Election denial movement sets stage for chaos on Election Day and its aftermath
So-called election integrity activists are calling for Trump to declare martial law, mandate hand-counting of ballots, seize voting machines, and refuse to certify elections at a whim

The election denial movement has spent months trying and largely failing to subvert the midterms, and now some of its major figures are articulating their plans to attempt to disrupt the vote on Election Day and sow chaos in the weeks and months that follow.
Their proposals include calling for President Donald Trump to declare martial law, sending Immigration and Customs Enforcement or the military to polling places, forcing officials to count ballots by hand, demanding the federal government seize voting machines, and working to stop the certification of some elections.
The main figures pushing at least one or more of the above measures include former Trump adviser Steve Bannon, former Colorado county clerk Tina Peters, her lawyer Peter Ticktin, and conservative lawyer Cleta Mitchell, among other election denial and right-wing media figures.
These developments follow months of activity from right-wing media operatives who have pushed for the implementation of various anti-voting rights measures, many of which have been thwarted, have stalled, or never came to fruition. A MAGA media effort to convince Trump to declare a national emergency seems to be dead in the water.
Even as many of these pre-Election Day efforts have faltered, new conspiracy theories continue to emerge. Mitchell, who aided Trump’s efforts to overturn the 2020 election, has claimed without evidence that left-wing organizations are illegally harvesting ballots from nursing homes, for example.
But as the election draws near, some figures have set their sights on the day itself and what comes after.
Pushing for chaos on Election Day
Noncitizen voting is a vanishingly rare occurrence
Right-wing media figures in the election denial movement are pushing to make Election Day confusing and chaotic on the pretext of preventing noncitizen voting — a vanishingly rare occurrence.
Forcing hand-counts
Tina Peters, a hero to election deniers, and her lawyer Peter Ticktin, a personal friend of Trump’s, have been pressing Trump to attempt to force officials to hand-count ballots, sometimes instead of machines and sometimes in addition to them.
In July, Peters released a “100-Day Risk Mitigation Election Plan” that would require officials to “apply the ‘Bank-Teller Method’: independently hand-count every ballot for federal contests before certification and reconcile that count with the tabulator result.”
Then in August, Peters claimed the administration already had the “authority” to “issue immediate cybersecurity guidance and assistance to transition all counties to hand mark paper ballots,” and that Commerce Secretary Howard Lutnick had the duty to interfere in how states use voting machines.
Peters has also allegedly met with Trump on at least two occasions since her release from prison on election-related charges — once on June 30 and again on October 5.
Ticktin, meanwhile, has taken a slightly different approach recently, acknowledging that eliminating machines at this point is not feasible. On September 29, Ticktin said, “We could still have an order that requires — not hand-counting and get rid of the machines, because there’s no time for that — but let the machines do the count, but before the count — but then let us commandeer and get the ballots. If we have the ballots, we can count them ourselves.” He added that “it would be done after the election, but before certification."

Ed Martin is another proponent of this unnecessary and counterproductive measure. On Bannon’s War Room episode on October 6, Martin claimed that any election officials who want to “switch out your state and stop using the Chinese compromised machines, you can do it, and you can just ask [Department of Homeland Security Secretary Markwayne] Mullin for the money and he can help you pay for more people, pay for hand-marked paper ballots and counters and everything else.” He also noted that “Tina Peters met with Trump” recently.
Cleta Mitchell has long been on crusade to limit the use of voting machines, and, like Peters, has demanded that Lutnick interfere in state election processes based on an incorrect interpretation of an obscure federal regulation. Mitchell said that Lutnick should order “mandatory, pre-certification manual confirmation hand counts of ballots in 5% of the precincts and central count for each jurisdiction in the country.”
Stationing ICE and other federal officers or the military at polling places
Calls for ICE or other federal officers at polling places aren’t new — Steve Bannon has been making the demand since at least August 2025 and has continued to do so throughout the midterm election cycle — but they have become more widespread. As recently as August, Bannon said: “I think ICE agents belong at polling places."
Mike Davis, a frequent guest of Bannon’s, said on September 1: “I would have ICE agents and other federal law enforcement at every polling place across America. And that should only scare away noncitizens.”
YouTube streamer Tim Pool said in July that “at the bare minimum, we expect something like we will have federal law enforcement agency at polling locations in states that do not cooperate” with the Department of Homeland Security.
Jerome Corsi, former employee of Alex Jones, took an even more extreme line in calling for Trump to send the military to polling sites under the guise of a national emergency. “Donald Trump can take control of the elections,” Corsi said on September 12. “He can have the military or National Guard go in and make sure the elections are done legitimately.” Corsi claims to have been involved in drafting a proposed “national emergency” order.
Several other right-wing pundits have endorsed the idea of having ICE at polling places over the course of the year as well, including The Daily Wire’s Ben Shapiro, MAGA influencer Benny Johnson, Fox News’ Jesse Watters.

Declaring martial law and involving the military in recounts
Ticktin is the most vocal election denial activist to suggest that Trump invoke martial law after the midterms.
On September 19, Ticktin said during an appearance on Real America’s Voice, “Either we’re going to fix this thing before this election or we’re probably going to see martial law after this election.”
Then during an appearance on The Alex Jones Show on September 29, Ticktin said that if the election is “stolen from us because of their machines,” then Trump will “have to declare martial law.”
“I didn’t say declare martial law for the elections,” he added, “I’m saying in the event that the elections are stolen, what other options are there?”

