He also handles election-related litigation, with an emphasis on defending initiatives and referenda against legal challenge. He received his A.B. and Sc.M. degrees in biology from Brown University, a Ph.D. in Biochemistry and Molecular Biology from Harvard University, and his law degree from New College of California. He was elected to the Board of Directors of East Bay MUD in 1990, representing Ward 3, and served on the Board from 1990-1994, and as Board Vice President in 1993 and Board President in 1994. He also served on the Board of Directors of the Association of California Water Agencies from 1992 to 1994.
