Power Players: Missouri's 17 largest political donors from 2008 to 2013

"Show me the money" just might be the unofficial slogan for Missouri political campaigns -- by candidates, political parties and political action committees. Since 2008, individuals in the Show Me State can contribute as much money as they want to state candidates, party committees and third-party political action committees. They can also give as much as they want to ballot initiatives, which was the case even when the state had contribution limits.

The Beacon and the Investigative News Network have analyzed data from the Missouri Ethics Commission, followthemoney.org and OpenSecrets.org to determine the biggest donors from 2008 and 2013. We intend to continue adding data to this project for the foreseeable future.

Since moving back to Missouri in the mid-2000s, Sinquefield has emerged as one of the state’s most high-profile – and controversial – donors. He’s been especially vocal about changing the state’s education system, including eliminating teacher tenure and establishing tax credits for private schools. He’s also supported getting rid of the state’s income tax and replacing it with an expanded sales tax, as well repealing existing earnings’ taxes in St. Louis and Kansas City.

Sinquefield's patterns of giving have changed over time.

In 2008, for instance, Sinquefield mostly gave to 100 political action committees set up after the Missouri Supreme Court threw out campaign contribution limits. Those PACs then gave to candidates from both political parties.

In 2009, Sinquefield moved toward giving directly to candidates: $75,000 to St. Louis Mayor Francis Slay, $100,000 to then-House Majority Leader Steve Tilley, R-Perryville; and $50,000 to St. Louis County Executive Charlie Dooley.

He continued though to give to committees, including organizations such as the House Republican Campaign Committee and Majority Fund, Inc. that help elect GOP legislative candidates.

And in 2010, while Sinquefield still gave to individual candidates and third-party committees, the lion’s share of donations went toward a committee to require a vote on earnings taxes in Kansas City and St. Louis. Sinquefield ended up donating $11.2 million to the successful ballot initiative. In 2011 and 2012, Sinquefield's donation gravitated primarily toward ballot initiatives to eliminate the state's income tax and end state control of the St. Louis Police Department.

Travis Brown, a lobbyist whose client list includes Rex and Jeanne Sinquefield, said in a telephone interview that donation patterns have shifted more toward ballot initiatives than individual candidates. That doesn't mean he's stopped though: Sinquefield has given contributions to a number of candidates – including Attorney General Chris Koster, House Speaker Pro Tem Shane Schoeller, R-Willard, and Sen. Brad Lager, R-Savannah – in addition to third-party organizations and ballot initiatives.

“We also contribute to organizations whose job it is to evaluate that more in detail,” Brown said. “So [earlier in 2012] you saw $500,000 go to Missouri Club for Growth specifically for evaluating, scoring and surveying all those issues such as government spending, on efficiency of government and on education and economic freedom. That’s a natural evolution of his giving.”

Brown said that Sinquefield tried to stop a ballot initiative to reinstate campaign finance limits, an endeavor pushed by former Missouri Democratic Party chairwoman Susan Montee. That suit became moot, he said, when no signatures were submitted to put the measure up for a public vote.

While Sinquefield has received plenty of praise for his non-political contributions to various philanthropic causes, he’s received criticism for his work in the political realm. Education groups have balked at many of his educational initiatives, especially efforts to use state tax credits for private schools. He also sparked a backlash last year when he referenced a column in a central Missouri newspaper that seemed to suggest that the Ku Klux Klan created public education to harm black children. He later apologized for those remarks.

Notable donations from 2011 to 2012:

    $2,524,000 for a ballot initiative aimed at eliminating the state’s income tax and replacing it with a beefed-up sales tax. That initiative didn’t end up making the ballot in 2012, but another one to end state control of the St. Louis Police Department did. Sinquefield gave $1,785,000 to a committee aimed at passing that initiative.
    About $1,000,000 to the Now or Never PAC, a Super PAC originally formed to help Republican Sarah Steelman's unsuccessful U.S. Senate bid. It was later used to assist federal candidates across the United States, including U.S. Rep. Todd Akin's failed U.S. Senate bid against U.S. Sen. Claire McCaskill, D-Mo.
    About $660,005 to Missouri Club for Growth PAC, which was then used to either support or oppose state legislative candidates. While the PAC primarily spent money in GOP primaries, it also got involved in the Democratic primary for 5th District Senate seat by sending out negative mailers against Sen. Robin Wright-Jones and Rep. Jeanette Mott Oxford, D-St. Louis. That likely assisted Rep. Jamilah Nasheed, a St. Louis Democrat who won the primary.
    Roughly $387,305 to state Sen. Brad Lager, a Savannah Republican who unsuccessfully challenge Lt. Gov. Peter Kinder. Sinqueifeld had previously gave Kinder’s campaign committees about $306,544 since 2008.
    Roughly $400,000 to House Speaker Pro Tem Shane Schoeller, a Willard Republican running for secretary of state. During the election cycle, he gave $5,000 apiece to state Treasurer Clint Zweifel and his Republican opponent Cole McNary. Sinquefield also gave $85,000 to Koster, a total that doesn’t include the $250,000 donation he sent after September 1.