A few other prominent figures in the election denial movement have also called for Trump to declare martial law. These voices include MAGA “prophet” Julie Green and Douglas Frank, one of Ticktin’s fellow travellers.
On September 15, Green claimed that an impending declaration of martial law would lead to the mass arrests of politicians, judges, and lawyers. “It’s not just an election. There has to be a political reset,” Green said, “During the martial law it will not just be politicians tried for treason. So will judges, AGs, lawyer, prosecutors, who are against this nation."
On August 22, Frank said of Trump, “I wouldn't be a bit surprised if he declares martial law and we have the National Guard come out and we have to redo the election.”
MAGA fantasies about involving the military after the election extend beyond these calls for martial law as well. Where Corsi wanted the military to take over election systems, others in the movement have called on the military to intervene in the counting or recounting of votes.
Seizing machines or ballots
Beyond suggesting the president declare martial law, Ticktin has concocted a plan for the government to seize ballots or election machines in order to “count them ourselves” and prevent supposed fraud. Ticktin predicted on Alex Jones’ show that Trump would “seize the machines” in order to protect himself from prosecution by the Democrats if they win the House and Senate.
QAnon influencer and election denier Juan O. Savin said in an interview streamed on Rumble that any election machines with foreign components could “be seized as evidence and investigated and canceled.” Savin pushed for Trump to delay the election, but argued, “If you need the public to turn their brains on and become engaged, don't pause it then. Let it run the distance and then go seize those machines” after the election is over.
Right-wing media figures have previously supported the seizing of election materials, such as when the FBI raided election offices in Fulton County, Georgia, and when Sheriff Chad Bianco seized 650,000 ballots in Riverside County, California. Real America's Voice host Wayne Allyn Root said of Bianco’s efforts, “I guarantee you he was going to find that all or most of them are filled with fraud and filled with illegal aliens,” and called the court’s order to return the ballots “a disgrace."
Trump himself has reportedly said that he “regretted not ordering the National Guard to seize voting machines in swing states after his loss in the 2020 election,” according to The New York Times.
Pushing for Trump to delay the election
Juan O. Savin is not the only figure who has suggested Trump delay the elections in order to investigate voting machines or other election infrastructure. In an interview with David Nino Rodriguez on Rumble, former Overstock.com CEO turned election conspiracy theorist Patrick Byrne called on Trump to “delay things."
Byrne's plan includes Trump putting former U.S. Agency for International Development employee Tim Meisburger in charge of elections countrywide and making it a one-day affair in which “you have to show an ID” and “there's no technology used.” He further suggested Trump “delays them and then puts this guy in charge of the election. And he could do a national security order, do something like that, and we could have an election like they run it in Burma.”

Demanding Trump or other officials not certify elections
In an early October interview, Juan O. Savin claimed Trump has indicated “that we're going to fight hard to not allow them to certify the election after the election for reasons that we raise between now and Election Day,” citing voting machines with foreign-made parts as the “reason."

Later in the interview Savin referenced Byrne's conspiracy theories on election machines (Byrne suggested Trump seize the machines following the 2020 election) and asked, “How can you certify a vote that was done with uncertifiable — uncertified machines?” Savin then reiterated, “So what's Trump going to do? He can't certify the election. He lets it go forward, and let's have the food fight after the fact."
What comes next when “the core belief of the MAGA movement is we won the 2020 election.”
The election denial movement has not accomplished many of the key goals it’s set for itself. The SAVE America Act has no apparent path to become law. Trump has yet to issue a national emergency declaration or an executive order to take control of state election systems. The administration’s many efforts to uncover supposedly widespread noncitizen voting haven’t produced any tangible evidence of its existence.
These are real losses, but Trump and his media allies remain dedicated to subverting elections in the United States. As Bannon recently said to CBS News, “The core belief of the MAGA movement is we won the 2020 election." That load-bearing lie continues to animate Trump’s movement, and there is no reason to believe that it will be any different on Election Day or in the days after.

AI Overview
Tim Meisburger, a Trump administration appointee assigned to oversee USAID operations alongside Elon Musk's Department of Government Efficiency (DOGE) team, explicitly called the Ebola outbreak a "scam." [1, 2]
According to congressional testimony delivered by Nicholas Enrich, the former acting assistant administrator for global health at USAID, Meisburger dismissed the active disease outbreak in Uganda as a "scam" simply because there had only been "one death" reported at that specific moment. [1, 2]
Key Facts Revealed in the Congressional Investigation
- The Context: In early 2025, President Donald Trump established DOGE, co-led by Elon Musk, to aggressively cut federal spending and dismantle agency budgets.
, 2]
- The Funding Freeze: As part of these sweeping cuts, the DOGE team heavily targeted USAID. Personnel were instructed to deprioritize monitoring, surveillance, and response activities for severe infectious diseases. [1, 2]
- The "Accidental" Cut: Elon Musk later made public headlines by admitting during a Cabinet meeting that DOGE had "accidentally canceled" global Ebola prevention programs. While Musk claimed the mistake was immediately fixed, internal whistleblowers and public health experts noted that the infrastructure remained broken. [1, 2, 3]
- The Internal Dismissal: When health officials tried to warn the newly installed leadership that Ebola has an incubation period and required immediate funding, Meisburger rejected the requests. [1, 2]
For deeper coverage on how these budget cuts altered international disease response, you can read the report published by Mother Jones or review the public health criticisms compiled by Fortune. [1, 2]

