renu Mukherjee is a Paulson Policy Analyst at the Manhattan Institute. She is also a PhD student in American politics at Boston College where her dissertation will focus on affirmative action. At MI, her work will touch on a range of issues including education, affirmative action, public interest groups, and political and policy attitudes among racial and ethnic minorities in the United States – particularly Asian Americans.
Mukherjee’s recent contributions to City Journal include an analysis of Justice Lewis Powell’s opinion in the1978 Bakke case on affirmative actionand how it should inform the current affirmative action cases addressing evidence of discrimination against Asian American applicants to Harvard and the University of North Carolina. She has also written pieces with Professor Michael Hartney examining the electoral consequences of prolonged schools closures during the pandemic and the role that Asian American voters played in the recall of former San Francisco District Attorney Chesa Boudin.

I have a new Manhattan Institute report out with MI senior fellow and City College professor Dan DiSalvo. Here we analyze the pension trends in America's ten largest cities and potential relationships with what has come to be known as the urban doom loop--the phenomenon in which cities lose population, lose revenue, and lose services in a negative spiral. https://lnkd.in/gCHgjtg2

Stephen G. Brooks and William C. Wohlforth make a strong case here, but I think they actually understate one big and vexing issue for Beijing: energy security and the ramifications of pursuing it in the South China Sea.
While Brooks and Wohlforth dismiss the importance of energy resources in the SCS, writing that “the overall economic significance of the resources there–mainly fish–is tiny,” energy exploration is a core matter of regional concern, as Malaysia’s current friction with China shows. In recent years China has been harassing Malaysian offshore energy projects as far south as Borneo while engaging in illegal surveys of its own.
China’s confrontational posture towards littoral neighbors like Malaysia is indicative of an enduring disadvantage stemming from China’s Malacca dilemma, i.e., four-fifths of its oil imports pass through the bottleneck ing the Indian Ocean to the SCS. Moreover, it creates a liability in that it jeopardizes relationships with countries that find themselves caught in the middle of escalating great power competition.
Indeed, Southeast Asians are increasingly suspicious of China. In the ISEAS Yusof Ishak 2023 survey of researchers, businesspeople, gov't officials, and NGO representatives, more than two-thirds of respondents expressed worry about China's growing regional political and strategic influence. The insufficiency of China’s domestic oil and gas production and the precarious nature of its imports are drawing its energy exploration activities further and further afield and exacerbating its soft power deficit.