Notable donations from 2008 to 2010:

    $1.49 million to a several political action committees in 2007 set up after campaign finance limits were restored. The PACs were set up to circumvent donation limits by splitting big contributions among numerous political action committees. Sinquefield gave about $652,000 to these PACs in 2007.
    Donations from these PACs went to candidates and causes for both political parties. For example, then-state Sen. Chris Koster, D-Harrisonville, received tens of thousands of dollars from the PACs during his successful bid for attorney general.
    About $11.2 million to Let Voters Decide, a committee to support a ballot initiative prompting a vote on earnings taxes every five years.
    Roughly $130,010 to St. Louis County Executive Charlie Dooley’s re-election campaign and nearly $75,000 to St. Louis Mayor Francis Slay. He also gave $30,000 to St. Louis Aldermanic President Lewis Reed About $200,000 to House Speaker Steve Tilley, R-Perryville.
    $74,100 to the National Republican Senatorial Campaign Committee.

<p><font face="Times New Roman" size="4">He has a legitimate rags to riches story. However, instead of using his millions to improve the lives of the poor, and working people, our protagonist is bullying his way to political power in pursuit of an agenda that benefits the privatizers and the rich and powerful. You probably never heard of him, you wouldn’t know him if you ran into him at a St. Louis Cardinal game at Busch Stadium, or rode in the same elevator to the top of the city’s Gateway Arch. If you live in Missouri, thereby directly affected by the way he wields his wealth, and if you want to understand how one very wealthy and powerful individual goes about the business of building influence throughout the state, consider the story of Rex Sinquefield.</font>

<font face="Times New Roman" size="4">According to a new report by the Center for Media and Democracy, "<a href="http://www.prwatch.org/files/reporters_guide_to_rex_sinquefield_0.pdf" style="">A Reporter’s Guide to Rex Sinquefield and the Show-Me Institute: What Reporters, Citizens, and Policymakers Need to Know</a><span class="Apple-converted-space"> </span><span class="print-footnote" style="">[3]</span>," since 2008, Sinquefield, a financial tycoon, “has poured tens of millions of dollars into elections and referenda to try to secure legislators and laws to advance his agenda. He has dumped millions into front groups and lobbying entities to massage politicians, spin the press, and try to soften up public opinion toward his personal wish list for changing Missouri law.”</font>

<font face="Times New Roman" size="4">Rex Sinquefield “is one of the top right-wing political funders in the country, and the single top political spender in Missouri," said co-author Brendan Fischer, general counsel of the Center for Media and Democracy.</font>

<font face="Times New Roman" size="4">A Reporter’s Guide points out that two years ago, “Sinquefield told the Wall Street Journal that what he had spent so far is ‘merely the start of what he’ll spend to promote his two main interests: rolling back taxes” and what he describes as “rescuing education from teachers unions.’ He has also invested in groups working to thwart fair wages in Missouri, and undermine other long-standing union rights.”</font>

<font face="Times New Roman" size="4"><strong>Greasing the skids for Missouri politics</strong></font>

<font face="Times New Roman" size="4">Key findings from the report include:</font></p>

<ul>

<li><font face="Times New Roman" size="4">“Sinquefield has disclosed spending at least at least <b>$31.5 million on state elections since 2006.”</b></font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">“In 2013, Sinquefield spent at least $2.35 million over a one-week period unsuccessfully urging legislators to override Governor Jay Nixon’s veto of Sinquefield-backed tax cut legislation. In 2014, he has already given Missouri <b>Club for Growth</b> $973,000, which will spend some of that money to replace the 15 Republicans who sided with Nixon.”</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">“He gave $100,000 to the Speaker of the Missouri House, Tim Jones, for his 2012 campaign—despite Jones running unopposed. Jones is a member of the ALEC Education Task Force and was previously the <b>ALEC</b> State Chair for Missouri.”</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">“Other states that have cut income taxes have offset the lost revenue by taxing capital gains or hiking property taxes but Sinquefield, whose vast wealth has come from investments and who owns two of the most expensive mansions in the state, wants to instead hike the sales tax, which disproportionately affects working people.”</font></li>