The current Ebola outbreak in the Democratic Republic of the Congo and Uganda is one of the largest in recent history. According to the US Centers for Disease Control and Prevention, there have been nearly 1,000 suspected cases and more than 200 suspected deaths. The disease is spreading quickly, and public health workers say they have struggled to contain it because funds for the US Agency for International Development and other aid efforts have been cut by the Trump administration.
The US State Department insists that President Donald Trump’s cuts did not contribute to the delayed response to the outbreak. Tommy Pigott, a spokesman, told the New York Timeslast week, “It is false to claim that the USAID reform has negatively impacted our ability to respond to Ebola.”
But in March 2025, Nicholas Enrich, then an acting assistant administrator for global health at USAID, testified before Congress that funding had been frozen, protective equipment could not be accessed, and an agency leader had characterized an Ebola outbreak in Uganda at the time as a “scam.”
Enrich told the US House Committee on Foreign Affairs that in February, his requests for funds to address Uganda’s ongoing Ebola outbreak had fallen on deaf ears. Tim Meisburger, who was then the head of USAID’s Bureau of Humanitarian Assistance, Enrich testified, “specifically noted that Ebola was a ‘scam’ because there had only been ‘one death.’” Enrich attempted to “explain that Ebola was still in an incubation period, and that we should see the response through,” but to no avail. Instead, he continued, his superiors decided to “deprioritize activities related to neglected tropical diseases, MPox, Polio, Ebola, and any monitoring and surveillance activities.”
Meisburger had previously made headlines in 2021, when he was serving as a deputy assistant administrator at USAID’s Bureau for Development, Democracy and Innovation. According to the Washington Post, he had told fellow staffers during a video call that the January 6 Capitol insurrection was caused by “a few violent people” and that “several million” others had been protesting peacefully. He was dismissed from his position after those comments came to light, but he was brought back into public office during Trump’s second term.
According to Enrich, the other high-ranking official present at his meeting with Meisburger was an assistant to the administrator for global health, Mark Lloyd, who also has a history of making controversial statements. When Lloyd was named USAID’s religious freedom adviser at the end of Trump’s first term in 2020, the Washington Post reported on Islamophobic comments he had previously made on social media, including calling Islam a “barbaric cult.”
As of June 2025, Meisburger had reportedly taken a new role with the Peace Corps, while Lloyd is still with USAID’s Bureau of Global Health. The agency did not immediately respond to a request for comment.
Around the same time that Enrich was meeting with Meisburger and Lloyd, SpaceX head Elon Musk, who was then leading Trump’s US Department of Government Efficiency, took to X to brag about gutting USAID. “We spent the weekend feeding USAID into the wood chipper,” he tweeted in February. “Could gone to some great parties. Did that instead.”

