Leonard Leo speaks to media at Trump Tower in New York City on Nov. 16, 2016.
April 13, 2026
Conservative legal activist Leonard Leo’s “dark money” operation is getting a makeover.
The Concord Fund quietly filed articles of termination on Jan. 6 of this year, according to previously unreported Virginia business records. Leo’s Concord Fund, which was previously known as the Judicial Crisis Network, has for years been a key node in a network of nonprofits used to steer tens of millions of dollars each year to conservative political committees and causes.
A branch of The Concord Fund remains active in Missouri, where it’s spent millions trying to influence state elections in recent years. It’s unclear why The Concord Fund otherwise terminated its operations. Gary Marx, The Concord Fund’s president, did not respond to emails requesting comment on the organization’s status, and a phone number listed on the group’s latest annual report to the IRS was disconnected.
Leo, a lawyer and businessman, is co-chair of the board of directors for the Federalist Society, which has — until recently — had close ties to President Donald Trump and many prominent Republicans.
Other dark money groups with ties to Leo are taking up activities previously undertaken by The Concord Fund. The ultimate source of the money, funneled through nonprofits or donor-advised funds that do not have to disclose their donors, remains obscured.
“Because the names change, I think most Americans have no idea what’s going on or how many of these differently named groups are the same through line with Leonard Leo at the sort of center of the spider web,” Lisa Graves, founder and executive director of the left-leaning watchdog group True North Research, told NOTUS.
The Concord Fund’s demise — and apparent reimagining — appears to have begun late last year.
In December 2025, a few days before The Concord Fund dissolved, another Leo-linked nonprofit called The Lexington Fund registered several alternative names including Judicial Crisis Network and Honest Election Project Action, according to Texas business records.
Also in December, a new nonprofit popped up in Tennessee: The Yorktown Fund. The nonprofit added the alternative name “Honest Election Project Action” on Dec. 29, the same day The Lexington Fund registered the same pseudonym, according to state business records.
Another Leo-linked nonprofit, The 85 Fund, lists the Honest Elections Project among its alternative names. Rolling Stone first reported the addition of the Lexington Fund and the Publius Fund to Leo’s nonprofit network in 2024.
Trump’s nominee to the U.S. Court of Appeals for the 8th Circuit, Justin Smith, disclosed sitting on the board of the Yorktown Fund and the Publius Fund, Patrick McNeil reported for the Substack newsletter Nomination Notes. (Smith’s nomination hearing before the Senate Judiciary Committee is slated for April 15.)
Neither Smith nor Oramel Skinner, director of The Lexington Fund, responded to requests for comment.
At the end of 2024, The Lexington Fund reported just $305,000 in grants and contributions, according to its latest report to the IRS. The Concord Fund has a prior connection to The Lexington Fund, having reported giving it $105,000 from July 2023 to June 2024.
But by the end of 2025, The Lexington Fund had steered millions into political committees that spent big money in state attorneys general races in 2025.
Now, it’s poised to shape 2026 midterm campaigns, particularly those involving state attorneys general.
The Lexington Fund gave $1 million to the Republican Attorneys General Association in July 2025, according to the organization’s year-end report filed March 30, 2026. First Principles Action, which shares an address with The Yorktown Fund, also gave $200,000 to the Republican Attorneys General Association in December.
The Concord Fund had been the top donor to the Republican Attorneys General Association, but the nonprofit suddenly stopped contributing to the organization in 2025. The Lexington Fund appears to be stepping in to help seed the state attorneys general organization — and other conservative committees.
The Lexington Fund also contributed nearly $3.3 million to the First Principles PAC in 2025, according to Federal Election Commission data.
First Principles PAC and First Principles Foundation were incorporated in Tennessee on Nov. 20, 2024, along with First Principles Action. First Principles is reportedly run by Peter Bisbee, who previously worked for the Republican Attorney General Association and the Federalist Society, and all three First Principles entities share an address with Yorktown Fund.