<li><font face="Times New Roman" size="4">“Sinquefield called neighboring Kansas’ steep tax cuts ‘unbelievably brilliant’ in 2012 and predicted that Missouri businesses would quickly flock across the border, but in the year following the cuts, Kansas’ economy has lagged behind most of the region, and has actually added fewer businesses than Missouri.”</font></li>

<li><font face="Times New Roman" size="4">“Sinquefield’s Pelopidas has bankrolled ALEC, sponsoring ALEC’s 2013 Annual Meeting to the tune of six figures and also sponsoring a workshop at the meeting.”</font></li>

<li><font face="Times New Roman" size="4">“Sinquefield has given hundreds of thousands to ALEC legislators in Missouri, who have used ALEC model bills to advance Sinquefield’s school privatization agenda.”</font></li>

</ul>

<li><font face="Times New Roman" size="4">“In 2014, Missouri Club for Growth, which is almost entirely bankrolled by Sinquefield, sent mailers in an effort to influence a referendum on school funding in tiny Nixa, prompting outrage from the community.”</font></li>

<p><font face="Times New Roman" size="4">Sinquefield’s contributions have not always brought successful outcomes. He backed Todd Akin’s candidacy for the Senate, even after Akin said that women who are victims of what he called "legitimate rape" rarely get pregnant.</font>

<font face="Times New Roman" size="4">Nevertheless, Sinquefield continues to try “repeal of the progressive income tax system, thwarting efforts to secure fair wages for hardworking Missourians, and investing in legislation that weakens Missouri’s public schools.”</font>

<font face="Times New Roman" size="4"><strong>Rags-to-riches story yields little compassion</strong></font>

<font face="Times New Roman" size="4">Unlike Charles and David Koch,<span class="Apple-converted-space"> </span><a href="http://www.rexsinquefield.org/" style="">Sinquefield </a><span class="Apple-converted-space"> </span><span class="print-footnote" style="">[4]</span>has an actual rags-to-riches story. His father died when he was young and he was sent to live with the nuns of the Sisters of Christian Charity at the German St. Vincent Orphan Home, until he returned home to St. Louis to attend a private Roman Catholic school. He joined the Army during the Vietnam War and spent two years at Ft. Riley in Kansas.</font>

<font face="Times New Roman" size="4">He received an MBA from the University of Chicago, and “[while] there, he became enthralled by ‘free market’ economists, like Merton Miller and Gene Fama, who later won Nobel prizes for theories about efficient markets.”</font>

<font face="Times New Roman" size="4">After working for American National Bank (which ultimately became part of JPMorgan Chase & Co.), in 1981, Sinquefield, along with classmate David Booth, founded Dimensional Fund Advisors. “DFA made a fortune on ‘passive’ stock market investment i<b>n index funds </b>rather than betting on shares of individual companies, a limited version of the efficient-market hypothesis. Basically, DFA creates mutual fund portfolios for investors, such as government pension boards that manage the defined benefit plans (DBPs) of workers or individuals with defined contribution retirement plans that lack the same financial security as DBPs.”</font>

<font face="Times New Roman" size="4"><strong>Building think tanks, lobbying outfit and running with ALEC</strong></font>

<font face="Times New Roman" size="4">After 40 years of living outside the state, Sinquefield returned to Missouri in 2005 and since then he’s been trying to “fix” the state.</font>

<font face="Times New Roman" size="4">The jewel in Sinquefield’s privatization crown is Missouri’s Show-Me Institute (SMI), described by <em>A Reporter’s Guide</em> as “a right-wing ‘think tank’ that pushes education overhaul (and other policies), and receives just shy of $1 million every year from the Sinquefield Charitable Foundation.” <b>Brenda Talent, the wife of former U.S. Senator Jim Talent, currently leads SMI.</b></font>

<font face="Times New Roman" size="4">Not surprisingly, SMI describes itself as a nonpartisan “research and educational institute dedicated to improving the quality of life for all citizens of Missouri.”</font>

<font face="Times New Roman" size="4">Despite its description, the report points out that the Show-Me Institute is intimately tied to the State Policy Network (SPN), “a centrally funded, nationally organized $83 million dollar operation [whose] [d]onors … include some of the biggest ideological interests of the right. SMI is also “funded by some big out-of-state interests” including the Koch-tied Donors Capital Fund which has given over $567,941 to SMI between 2005 and 2011 [and] such longtime right-wing funders like the Roe Foundation, the JM Foundation and the Castle Rock Foundation.</font>