USAID and the Architecture of Perception
The United States Agency for International Development (USAID) has long portrayed itself as America’s humanitarian aid organization, delivering assistance to developing nations. With an annual budget of nearly $40 billion and operations in over 100 countries, it represents one of the largest foreign aid institutions in the world. But recent disclosures reveal its true nature as something far more systematic: an architect of global consciousness.
Consider: Reuters, one of the world’s most trusted news sources, received USAID funding for ‘Large Scale Social Deception’ and ‘Social Engineering Defence.’ While there’s debate about the exact scope of these programs, the implications are staggering: a division of one of the world’s most relied-upon sources for objective reporting was paid by a US government agency for systemic reality construction. This funding goes beyond traditional media support, representing a deliberate infrastructure for discourse framing that fundamentally challenges the concept of ‘objective’ reporting.
Source: USASpending.gov database
But it goes deeper. In what reads like a Michael Crichton plot come to life, the recent USAID revelations show a staggering reach of narrative control. Take Internews Network, a USAID-financed NGO that has pushed nearly half a billion dollars ($472.6m) through a secretive network, ‘working with’ 4,291 media outlets. In just one year, they produced 4,799 hours of broadcasts reaching up to 778 million people and ‘trained’ over 9,000 journalists. This isn’t just funding – it’s a systematic infrastructure of consciousness manipulation.
The revelations show USAID funding both the Wuhan Lab’s gain-of-function research and the media outlets that would shape the story around what emerged from it. Backing organizations that would fabricate impeachment evidence. Funding both the election systems that facilitate outcomes and the fact-checkers that determine which discussions about those outcomes are permitted. But these disclosures point to something far more significant than mere corruption.
These revelations didn’t emerge from nowhere – they come from government grant disclosures, FOIA requests, and official records that aren’t even hidden, just ignored. As my old friend Mark Schiffer noted the other day, ‘The most important truths today cannot be debated – they must be felt as totalities.’ The pattern, once seen, cannot be unseen. Some may question DOGE’s methods or the rapid pace of these disclosures, and those constitutional concerns deserve serious discussion. But that’s a separate conversation from what these documents reveal. The revelations themselves – documented in official records and grant disclosures – are undeniable and should shock anyone who values truth. The means of exposure matter far less than what’s being exposed: one of the largest narrative control operations in history.
No domain is untouched – markets, tech, culture, health, and obviously, media – and you’ll find the same design. Intelligence agencies are deeply embedded in each domain because shaping how we perceive reality is more powerful than controlling reality itself
Just as fiat currency replaced real value with declared value, we now see the same pattern everywhere: fiat science replaces inquiry with predetermined conclusions, fiat culture replaces organic development with curated influence, fiat history replaces lived experience with manufactured narratives. We live in an era of fiat everything – where reality itself is declared, not discovered. And just as they create artificial scarcity in monetary systems, they manufacture false choices everywhere else – presenting us with artificial binaries that obscure the true complexity of our world.
As Schiffer wrote elsewhere, reality no longer requires consensus, only coherence. But there’s a crucial distinction: real coherence emerges naturally across multiple domains, reflecting deeper truths that cannot be fabricated. The coherence imposed by perception management isn’t truth – it’s a controlled discourse engineered for consistency, not discovery. The USAID receipts now provide concrete evidence of how this manufactured coherence is built: a scripted reality where the appearance of logic is more important than actual substance.
This isn’t just pattern matching – it’s pattern prediction. Just as algorithms learn to recognize and anticipate behavioral patterns, those who understand this system’s architecture can see its next moves before they’re made. The question isn’t whether something is “true” or “false” – it’s understanding how information flows shape consciousness itself.
To understand how deep this goes, let’s examine their methodology. As Dr. :{SherriTenpenny and others have meticulously documented through FOIA requests and government grant disclosures, the pattern emerges through two primary vectors of control:}:
*Information Control:
- $34 million to Politico (which as Tenpenny notes, struggled to make payroll without this funding)
- Extensive payments to the New York Times
- Direct funding to BBC Media Action
- $4.5 million to Kazakhstan to combat “disinformation”
*Health and Development:
- $84 million to Clinton Foundation health initiatives
- $100 million for AIDS treatment in Ukraine
- Funding for contraceptive programs in developing nations
Cultural Programming:
- $20 million to Sesame Street in Iraq
- $68 million to the World Economic Forum
- $2 million for sex changes and LGBT activism in Guatemala
- Global cultural initiatives (millions spread across LGBTQ programs in Serbia, DEI projects in Ireland, transgender arts in Colombia and Peru, and tourism promotion in Egypt)
What emerges is not just a list of expenditures, but a blueprint for global reality architecture: From Kazakhstan to Ireland, from Serbia to Peru, from Vietnam to Egypt – there isn’t a corner of the world untouched by this system. This isn’t merely a distribution of resources, but a strategic infrastructure of global influence. Each allocation – whether to media outlets, health initiatives, or cultural programs – represents a carefully placed node in a network designed to shape perception across multiple domains. First, control the flow of information through media funding. Then, establish legitimacy through health and development programs. Finally, reshape social structures through cultural programming. The end goal isn’t just to influence what people think, but to determine the boundaries of what can be thought – and to do so on a planetary scale.
For those who’ve been studying the architecture of censorship, like Mike Benz has been documenting for years, none of this comes as a surprise. It’s perfect symmetry: we knew about the censorship. Now we’re seeing the receipts. One hand feeds them talking points, the other hand feeds them our taxpayer dollars. This isn’t speculation; it’s documented fact. Even Wikipedia’s own funding database contains over 45,000 reports tied to USAID – many detailing corruption, media influence, and financial manipulation. The evidence has always been there, but it was ignored, dismissed, or buried under the very fact-checking apparatus USAID funds. These weren’t crackpot theories; they were warnings. And now, we finally have the receipts.
And it doesn’t stop at controlling information. USAID isn’t just shaping media portrayals – it’s funding the systems that enforce them. Last week, Benz broke a bombshell: USAID gives twice as much money ($27 million) to the fiscal sponsor of the group controlling Soros-funded prosecutors than Soros himself gives ($14 million). This isn’t about one billionaire’s influence – it’s about state-backed enforcement of scripted accounts. The same network that dictates what you can think is dictating who prosecutes crime, what laws are enforced, and who faces consequences.
Source: Wikileaks
USAID’s influence isn’t just about funding media control—it extends to direct political interference. It didn’t just send aid to Brazil – it funded censorship, backed left-wing activists, and helped rig the 2022 election against Bolsonaro.
Former State Department official Benz revealed that the agency waged a “holy war on censorship,” systematically suppressing Bolsonaro supporters online while bolstering opposition voices. Millions flowed to NGOs pushing leftist framing, including the Felipe Neto Institute, which received US funding while Bolsonaro’s allies were deplatformed. USAID also bankrolled Amazon-based activist groups, financed media campaigns designed to manipulate public opinion, and funneled money into Brazilian organizations that pushed for stricter internet regulations.
This wasn’t aid – it was election interference disguised as democracy promotion. USAID used American tax dollars to decide Brazil’s future, and it likely deployed similar tactics in many other countries – all under the guise of humanitarian assistance.
And it’s not just abroad. While USAID’s defenders claim it’s a tool for charity and development in poor nations, the evidence suggests something much more insidious. It’s a $40 billion driver of regime change overseas – and now, evidence points to its involvement in regime change efforts at home. Alongside the CIA, USAID appears to have played a role in the 2019 impeachment of Trump – an illegal effort to overturn a US election using the same tools of perception sculpting and political engineering it deploys abroad.
Left vs right, vaxxed vs unvaxxed, Russia vs Ukraine, believer vs skeptic (on any topic) – these false dichotomiesserve to fragment our understanding while reality itself is far more nuanced and multidimensional. Each manufactured crisis spawns not just reactions, but reactions to those reactions, creating endless layers of derivative meaning built on artificial foundations.
The real power isn’t in manufacturing individual facts, but in creating systems where false facts become self-reinforcing. When a fact-checker cites another fact-checker who cites a “trusted source” that’s funded by the same entities funding the fact-checkers, the pattern becomes clear. The truth isn’t in any individual claim – it’s in recognizing how the claims work together to create a closed system of artificial reality.
Take the vaccine debate for example: The pattern manifests before the explanation – people passionately debate efficacy without realizing the entire framework was constructed. First, they fund the research. Then they fund the media to shape the narrative. Even skeptics often fall into their trap, arguing about effectiveness rates while accepting their basic premise. The moment you debate ‘vaccine efficacy,’ you’ve already lost – you’re using their framework to discuss what is, in reality, an experimental gene therapy. By accepting their terminology, their metrics, their framing of the discussion itself, you’re playing into their constructed reality. Each layer of control is designed not just to influence opinions, but to preemptively structure how those opinions can be formed.
Like learning to spot a staged photo or hearing a false note in music, developing a reliable bullshit detector requires pattern recognition. Once you start seeing how narratives are constructed – how language is weaponized, how frameworks are built –it changes the lens with which you view the whole world. The same intelligence agencies embedding themselves in every domain that shapes our understanding aren’t just controlling information flow – they’re programming how we process that information itself.
The recursive theater plays out in real time. When USAID announced funding cuts, BBC News rushed to amplify humanitarian concerns with dramatic headlines about HIV patients and endangered lives. What they didn’t mention in their reporting? USAID is their top funder, bankrolling BBC Media Action with millions in direct payments. Watch how the system protects itself: the largest recipient of USAID media funding creates emotional propaganda about USAID’s importance while obfuscating their financial relationship in their reporting.
Source: Lindsay Penny (left), BBC website (right)
This institutional self-defense illustrates a crucial pattern: organizations funded for reality construction protect themselves through layers of misdirection. When presented with evidence, the fact-checking apparatus funded by these same systems springs into action. They’ll tell you that these payments were for standard “subscriptions,” that programs promoting gender ideology are really just about “equality and rights.” But when USAID awards $2 million to Asociación Lambda in Guatemala for “gender-affirming health care” – which can include surgeries, hormone therapy, and counseling – those same defenders conveniently omit the details, blurring the line between advocacy and direct intervention. The very organizations funded for social architecture are the ones telling you there is no social architecture. It’s akin to asking the arsonist to investigate the fire.
Like characters in a grand production, I watch old friends still trusting in institutions like the New York Times. Even this exposition becomes a potential node in the system – the very act of revealing the mechanics of control might itself be anticipated, another layer of the recursive theater. In my earlier work on technocracy, I explored how our digital world has evolved far beyond Truman Burbank’s physical dome. His world had visible walls, cameras, and scripted encounters – a constructed reality he could theoretically escape by reaching its edges. Our prison is more sophisticated: no walls, no visible limits, just algorithmic containment that shapes thought itself. Truman only had to sail far enough to find the truth. But how do you sail beyond the boundaries of perception when the ocean itself is programmed?
