Terrorism as Pretext by Sheldon Rampton References to Pearl Harbor prevailed during the first days following the terrorist attacks of September 11. President Bush joined a chain of pundits and government officials in warning that the “war on terrorism” would be prolonged and difficult like World War II and would require similar sacrifices. Whatever those sacrifices may entail, however, the public relations industry is determined to ensure that they do not include wartime frugality. “PR Needed to Keep Consumers Spending,” proclaimed a headline in O’Dwyer’s PR Online on September 24. It cited marketing and PR executive Maureen Lippe’s opinion that the “greatest service PR pros can provide in support of the country is to ensure that the consumer continues to buy.” The world’s largest public relations firms all have offices in New York and Washington, D.C., and their employees felt the same shock, horror and confusion as the rest of the country when airplanes slammed into the Pentagon and the World Trade Center. Public relations pros joined other volunteers in disaster relief efforts and in raising money for assisting the survivors. America’s home-grown propaganda machine nearly ground to a halt for several days as PR firms advised their clients to hold off for awhile on product launches, news releases and story pitches to reporter...
• U.S. Trade Representative Robert Zoellick used the September 11 tragedy to call for fast-track negotiating authority to help President Bush expand the North American Free Trade Act (NAFTA) into a Free Trade Area of the Americas. “Trade is about more than economic efficiency,” he wrote in the Washington Post. “It promotes the values at the heart of this protracted struggle.” In a September 24 speech before th...
The Independent Petroleum Association of America (IPAA) used the terror attacks as a pretext to demand that the U.S. Supreme Court override a Clinton Administration decision blocking drilling for oil and natural gas in Montana. “The terrible tragedy of exactly one month ago and the uncertainty as to the reliability of foreign supplies make clear the importance of the United States developing its domestic natural resources,” said William Perry Pendley of Mountain States Legal Foundation, which represents the IPAA. • The San Diego-based SureBeam Corporation took the opportunity to promote its food irradiation technology as a way to kill anthrax — even though it would take years and untold millions, if not billions, to install irradiation equipment in post offices throughout the United States. Worse yet, “SureBeam has made these claims without any supporting scientific evidence that the company’s ‘electron-beam’ irradiation equipment is capable of killing the anthrax bacteria or its spores,” observed a Public Citizen news release. “In fact, radiation is ineffective against anthrax spores, called ‘endospores,’ which are surrounded by numerous thick layers of material including protein and calcium.” • The Cato Institute, a libertarian, corporate-funded think tank in Washington, DC, used September 11 as... Two years earlier, Zoellick was one of the signatories (who also included Donald Rumsfeld, Paul Wolfowitz, Richard Perle, Elliott Abrams, Zalmay Khalilzad, John R. Bolton, Richard Armitage, and Bill Kristol) of a January 26, 1998 letter to President Bill Clinton drafted by the Project for the New American Century calling for "removing Saddam [Hussein]'s regime from power."[^^11]^(http://en.wikipedia.org/wiki/Robert_Zoellick#cite_note-autogenerated3-10)
Deputy Secretary of State (2005–2006)
On January 7, 2005, Bush nominated Zoellick to be Deputy Secretary of State.[17]^(http://en.wikipedia.org/wiki/Robert_Zoellick#cite_note-16) Zoellick assumed the office on February 22, 2005. The *New York Times* reported on May 25, 2006 that Zoellick could soon announce his departure. Zoellick agreed to serve as Deputy Secretary of State for not less than one year. He was seen as a major architect of the Bush administration's policies regarding China.
On September 21, 2005, Zoellick created a major stir on both sides of the Pacific by giving a remarkably candid speech to the National Committee on U.S.-China Relations. In the speech, he not only introduced the notion of China as a "responsible stakeholder" in the international community but sought to allay fears in the US of ceding dominance to China.[18]^(http://en.wikipedia.org/wiki/Robert_Zoellick#cite_note-17)
In addition, Zoellick chartered a new direction in the Darfur peace process.[19]^(http://en.wikipedia.org/wiki/Robert_Zoellick#cite_note-18) During a trip to a Darfur refugee camp in 2005, he wore a bracelet with the motto, "Not on our watch." Zoellick was seen by many as the administration's strongest voice on Darfur. His resignation catalyzed groups, such as the Genocide Intervention Network, to praise his record on human rights issues.[20]^(http://en.wikipedia.org/wiki/Robert_Zoellick#cite_note-19)

To illustrate, Fannie Mae, Enron, Alliance Capital and Goldman Sachs were all crucial US imperial banksters, instrumental in generating the fictitious capital in real estate, energy and other sectors which proved so important to the Clinton-Bush era’s internal displacement and eventual amplification of crises. Goldman continues in this role today.