First Principles PAC steered seven-figures worth of money to state election committees in 2025, including $1 million to the Republican State Leadership Committee, $325,000 to Republican James Uthmeier’s successful bid for attorney general of Florida and $252,000 to Defend Kansas PAC.
Bisbee did not respond to requests for comment.
The Lexington Fund also gave $1 million in June 2025 to Pine Tree Results PAC, a super PAC supporting Republican Sen. Susan Collins, who faces a tough reelection campaign this cycle. And Sentinel Action Fund, a super PAC focused on expanding the Republican majority in Congress, received $500,000 from The Lexington Fund in May 2025.
Leo, who played a key role in helping Trump select three Supreme Court justices in the president’s first term, has long been a boogeyman among liberals.
He’s also controversial on the right: When Trump publicly lambasted Leo as “sleazebag” who “probably hates America” last May, Leo appeared unceremoniously shunned from the inner political circle he had once inhabited. The break came as Trump-appointed judges that the Federalist Society helped select — including three sitting Supreme Court justices — have ruled against some of Trump’s second-term policies, such as his sweeping tariffs.
But the nonprofits and political committees within Leo’s dark-money apparatus continue spending aggressively to the benefit of Republicans as the 2026 midterms approach.
The Concord Fund has for years steered millions of dollars of dark money into politics not only through the Republican Attorneys General Association, but also through the Club for Growth, One Nation and other groups active in elections.
Groups at the forefront of advancing conservative policy and priorities also got grants from The Concord Fund. For example, since the Supreme Court in 2022 struck down the federal right to an abortion, The Concord Fund has poured millions into anti-abortion groups involved in state abortion-ban efforts and the decades-long fight at the federal level to restrict access to mifepristone, a drug used to induce abortions.
Dark money is hardly limited to conservatives. Democrats and Republicans both rely on dark money to fund their operations, including super PACs aligned with their respective leadership in the House and Senate.
“It matters when these groups shape shift because it makes it harder for people to track them, you know, and to tell that story of continuity: how much this one person, over the past decade, has had such an extraordinary influence,” Graves told NOTUS.

Republican AG Pay-to-Play Group Raises $4.9 Million in Second Quarter - EXPOSEDbyCMD
Republican AG Pay-to-Play Group Raises $4.9 Million in Second Quarter
By David Armiak | July 19th, 2022
Campaign Finance, Democracy, Elections, Featured Investigations, Koch, News, RAGA
Editor’s Note: On July 20, 2022, RAGA’s deputy executive director Johnny Koremenos notified CMD that the $300 contribution from Philanthropy Roundtable highlighted in this story was refunded.
The Republican Attorneys General Association (RAGA) raised $4.9 million in the second quarter of this year, according to a report filed with the Internal Revenue Service (IRS) on Friday. RAGA‘s haul is $300,000 less than in the second quarter of 2018 and slightly exceeds the $4.8 million the group raised during the first quarter of 2022.
RAGA spun its fundraising figures by giving Fox Business an exclusive, claiming that it “broke another fundraising record.” But the $6.3 million figure it gave for the quarter was “across all entities,” and since 2022 IRS filings for RAGA’s sister organizations the Rule of Law Defense Fund (RLDF) and the Center for Law and Policy (CLP) will not be publicly available until November 2023 at the earliest, the Center for Media and Democracy (CMD) cannot verify the claim.
RAGA accepts unlimited contributions from corporations, individuals, and special interest groups such as Koch Industries, Altria, and the U.S. Chamber of Commerce, primarily to fund the campaigns of Republican candidates for attorneys general. Together with its affiliates RLDF and CLP, it runs a cash-for-influence operation that coordinates the official actions of Republican state attorneys general and sells its corporate funders access to those AGs and their staff.
RAGA’s largest contribution in the second quarter, $200,000, went to Brenna Bird, the Republican candidate for attorney general in Iowa, who faces an uphill battle to unseat the longest-serving state AG in the country, Tom Miller (D).