Sure, USAID has done some good work – but so did Al Capone with his soup kitchens. Just as the infamous gangster’s charity work made him untouchable in his community, USAID’s aid programs create a veneer of benevolence that makes questioning their larger agenda politically impossible. Philanthropic window-dressing has long been a tool for power players to shield themselves from scrutiny. Consider Jimmy Savile: a celebrated philanthropist whose charity work granted him access to hospitals and vulnerable children while he committed unspeakable crimes in plain sight. His carefully cultivated image made him beyond reproach for decades, just as institutional benevolence now serves as a protective layer for global influence operations. The true function of organizations like USAID isn’t just aid – it’s social architecture, mind shaping, and the laundering of taxpayer dollars through an intricate web of NGOs and foundations.
This layered deception is self-reinforcing – each level of manufactured reality is protected by another level of institutional authority. These institutions don’t just dictate stories; they shape the infrastructure through which narratives are disseminated. For what it’s worth, I believe most tools themselves are neutral. The same digital systems that enable mass surveillance could empower individual sovereignty. The same networks that centralize control could facilitate decentralized cooperation. The question isn’t the technology itself, but whether it’s deployed to concentrate or distribute power.
This understanding didn’t come from nowhere. Those who first sensed this artificiality were dismissed as conspiracy theorists. We noticed the coordination across outlets, the strange synchronicity of messaging, the way certain stories were amplified while others disappeared. Now we have the sales receipts showing exactly how that manipulation was funded and orchestrated.
I know this journey of discovery intimately. When I started understanding the dangers of mRNA technology, I went all in. I connected with the incredibly talented filmmaker Jennifer Sharp and helped with Anecdotals, her film about vaccine injuries. I was ready to tether my whole identity to this cause. But then I started zooming out. I began seeing how Covid might have been a financial crime designed to usher in central bank digital currency. The deeper I looked, the more I realized these weren’t isolated deceptions – it was part of a larger system of control. The very fabric of what I thought was real began to dissolve.
What disturbed me most was seeing how deeply programming relies on mimicry. Humans are imitative creatures by nature – it’s how we learn, how we build culture. But this natural tendency has been weaponized. I’d present friends with peer-reviewed studies, documented evidence, historical connections – only to watch them respond with verbatim talking points from corporate media. It wasn’t that they disagreed – it was that they weren’t even processing the information. They were pattern-matching against pre-approved chronicles, outsourcing their thinking to “trusted experts” who were themselves caught in the same web of manufactured perception. I realized then: none of us knows anything for certain – we’re all just mimicking what we’ve been programmed to believe is authoritative knowledge.
The challenge isn’t just seeing through any single deception – it’s understanding how these systems work together in complex, non-linear ways. When we fixate on individual threads, we miss the larger pattern. Like pulling a thread on a sweater and watching it unravel, eventually you realize there was no sweater in the first place – just an intricately woven illusion. Just as a hologram contains the whole image in each fragment, every piece of this system reflects the larger blueprint for reality construction.
Consider the $34 million to Politico – this isn’t just a funding stream, but a holographic reveal of the entire system. It’s not merely that Politico received money; it’s that this single transaction contains the entire blueprint of perception management. The payment itself is a microcosm: struggling media outlet, government funding, narrative control – each element reflects the whole. This recursive system protects itself through layers of self-validation. When critics point out media bias, fact-checkers funded by the same system declare it ‘debunked.’ When researchers question official accounts, journals funded by the same interests reject their work. Even the language of resistance – ‘speaking truth to power,’ ‘fighting disinformation,’ ‘protecting democracy’ – has been co-opted and weaponized by the very system it was meant to challenge.
The Covid story epitomizes this systemic manipulation. What began as a public health crisis transformed into a global experiment in narrative control – demonstrating how rapidly populations could be reshaped through coordinated messaging, institutional authority, and weaponized fear. The pandemic wasn’t just about a virus; it was a proof of concept for how comprehensively human cognition could be engineered – a single node revealing the true scope and ambition of discourse manipulation.
Think about the cycle: American taxpayers unknowingly funded the crisis itself – then paid again to be deceived about it. They paid for the development of gain-of-function research, then paid again for the messaging that would convince them to accept masks, lockdowns, and experimental interventions. The system is so confident in its psychological control that it doesn’t even bother hiding the evidence anymore.
As I’ve documented in my Engineering Reality series, this framework for consciousness management runs far deeper than most can imagine. USAID’s revelations aren’t isolated incidents – they’re glimpses into a vast system of social design that has been in operation for decades. When the same agency funding your fact-checkers is openly paying for ‘social deception,’ when your trusted news sources are receiving direct payments for ‘social architecture,’ the very framework of what we consider ‘real’ begins to crumble.
We’re not just watching events unfold – we’re watching reactions to artificial events, then reactions to those reactions, creating an infinite regression of derivative meaning. People form passionate positions about issues that were constructed, then others define themselves in opposition to those positions. Each layer of reaction fuels the next phase of steered consensus. What we’re witnessing isn’t just the spread of manufactured realities, but the architecture of cultural and geopolitical trends themselves. Artificial trends spawn authentic reactions, which generate counter-reactions, until we’ve built entire societies responding to carefully orchestrated theater. The social engineers aren’t just steering individual beliefs – they’re reshaping the very foundations of how humans make sense of the world.
These revelations are just the tip of the iceberg. Anyone paying attention to the depth and depravity of the corruption knows that this is only the beginning. As more information emerges, the illusion of neutrality, of benevolence, of institutions acting in the public interest, will crumble. No one who truly engages with this information is walking away with renewed faith in the system. The shift is only happening in one direction – some faster than others, but none in reverse. The real question is: what happens when a critical mass reaches the point where their foundational understanding of the world collapses? When they realize that the records shaping their perception were never organic, but manufactured? Some will refuse to look, choosing comfort over confrontation. But for those willing to face it, this is not just about corruption – it’s about the very nature of the reality they thought they inhabited.
The implications are staggering not just for individual awareness, but for our very ability to function as a republic. How can citizens make informed decisions when reality itself has been splintered into competing manufactured tales? When people discover that their most deeply held beliefs were shaped, that their passionate causes were scripted, that even their cultural interests and tastes were curated, that their opposition to certain systems was anticipated and designed – what remains of authentic human experience?
What’s coming will force a choice: either retreat into comfortable denial, dismissing mounting evidence as “right-wing conspiracy theories,” or face the shattering realization that the world we thought we inhabited never actually existed. My research over the past few years points to far more nefarious activities yet to be revealed – operations so heinous that many will simply refuse to process them.
As I wrote about in “The Second Matrix,” there’s always the risk of falling into another layer of controlled awakening. But the greater risk lies in thinking too small, in anchoring ourselves to any single thread of understanding. The USAID revelations aren’t just about exposing one agency’s role in shaping reality – they’re about recognizing how our very thought patterns have been colonized by recursive layers of artificial reality.
This is the true crisis of our time: not just the manipulation of reality, but the fragmentation of human consciousness itself. When people grasp that their beliefs, causes, and even their resistance were shaped within this system, they are forced to confront the deeper question: What does it mean to reclaim one’s own mind?
But here’s what they don’t want you to realize: seeing through these systems is profoundly liberating. When you understand how reality is constructed, you’re no longer bound by its artificial constraints. This isn’t just about exposing deception – it’s about freeing consciousness itself from manufactured limitations.
The jig may be up on USAID’s reality architecture operation. But the deeper challenge lies in reconstructing meaning in a world where the very fabric of reality has been woven from artificial threads. The choice we face isn’t just between comfortable illusion and uncomfortable truth. The old system demanded validation before belief. The new reality requires something else entirely: the ability to recognize patterns before they’re officially confirmed, to feel coherence across multiple domains, to step outside the crafted game completely. This isn’t about choosing sides in their manufactured binaries – it’s about seeing the pattern architecture itself.
What does this liberation look like in practice? It’s catching the pattern of a manufactured crisis before it’s fully deployed. It’s recognizing how seemingly unrelated events – a banking collapse, a health emergency, a social movement – are actually nodes in the same network of control. It’s understanding that true sovereignty isn’t about having all the answers, but about developing the capacity to sense the web of deception before it solidifies into apparent reality. Because the ultimate power isn’t in knowing every answer – it’s in realizing when the question itself has been designed to trap you inside the manufactured paradigm.
As we develop this pattern recognition capacity – this ability to see through algorithmic manipulation – what it means to be human is itself evolving. As these systems of ideological infrastructure crumble, our task isn’t just to preserve individual awakening but to protect and nurture the most conscious elements of humanity. The ultimate liberation isn’t just seeing through the deception – it’s maintaining our essential humanity in a world of tightly controlled perception.
As these systems of reality sculpting crumble, we have an unprecedented opportunity to rediscover what’s real – not through their manufactured frameworks, but through our own direct experience of truth. What’s authentic isn’t always what’s organic – in a mediated world, authenticity means conscious choice rather than unconscious reaction. It means understanding how our minds are shaped while maintaining our capacity for genuine connection, creative expression, and direct experience. The most human elements – love, creativity, intuition, genuine discovery – become more precious precisely because they defy algorithmic control. These are the last frontiers of human freedom—the unpredictable, unquantifiable forces that cannot be reduced to data points or behavioral models.
The ultimate battle isn’t just for truth – it’s for the human spirit itself. A system that can engineer perception can engineer submission. But there’s a beautiful irony here: the very act of recognizing these systems of reality construction is itself an expression of authentic consciousness – a choice that proves they haven’t conquered human perception completely. Free will cannot be engineered precisely because the capacity to see through engineered reality remains ours. In the end, their greatest fear isn’t that we’ll reject their manufactured world – it’s that we’ll remember how to see beyond it.