<font face="Times New Roman" size="4">The report notes that “SMI is also a member of the controversial American Legislative Exchange Council (ALEC) and helps push the ALEC cookie cutter agenda in the state of Missouri.”</font>

<font face="Times New Roman" size="4">According to Progress Missouri areas, SMI pushes the ALEC agenda in the following areas and more:</font></p>

<li><font face="Times New Roman" size="4">“protection” to make it difficult for employees to fund unions</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">Privatizing public education through vouchers and charter schools</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">Teacher tenure “reform”</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">Opposing the Affordable Care Act and Medicaid expansion</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">Opposing the minimum wage laws/raising the minimum wage</font></li>

</ul>

<ul>

<li><font face="Times New Roman" size="4">Eliminating defined benefit pensions for public employees (calling for a shift from defined-benefit plans to defined-contribution plans)</font></li>

<p><font face="Times New Roman" size="4">Another Sinquefield-related project is Pelopidas LLC, a sophisticated and savvy lobbying outfit. Pelopidas was “Founded in 2007 by Travis Brown, a former lobbyist for Monsanto and K12, and his wife Rachel Keller Brown, who lobbied for the education privatization group Advocates for School Choice, the firm pushes bills and ballot initiatives; lobbies legislators and helps campaigns develop ‘issue ads;’ and aims to swing both public opinion and legislative votes.”</font></p>

          <h1><font face="Times New Roman" size="4">Power Players: Missouri's 17 largest political donors from 2008 to 2013</font></h1>
          <p class="intro-text"><font face="Times New Roman" size="4">"Show me the money" just might be the

unofficial slogan for Missouri political campaigns -- by candidates,

political parties and political action committees. Since 2008,

individuals in the Show Me State can contribute as much money as they

want to state candidates, party committees and third-party political

action committees. They can also give as much as they want to ballot

initiatives, which was the case even when the state had contribution

limits.

</font></p><p><font face="Times New Roman" size="4">The Beacon and the Investigative News Network have analyzed data

from the Missouri Ethics Commission, followthemoney.org and

OpenSecrets.org to determine the biggest donors from 2008 and 2013. We

intend to continue adding data to this project for the foreseeable

future.</font></p>

            <p><font face="Times New Roman" size="4">Since moving back to Missouri in

the mid-2000s, Sinquefield has emerged as one of the state’s most

high-profile – and controversial – donors. He’s been especially vocal

about changing the state’s education system, including eliminating

teacher tenure and establishing tax credits for private schools. He’s

also supported getting rid of the state’s income tax and replacing it

with an expanded sales tax, as well repealing existing earnings’ taxes

in St. Louis and Kansas City.</font>

<font face="Times New Roman" size="4">Sinquefield's patterns of giving have changed over time.</font>

<font face="Times New Roman" size="4">In 2008, for instance, Sinquefield mostly gave to 100 political

action committees set up after the Missouri Supreme Court threw out

campaign contribution limits. Those PACs then gave to candidates from

both political parties.</font>

<font face="Times New Roman" size="4">In 2009, Sinquefield moved toward giving directly to candidates:

$75,000 to St. Louis Mayor Francis Slay, $100,000 to then-House Majority

Leader Steve Tilley, R-Perryville; and $50,000 to St. Louis County

Executive Charlie Dooley.</font>

<font face="Times New Roman" size="4">He continued though to give to committees, including organizations

such as the House Republican Campaign Committee and Majority Fund, Inc.

that help elect GOP legislative candidates.</font>

<font face="Times New Roman" size="4">And in 2010, while Sinquefield still gave to individual candidates

and third-party committees, the lion’s share of donations went toward a

committee to require a vote on earnings taxes in Kansas City and St.

Louis. Sinquefield ended up donating $11.2 million to the successful

ballot initiative. In 2011 and 2012, Sinquefield's donation gravitated

primarily toward ballot initiatives to eliminate the state's income tax

and end state control of the St. Louis Police Department.</font>

<font face="Times New Roman" size="4">Travis Brown, a lobbyist whose client list includes Rex and Jeanne