The first suffered Zoellick as its mid-1990s executive vice president, following his several-years stint as a senior aide in James Baker’s Treasury (at one point Deputy Assistant Secretary for Financial Institutions Policy), just prior to the 1988-90 Savings&Loan crisis, itself a function of the financial-deregulatory era that gave us mortgage-backed securities. By the middle of the last decade, Fannie Mae was so far in the red due to subprime lending through those securities, that a massive state bailout was needed.
(And speaking of Baker, Zoellick served as his main assistant in the notorious December 2000 presidential vote recount in Florida, so destructive of those last vestiges of US democracy, thanks to the open racism and right-wing bullying of Zoellick’s thugs.)
The second firm, which cracked in 2002, boasted Zoellick as a senior political and economic advisor in 1999. Records are not available as to how implicated Zoellick was in Enron’s electricity gambles, so painful to Californians and investors. However, as Board member of the third firm, Alliance, Zoellick was party to late 1990s oversight of Alliance Capital’s investments in Enron which led to multiple fraud lawsuits and vast losses for Alliance’s clients, including the state of Florida.
The fourth bank, Goldman Sachs, which Zoellick served as a leading international official in 2006-07, has done well only through illegal, immoral deals and crony-capitalist bailouts linking Bush and Obama econocrats. In the process, Goldman Sachs has come to enjoy an unprecedented amount of popular brand awareness in the US and Europe, albeit not particularly favorable.

Deputy U.S. secretary of state, Robert Zoellick resigned and said he will take a job with Goldman Sachs Group, Inc., the world's biggest securities firm by market value. Zoellick, 52, has been a pivotal part of the administration, first as U.S. trade representative in Bush's first term and more recently as a top diplomat guiding U.S. policy toward China and in trouble spots such as Sudan. His departure deprives the administration of a key policy maker on China, one of the U.S.'s most important relationships. Rice almost entirely handed the China portfolio to Zoellick, who coordinated a strategic dialogue designed to strengthen relations between the two nations. During the Clinton administration, Zoellick was a senior international adviser for Goldman, Sachs & Co. and served as executive vice president at Washington-based Fannie Mae, the nation's largest mortgage finance company. Zoellick joins a list of former government officials to join Goldman that includes the late Henry Fowler, U.S. Treasury Secretary under President Lyndon Johnson, and current Vice Chairman Robert Hormats, 63, an assistant U.S. secretary of state from 1981 to 1982. Among the firm's senior advisers are three former European Union antitrust commissioners, Mario Monti, 63, Peter Sutherland, 60, and Karel van Miert, 64. The revolving door also goes the other way. Outgoing Chief Executive Officer Henry Paulson, 60, was last month nominated by President George W. Bush to become Treasury Secretary, becoming the fourth CEO in a row to accept a federal post, according to the firm's records. Ex-leaders Robert Rubin and Stephen Friedman served as White House appointees, while Jon Corzine was elected to the Senate before becoming the governor of New Jersey. At the time of his nomination, Zoellick was serving "an executive at Goldman Sachs Group Inc., where Treasury Secretary Henry Paulson, who will recommend candidates for the World Bank job to President George W. Bush, was chairman until June [1996]."[3]
"The German government has told the Bush administration that it would support" Zoellick's nomination to head the World Bank. Zoellick "would serve a five-year term, subject to the approval of the bank's board", to replace Paul Wolfowitz, whose resignation is effective June 30, 2007.[4]
Deputy Secretary of State
Zoellick was nominated February 10, 2005, by President George W. Bush to be Deputy Secretary of State vice Richard L. Armitage, who resigned.[5].