Devex Newswire: Trump wants US Congress' seal of approval for aid cuts
What's on the chopping block in the Trump administration's $9.4 billion rescission request, and what’s going on with Gavi’s board?

The Trump administration has already taken it upon itself to gut U.S. foreign aid funding. Now, it’s asking the U.S. Congress to formalize some of the cuts.
Also in today’s edition: The conveyor belt of Trump officials continues.

Claws out
In U.S. politics, rescission is a wonky way of saying you’re clawing back previously approved but unspent government funds.
U.S. President Donald Trump has been targeting funds he deems wasteful and corrupt since coming into office — with foreign aid directly in his crosshairs. Now, he’s dropped a rescission package on Capitol Hill that, if passed, would codify the billions of dollars in aid cuts that he’s made, my colleague Elissa Miolene reports.
Republican House Speaker Mike Johnson says the rescission request, which totals $9.4 billion for fiscal 2024 and 2025, will eliminate billions of dollars in “wasteful foreign aid spending” at the State Department and USAID.
“Now, Congress must act,” the U.S. Office of Management and Budget posted on the social media platform X. “They have 45 days to codify these massive cuts to woke, wasteful, and weaponized spending via a simple majority vote.”
It seems that Johnson has enough Republican votes to get the package over the finish line in the House — but to pass, the rescission package also needs approval from the Senate.
Sen. Patty Murray, a Democrat from Washington, promptly pushed back. “[Trump] wants us to rip away lifesaving humanitarian aid, slash PEPFAR and other efforts to combat infectious diseases, and gut programs that enhance U.S. competitiveness, support American business, and counter the Chinese government’s influence,” she said in a statement. “No way.”
Republicans, however, control the Senate, though it remains to be seen if the sweeping package, which would deeply slash U.S. aid programs, will pass muster. Here’s a sampling of what’s on the chopping block:
• USAID’s fund to support countries’ economic development would lose nearly half its approved funding, a clawback of $1.7 billion out of $3.6 billion for fiscal year 2025.
• The State Department’s migration and refugee assistance fund would see $800 million of its already-appropriated $3.2 billion wiped out.
• And USAID’s international disaster assistance fund, which focuses on humanitarian response, is slated to lose nearly $500 million of $4 billion.