In a surprising move, RAGA gave $15,200 to Georgia AG Chris Carr’s reelection campaign. Although Carr is a Republican, he resigned as RAGA’s national chair in 2021 over the selection of Peter Bisbee to replace Adam Piper as RAGA’s executive director, citing “a significant difference of opinion… as to the direction this organization should take going forward” and “vastly opposite views of the significance of the events of January 6.”
Bisbee formerly led RLDF and, in the days prior to the deadly attack on the U.S. Capitol, he was responsible for sending out robocalls encouraging supporters to “march to the Capitol and call on Congress to stop the steal.” His selection also led to an exodus of longtime RAGA staff members, CMD reported.
Raul Labrador, the Republican candidate for attorney general in Idaho, was the only other individual to receive RAGA funding in the second quarter, accepting $5,000 for his campaign, the report discloses.
RAGA hopes to build on the 28 state offices held by Republican attorneys general through “seven-figure investments to flip seats in Wisconsin, Michigan and Nevada, and to retain the attorney general office in Arizona,” according to Fox Business.
Corporations Attending Latest RAGA Fundraiser Contribute $1.2 Million
Over the weekend, 18 companies were scheduled to attend a major RAGA fundraising event at a luxury resort in Florida, CNBC reported. Of those companies, 10 gave a total of $1.2 million to RAGA in the second quarter, CMD found.
Leading the pack was the Institute for Legal Reform (ILR), which gave another $500,000 in addition to the $255,000 it contributed in the first quarter. An affiliate of the U.S. Chamber of Commerce, ILR focuses on advancing business-friendly legal reforms such as making class-action lawsuits more difficult to file and defending business interests in court.
Following the ILR, Centene Management Company, a Missouri-based healthcare company, was the next largest RAGA donor, with a $350,000 contribution in the second quarter.
The consumer wellness company Melaleuca, which has given RAGA $260,000 so far this year, is also a leading donor expected to attend the gathering. In addition, each of the following companies scheduled to attend has already hit or topped the $100,000 mark in 2022: Anheuser-Busch ($105,000), Anthem ($100,000), Comcast ($130,000), and General Motors ($100,000).
BNSF Railway and Ronald Cameron Round Out Top Five
BNSF Railway Company and Ronald Cameron, CEO of the Mountaire Corporation, each gave $150,000, making them among the top five second-quarter donors to RAGA.
Cameron is a top donor to the Koch political network. His company paid $65 million in 2021 to settle a class action lawsuit and agreed to make $140 million in investments in wastewater treatment facilities mandated by the state, CMD reported. In addition, he was the 14th largest donor to super PACs in 2021, CMD found.
RAGA Accepts Another Illegal Donation
In February, Popular Info reported that RAGA accepted an illegal donation of $50,000 from Children’s Health Defense, Robert F. Kennedy, Jr.’s anti-vax propaganda outfit.
According to IRS rules, “a section 501(c)(3) organization may not make a contribution to a political organization described in section 527 (such as a candidate committee, political party committee or political action committee (PAC).” As a 501(c)(3) nonprofit, Children’s Health Defense admitted the donation was illegal, but claimed that “they paid $50K to get access to Republican AGs to brief them on ‘health policy issues.'”
RAGA, a 527 registered group, refunded the $50,000 the day after the Popular Info report, its first quarter filing confirms.
Now, RAGA’s latest filing shows that it received an illegal donation of $300 from the Philanthropy Roundtable, another 501(c)(3) nonprofit chaired by Bradley Foundation President Richard Graber. The Philanthropy Roundtable was established with funding from the Institute for Educational Affairs in the 1970s to help facilitate and coordinate conservative grant-making and foundations.

The Rule of Law Defense Fund (RLDF), a 501(c)(4) arm of the Republican Attorneys General Association (RAGA), helped organize the protest preceding the deadly attack on the U.S. Capitol that took place on January 6, 2021.
As a 501(c)(4), RLDF is not required to reveal its donors. RLDF has received at least $175,000 from the Koch-backed Freedom Partners. Other RLDF donors include Judicial Crisis Network, the Rule of Law Project, and the Edison Electric Institute.