U.S. Trade Representative
Prior, Zoellick was appointed United States Trade Representative and assumed office on February 7, 2001. As a member Bush's Cabinet, he served with the rank of Ambassador. Zoellick is a member of the Council on Foreign Relations, as well as the Trilateral Commission, and was one of the signers of the January 26, 1998, Project for the New American Century (PNAC) letter to President William Jefferson Clinton.[6][7]
Zoellick completed negotiations to bring China and Taiwan into the World Trade Organization (WTO), developed a strategy to launch new global trade negotiations at the WTO meeting at Doha, shepherded Congressional action on the Jordan Free Trade Agreement and the Vietnam Trade Agreement, and worked with Congress to pass the Trade Act of 2002, which included new Trade Promotion Authority.[8]
Under Secretary of State for Economic and Agricultural Affairs and Counselor to the Department
"During President George Herbert Walker Bush's Administration, Bob Zoellick served with Secretary of State James Addison Baker III as Under Secretary of State for Economic and Agricultural Affairs, as well as Counselor to the Department (Under Secretary rank). In August 1992, Ambassador Zoellick was appointed White House Deputy Chief of Staff and Assistant to the President."[9]
Other positions
He served in various positions at the Department of the Treasury from 1985 to 1988, including Counselor to Secretary James A. Baker III, Executive Secretary of the Department, and Deputy Assistant Secretary for Financial Institutions Policy. Zoellick was also appointed the President's personal representative, or Sherpa, for the G-7 Economic Summits in 1991 and 1992. After leaving government service, Ambassador Zoellick was appointed an Executive Vice President at Fannie Mae (1993-1997). [10][11]
Zoellick has served as the John M. Olin Professor of National Security at the U.S. Naval Academy (1997-1998), Research Scholar at the Belfer Center for Science and International Affairs at the John F. Kennedy of Government at Harvard University, and Senior International Advisor to Goldman Sach's.[12][13]
He also serves or has served as a board member on a number of private and public organizations: Alliance Capital, Said Holdings, and the Precursor Group; a member of the advisory boards of Enron and Viventures, a venture fund; as a Director of the Aspen Institute's Strategy Group, Council on Foreign Relations, the German Marshall Fund of the United States, and the World Wildlife Advisory Council; and a member of Secretary William Sebastian Cohen's Defense Policy Board.[14][15]
Zoellick was raised in Naperville, IL. He graduated Phi Beta Kappa in 1975 from Swarthmore College and received his J.D. from the Harvard Law School and a Master of Public Policy degree from Harvard University's Kennedy School of Government in 1981.[16][17]
On Climate Change
In an October 2007 speech to the National Press Club, Zoellick stated that "we are working with our Board to significantly step up our assistance to the international efforts to address climate change. At our upcoming Annual Meetings and at the UN Climate Change Conference in Bali this December, I hope to outline a portfolio of ways the World Bank Group can help integrate the needs of development and low carbon growth. We need to focus particularly on the interests of developing countries, so that we can meet the challenge of climate change without slowing the growth that will help overcome poverty.[18]

{{Matthew: “The night before CORE's UN biotech conference this January, the organisation hosted a reception at the New York Hilton to honor, amongst others, Karl Rove - the Bush election strategist widely credited with having overseen black voter disenfranchisement in Florida and Ohio. This might seem a curious way of marking the MLK holiday, particularly for an organisation that features on its website images of murdered freedom riders killed during the drive for black voter registration in the Civil Rights Summer of 1964. Recently, however, those images were joined by Monsanto's logo. The organisation now styles Monsanto, which also sponsored its film "Voices from Africa", "CORE's corporate partner".
CORE took its "first step in bringing justice to the Third World" on May 8 2003. Just under a fortnight later George W. Bush accused Europe of undercutting efforts to feed starving Africans by blocking genetically modified crops because of "unfounded, unscientific fears." Bush also called on European governments to "join - not hinder - the great cause of ending hunger in Africa". The following day, the Bush administration announced plans to sue the European Union at the World Trade Organisation unless it opened up its markets to American GM products.
The WTO case was filed by the US in the name of Africa, although Egypt - the only African country which could be persuaded to sign up in support- - promptly disassociated itself from the US action. Egypt's defection prompted American retaliation: the US withdrew from planned bilateral trade talks. At the press conference at which the WTO case was announced, the US Trade Representative, Robert B. Zoellick, introduced a number of people of color who expressed their support for the lawsuit. One was a South African farmer, TJ Buthelezi, who is exceptionally well travelled. In the last couple of years Buthelezi has been brought not just to Washington but to Brussels, Pretoria, St Louis, Philadelphia and London for GM promotionals. He was also at the World Summit on Sustainable Development in Johannesburg, where he took part in the fake parade....
Unlike Chengal Reddy, Buthelezi is a real farmer -- just not the kind of farmer he is made out to be. Buthelezi is exhibited as a "small farmer" leading a "hand-to-mouth existence", or a "small farmer struggling just at the subsistence level," as the head of USAID put it when introducing him to US congressmen. In fact, with two wives and more than 66 acres, Buthelezi is one of the largest and wealthiest farmers in his area, and Aaron deGrassi of the Institute of Development Studies suggests Buthelezi's accounts of his experiences with GM cotton might be embellished, since they are suspiciously similar to Monsanto press releases.”