Notable departure
Tim Meisburger, a controversial Trump appointee who headed USAID’s Bureau of Humanitarian Assistance, has left the agency, telling staff last week that he would be transitioning to “a new position” with the U.S. Peace Corps, Elissa reports.

A comprehensive look at the day’s top global development breaking news, analysis, and opinion
Meisburger has been at the helm of BHA, as USAID was dismantled — and for a while, it was one of the last offices standing.
But last month, what little was left of BHA was transferred to the State Department’s Bureau of Population, Refugees and Migration, which is now being “substantially reorganized” to subsume humanitarian functions.
It’s unclear what plans Meisburger, himself a former Peace Corps volunteer, might have for the agency, which is potentially facing its own cuts and restructuring.
But in the meantime, he was quite effusive in his praise of USAID workers.
“I know that my time here has been a time of turmoil, and I didn’t get the chance to get to know many of you, but I want to close out my short period with you by stating how much I admire you,” Meisburger wrote in an internal email to staff. “Your quiet competence and professionalism in the midst of a hurricane not of your own making is astonishing, but perhaps should not be, given your calling.”
“When times were difficult for me, I looked to you for the inspiration I needed to press on,” Meisburger continued. “I wish you the best now, and in your future endeavors.”

Notable arrival
Controversy, concern, and questions seem to trail many Trump appointees when they join an organization. Will it be a boon to the organization, or a wrecking ball?
Gavi, the Vaccine Alliance is the latest such enigma.
The president’s requested budget would zero out U.S. contributions to Gavi. But shortly before it was sent to Congress, the White House nominated Mark Kevin Lloyd to join Gavi’s 28-member board, my colleague Sara Jerving reports.
Among the questions this raises: Why send someone to an organization you’re stripping of money?
For now, that question remains unanswered. In the meantime, however, Lloyd carries some interesting baggage.
Currently, the assistant to the administrator for the Bureau of Conflict Prevention and Stabilization and assistant to the administrator for global health at USAID, Lloyd worked in the first Trump administration as the agency’s senior adviser for international religious freedom. At the time, seven Democratic members of Congress wrote that Lloyd “demonstrated a historical pattern of prejudice against the Islamic faith and the Muslim population.”
More recently, some of Lloyd’s social media posts have focused on criticisms of abortion, opposition to LGBTQ+ rights, support for increasing deportations of “illegal aliens,” and a comparison of U.S. Democrats to Nazis.
Beyond Gavi, the budget request slashes global health programs that have long received American support, including family planning, reproductive health, neglected tropical diseases, and nonemergency nutrition.

Dangerous mix
The U.S.- and Israeli-backed Gaza Humanitarian Foundation to deliver food to Palestinians has been riddled with controversy over its short lifespan, including accusations of the Israeli military firing on Palestinians, allegedly killing dozens.
That’s why humanitarian aid and military operations don’t mix, argues Alexander Smith, a former USAID senior adviser with over 20 years of experience in global health, human rights, and international law.
“Blurring the lines between humanitarian aid and military operations, as is currently happening in Gaza, is not only illegal and unethical — it is also deeply ineffective, harmful, and puts civilians and aid workers at greater risk,” he writes in an opinion piece for Devex.
He accuses the GHF of being a “militarized, opaque, and ethically compromised aid system. From the outset, it was clear for many of us in the humanitarian sector that this model would undermine humanitarian principles, force mass displacement, and endanger civilians.”
That’s why neutral humanitarian groups, not armed security contractors, are needed, he adds. Otherwise, Smith predicts more death and suffering.
“Effective aid distribution requires local knowledge, credibility with communities, coordination with local groups, and expertise in logistics, mapping, and urgent health and supply needs. Just as I wouldn’t know how to operate field artillery, armed security contractors likely lack the training for effective aid delivery.”
Opinion: Why we don’t mix humanitarian aid with military operations
Forecast: Gloomy
The United Kingdom had previously announced a £500 million reduction in this year’s aid budget as it prepares for much deeper cuts in the coming years. But in a Parliamentary hearing yesterday, U.K. development minister Jenny Chapman admitted that the budget estimates for this year have had to be juggled again in order to create breathing room — which includes a switch of £480 million from the “core multilateral programs” budget to that of FCDO’s development finance institution, British International Investment.
Things also don’t look promising for the U.K.’s 2019 commitment to spend £11.6 billion on climate finance, as Chapman declined to confirm the government would stand by its promise — and said searching for any new climate funding would “be pretty fruitless if I’m completely honest with you.”

Sources at HQ have confirmed that Tim Meisburger will be appointed to a senior advisor role at HQ, starting Monday.
In 2017, Meisburger was appointed by the Trump administration as the Director of the Center for Democracy, Human Rights, and Governance (DRG) at USAID. He left in January 2021 following internal controversy over his remarks regarding the January 6 Capitol riot.
Meisburger returned to USAID in January 2025 as head of the Bureau for Humanitarian Assistance. In a closed-door meeting, he outlined a plan to dissolve USAID by September 30, 2025.
One can only speculate, given his track record, what his effect on Peace Corps will be. Sources expect his appointment to be announced this coming week.