RAGA is a 527 political organization that helps elect Republican attorneys general and can accept unlimited contributions from wealthy individuals and corporations. As previously reported by Documented, RAGA received significant funding from numerous corporations in 2020, including Koch Industries ($375k), Comcast Corporation ($200k), Walmart ($140k), Home Depot ($125k), Amazon ($100k), TikTok ($75k), 1-800 Contacts ($51k), Chevron ($50k), The National Rifle Association ($50k), Monsanto ($50k), Facebook ($50k), Fox Corporation ($50k), Uber ($50k), Coca Cola ($50k), Exxon ($50k), and Google ($25k).
RLDF appeared in a list of groups “Participating in the March to Save America” on the March to Save America website alongside entities including Stop the Steal, Turning Point Action, Tea Party Patriots and others. (MarchtoSaveAmerica.com has been taken down but an archived version of the website can be accessed through the Internet Archive Wayback Machine.)

RLDF also sent out a robocall detailing where and when the protest would take place.
[aud]
documented · Rule Of Law Defense Fund Robocall
“I'm calling for the Rule of Law Defense Fund with an important message,” the robocall stated. “The march to save America is tomorrow in Washington D.C. at the Ellipse in President's Park between E St. and Constitution Avenue on the south side of the White House, with doors opening at 7:00 a.m. At 1:00 p.m., we will march to the Capitol building and call on congress to stop the steal. We are hoping patriots like you will join us to continue to fight to protect the integrity of our elections. For more information, visit MarchtoSaveAmerica.com. This call is paid for and authorized by the Rule of Law Defense Fund, 202-796-5838.”
RLDF’s role in organizing the protests, which turned into a violent mob attack inside the Capitol, is ironic given its 2020 election campaign warning of “lawless liberal mobs'' burning down buildings and
. The campaign, dubbed “Lawless Liberals”, came in the aftermath of the largely peaceful protests following the murder of George Floyd by police and the shooting of Jacob Blake.
“The Republican Attorneys General Association (RAGA)’s five-month Lawless Liberals video campaign repeatedly warned Americans about the dangerous reality of lawless liberals run amok in cities across the country,” RAGA said in a statement.

republican attorneys general have been heavily involved in efforts to undermine the results of the 2020 presidential election. Shortly after Joe Biden was declared the winner, Republican attorneys general filed a brief with the U.S. Supreme Court that sought to reject some mailed ballots in the state of Pennsylvania. Republican attorney general Ken Paxton--who has been embroiled in bribery, abuse of office and other criminal allegations--filed a lawsuit in the U.S. Supreme Court regarding four battleground states and alleging unconstitutional changes to their voting laws before the 2020 election. Prior to the protests, Paxton appeared on Fox News and said he hoped to be at both rallies.
RAGA and Republican attorneys general issued statements denouncing the violence. “The Republican Attorneys General Association (RAGA) and the Republican attorneys general (AGs) stand together to condemn the violence, destruction, and rampant lawlessness occurring at the U.S. Capitol today. These actions are an affront to the rule of law, our Constitution, and our American political discourse.”
After Documented published the robocall, RAGA issued a statement to reporters: "Republican Attorneys General Association and Rule of Law Defense Fund had no involvement in the planning, sponsoring, or the organization of Wednesday’s event."
The Democratic Attorneys General Association revealed in a tweet RAGA originally appeared on the March to Save America website under "Coalition Partners". The website later took out RAGA and put in the Rule of Law Defense Fund under "Participating in the March to Save America".

I applaud AG Cameron for the courage he displayed during a 45+ minute press conference that was aired live on national television, and for answering dozens of questions from the media, many of which were hostile. AG Cameron didn’t let politics or pressure dissuade him from following the rule of law and he deserves our encouragement and support. Thanks to AG Rutledge for already posting a statement of support on her twitter account. You can read AG Cameron’s full statement about the case here. If you can tweet your own words of support, I’m sure AG Cameron and his team would greatly appreciate them.
