay in allowing the hypnotic Nitrazepam to be used in America (after Britain’s approval) cost 3,700 lives. He believed that the FDA also cost thousands of lives by preventing the sale of the first beta‐blocker Propranolol for three years after it was available in Europe, and another seven years before it could be used for its most useful purposes.<b> Sam Kazman of the Competitive Enterprise Institute (CEI) figured the annual beta‐blocker toll at 17,000. Overall, he wrote, “as many as 100,000 people may have died waiting for FDA to act.”</b></font></p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem; background-color: rgb(255, 255, 255);"><font size="4" face="Times New Roman">Indeed, CEI warned that the agency has delayed the arrival of a host of live‐saving medicines: ancrod, citicoline, ethyol, femara, glucophage, interleukin‐2, navelbine, lamictal, omnicath, panorex, photofrin, prostar, rilutek, taxotere, transform, and vasoseal. While the specifics vary, the combined human cost has been high. Gieringer explained: “The benefits of FDA regulation relative to that in foreign countries could reasonably be put at some 5,000 casualties per decade or 10,000 per decade for worst‐case scenarios. In comparison… the cost of FDA delay can be estimated at anywhere from 21,000 to 120,000 lives per decade. The role tax-exempt organizations played in Mr. Abramoff’s client relationships first came to light during an investigation by the Senate Committee on Indian Affairs. In that investigation, e-mails from and to Mr. Abramoff showed that he furthered his lobbying enterprise with the help of several tax- exempt organizations, which took contributions arranged by Mr. Abramoff and undertook actions on Mr. Abramoff’s clients’ behalf.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">In the final report on its investigation, the Committee on Indian Affairs observed that tax-exempt organizations were apparently ‘‘serving or being used as extensions of for-profit lobbying operations.’’</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">The Senate rules give the Committee on Finance jurisdiction over revenue matters, and thus the Committee is responsible for conducting oversight of the administration of the federal tax system, including matters involving abusive acts by tax-exempt organizations. The Committee takes particular interest in ensuring that tax laws affecting donors and exempt organizations operate in a manner that benefits the American public. This investigation has been conducted not only to inform the Committee and the public about the specific organizations connected to Mr. Abramoff, but also to provide a broader picture of issues to be considered by Congress and the public with regard to tax-exempt organizations, including charitable organizations.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">On September 22, 2005, Senator Charles Grassley and Senator Max Baucus, Chairman and Ranking Democratic Member of the Committee, authorized, on behalf of the Committee, the issuance of subpoenas to Mr. Abramoff’s former employers, Greenberg Traurig LLP and Preston Gates LLP. The subpoenas sought any and all communications of Jack Abramoff as well as financial records.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">Along with the e-mails and other documents provided to the Committee in response to the subpoenas, Committee Minority staff reviewed e-mails made public by the Committee on Indian Affairs. The Committee on Indian Affairs also shared with the Committee e-mails within the jurisdiction of the Committee that the Committee on Indian Affairs had not previously made public.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">In its review of the materials, the Committee’s Minority staff discovered actions taken by several tax-exempt organizations that raise serious legal and policy questions. The Minority staff focused on five organizations that appeared, in the context of the reviewed material, to be willing to provide certain services for Mr. Abramoff’s clients in exchange for payments. They are:<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• Americans for Tax Reform,<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• National Center for Public Policy Research,<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• Toward Tradition,<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• Council of Republicans for Environmental Advocacy, and<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• Citizens Against Government Waste.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">FINDINGS<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />The Minority staff found that some officers of these organizations were generally available to carry out Mr. Abramoff’s requests for help with his clients in exchange for cash payments. The help they provided varied from organization to organization, but included:<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• helping to hide sources of funds by laundering payments and then disbursing funds at Mr. Abramoff’s direction,<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• taking payments in exchange for writing newspaper columns or press releases that put Mr. Abramoff’s clients in a favorable light,<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• introducing Mr. Abramoff’s clients to government officials in exchange for payment, and<br style="margin: 0px; padding: 0px; border: 0px; outline: none;" />• agreeing to act as a front organization for congressional trips paid for by Mr. Abramoff’s clients.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">Media reports indicate that employees of other organizations have resigned when similar allegations came to light. In December 2005, a senior fellow at the Cato Institute, Doug Bandow, resigned after admitting that Mr. Abramoff paid him for op-ed articles that were favorable to Mr. Abramoff’s clients. Mr. Bandow admitted to taking money for writing between 12 and 24 articles over a period of years, beginning in the mid 1990s. Mr. Bandow called his actions a ‘‘lapse in judgment’’ and resigned.</font></p><p style="margin: 12px 0px; padding: 0px; border: 0px; outline: none;"><font face="Times New Roman" size="4" color="#000000">