Sinquefield, said in a telephone interview that donation patterns have

shifted more toward ballot initiatives than individual candidates. That

doesn't mean he's stopped though: Sinquefield has given contributions to

a number of candidates – including Attorney General Chris Koster, House

Speaker Pro Tem Shane Schoeller, R-Willard, and Sen. Brad Lager,

R-Savannah – in addition to third-party organizations and ballot

initiatives.</font>

<font face="Times New Roman" size="4">“We also contribute to organizations whose job it is to evaluate that

more in detail,” Brown said. “So [earlier in 2012] you saw $500,000 go

to Missouri Club for Growth specifically for evaluating, scoring and

surveying all those issues such as government spending, on efficiency of

government and on education and economic freedom. That’s a natural

evolution of his giving.”</font>

<font face="Times New Roman" size="4">Brown said that Sinquefield tried to stop a ballot initiative to

reinstate campaign finance limits, an endeavor pushed by former Missouri

Democratic Party chairwoman Susan Montee. That suit became moot, he

said, when no signatures were submitted to put the measure up for a

public vote.</font>

<font face="Times New Roman" size="4">While Sinquefield has received plenty of praise for his non-political

contributions to various philanthropic causes, he’s received criticism

for his work in the political realm. Education groups have balked at

many of his educational initiatives, especially efforts to use state tax

credits for private schools. He also sparked a backlash last year when

he referenced a column in a central Missouri newspaper that seemed to

suggest that the Ku Klux Klan created public education to harm black

children. He later apologized for those remarks.</font>

<font face="Times New Roman" size="4">(Rex and Jeanne Sinquefield are donors to the St. Louis Beacon.)</font>

<font face="Times New Roman" size="4">Notable donations from 2011 to 2012:</font></p>

<ul><li><font face="Times New Roman" size="4">$2,524,000 for a ballot initiative aimed at eliminating the state’s

income tax and replacing it with a beefed-up sales tax. That initiative

didn’t end up making the ballot in 2012, but another one to end state

control of the St. Louis Police Department did. Sinquefield gave

$1,785,000 to a committee aimed at passing that initiative.</font></li><li><font face="Times New Roman" size="4"> About $1,000,000 to the Now or Never PAC, a Super PAC originally

formed to help Republican Sarah Steelman's unsuccessful U.S. Senate bid.

It was later used to assist federal candidates across the United

States, including U.S. Rep. Todd Akin's failed U.S. Senate bid against

U.S. Sen. Claire McCaskill, D-Mo.</font></li><li><font face="Times New Roman" size="4">About $660,005 to Missouri Club for Growth PAC, which was then used

to either support or oppose state legislative candidates. While the PAC

primarily spent money in GOP primaries, it also got involved in the

Democratic primary for 5th District Senate seat by sending out negative

mailers against Sen. Robin Wright-Jones and Rep. Jeanette Mott Oxford,

D-St. Louis. That likely assisted Rep. Jamilah Nasheed, a St. Louis

Democrat who won the primary.</font></li><li><font face="Times New Roman" size="4">Roughly $387,305 to state Sen. Brad Lager, a Savannah Republican who

unsuccessfully challenge Lt. Gov. Peter Kinder. Sinqueifeld had

previously gave Kinder’s campaign committees about $306,544 since 2008.</font></li><li><font face="Times New Roman" size="4">Roughly $400,000 to House Speaker Pro Tem Shane Schoeller, a Willard

Republican running for secretary of state. During the election cycle,

he gave $5,000 apiece to state Treasurer Clint Zweifel and his

Republican opponent Cole McNary. Sinquefield also gave $85,000 to

Koster, a total that doesn’t include the $250,000 donation he sent after

September 1.

<p><font face="Times New Roman" size="4">Notable donations from 2008 to 2010:</font></p>

<ul><li><font face="Times New Roman" size="4">$1.49 million to a several political action committees in 2007 set

up after campaign finance limits were restored. The PACs were set up to

circumvent donation limits by splitting big contributions among numerous

political action committees. Sinquefield gave about $652,000 to these

PACs in 2007.</font></li><li><font face="Times New Roman" size="4">Donations from these PACs went to candidates and causes for both

political parties. For example, then-state Sen. Chris Koster,

D-Harrisonville, received tens of thousands of dollars from the PACs

during his successful bid for attorney general.</font></li><li><font face="Times New Roman" size="4">About $11.2 million to Let Voters Decide, a committee to support a

ballot initiative prompting a vote on earnings taxes every five years.</font></li><li><font face="Times New Roman" size="4">Roughly $130,010 to St. Louis County Executive Charlie Dooley’s

re-election campaign and nearly $75,000 to St. Louis Mayor Francis Slay.

He also gave $30,000 to St. Louis Aldermanic President Lewis Reed

About $200,000 to House Speaker Steve Tilley, R-Perryville.</font></li><li><font face="Times New Roman" size="4">$74,100 to the National Republican Senatorial Campaign Committee.</font></li></ul>