Foreign-Aid Group Faces Reckoning over Support for DEI Ideology
National Review
Jimmy Quinn | June 19, 2024
After using divisive rhetoric about ‘whiteness,’ a powerful NGO faces a possible funding ban from Congress.
A House committee voted last week to block all U.S. government funding for a prominent foreign-aid organization that pushed diversity, equity, and inclusion (DEI) ideology and other left-wing talking points on race.
Long a fixture of the foreign-aid scene, the group, InterAction, convenes other powerhouses in the industry and argues on their behalf before government offices. Among its members are well-known aid groups, such as Save the Children, OxFam, and Habitat for Humanity.
Now its efforts to push a DEI-centered approach to race into foreign-aid work is posing a liability amid growing complaints that it is politicizing U.S. foreign-assistance programs. An amendment to the State Department and foreign-operations budget passed on June 12 by the House appropriations committee explicitly prohibits any of those funds from being diverted to InterAction, which has long received contracts from the U.S. Agency for International Development.
“American taxpayer dollars should not fund advocacy groups that politicize humanitarian aid. InterAction has demonstrated a clear pattern of using its influence to prioritize its own agenda over the needs of those it claims to help,” Representative Michael Cloud told National Review. Cloud was the author of the provision, which was also supported by the Republican Study Committee, the largest caucus of House Republicans.
“This organization operates within an ‘aid industrial complex’ that encourages a pay-to-play system, diverting much-needed resources from the needy to instead serve as a vehicle for implementing their radical social policies or propping up oppressive regimes.”
In an interview Tuesday, InterAction president Tom Hart suggested that the NGO is pivoting away from that DEI focus and trying to rebuild bridges with Republicans alarmed with the DEI push.
“Obviously, we were surprised and disappointed about the amendment,” he told National Review, emphasizing that he joined InterAction six months ago and is relatively new. “This organization is going through a new strategic planning exercise where we want to focus and we want to be more bipartisan.” He added that he spent 25 years at Bono’s ONE Campaign public-health initiative, “building bridges between right and left — successfully, I might add.”
InterAction also receives about $2.5 million in U.S. government contracts to carry out foreign-aid work and educational programs every year, Hart said.
InterAction’s work on infusing DEI principles into foreign-aid work drew attention from conservatives last year, after a Heritage Foundation report, by Tim Meisburger, a former USAID official in the Trump administration, highlighted its support of DEI ideology in foreign-aid work.
Meisberger cited a 2022 InterAction memo, “The DEI Compact: INGO Commitments Toward Greater Diversity, Equity, and Inclusion,” as a reason for concern. The Heritage report accused InterAction of using “typical Marxist language,” citing its invocation of concepts such as oppression, privilege, and “power structures of society.” “The DEI Compact” has since been taken down from InterAction’s website.
The Heritage report flagged another InterAction memo titled “Anti-Blackness & Racism,” which urges workers in the foreign-aid industry to confront racism. The report uses language common in left-wing activist circles, accusing aid workers of approaching their work with a “problematic white gaze.”
“Through this lens, the sector often places people of color, especially Black, Brown, and Indigenous people, against a model of whiteness — specifically, a whiteness rooted in the Global North — as the default or highest standard to strive toward,” it reads.
“Anti-Blackness & Racism” remains accessible on InterAction’s website, but Hart distanced himself from it, saying that the task force that produced it operated under prior administrations and is currently defunct. The program that published the paper on “whiteness” had ended before he arrived at InterAction, he added, but he was not sure whether it ended before or after Heritage issued its report.
“They’re trying to steer American taxpayer dollars to promote DEI, a woke climate agenda, and radical left wing foreign policy views,” Representative Kevin Hern, the chairman of the RSC, said in a statement. “Humanitarian aid should not be politicized, but that’s exactly what this organization is doing. We should not fund InterAction.”
In addition to InterAction’s advocacy for DEI, Republican congressional offices were troubled that the group lobbied against legislation that would block the U.S. from normalizing diplomatic ties with the regime of Bashar al-Assad in Syria and that would place sanctions on the Wagner Group. Hart said that he was not familiar with those efforts, which took place before he started at InterAction, and that it was his predecessor who had signed the letter protesting the Assad bill.
Hart said that he wants to rebuild his organization’s ties to conservatives. “There are a lot of disagreements between or among some conservatives and what InterAction has done in the past. . . . This is a moment for us to find common ground to move forward together to tackle the challenges that the world is presenting some of the most vulnerable people,” he said, adding that U.S. leadership on foreign assistance could boost America’s ability to compete with China.
It’s unlikely that Representative Cloud’s provision will survive through passage on the House floor, then consideration in the Senate, under the control of a Democratic majority.
Still, it may be a sign of where the winds are blowing for an industry that has unapologetically embraced left-wing talking points. InterAction’s embrace of DEI rhetoric reflects long-running trends in the foreign-aid realm, said Max Primorac, a former USAID official in the Trump administration and now a senior research fellow at Heritage.
“It is the first time that this industry — and, effectively, this is the foreign-aid-industrial-complex industry — is held accountable for its wacky and extremist social agenda that’s pushing through DEI.” Primorac said. He added that those efforts and the industry’s focus on abortion and “other things that have no place in foreign aid” don’t represent mainstream America and are “resented by those communities that we’re trying to help.”

Pete Marocco Keeps Trying to Prevent Bill Cassidy from Learning the Truth about USAID
March 3, 2025/by [emptywheel
There’s been an underlying tension throughout the five week DOGE effort to suffocate USAID (and with it, millions of people around the world).
After Trump halted foreign assistance, Republicans spoke up, often quietly; but John Cornyn did so publicly in a hearing, Jerry Moran did so as well (in part to support Kansas Ag markets), and Bill Cassidy did so on Xitter, demanding that lifesaving programs that Republicans have long supported be restarted.
Over and over again, Rubio and others insisted that they had reversed course and restarted life-saving programs.
But both in court filings and anonymous leaks, people who have previously implemented USAID’s work (virtually all have been put on leave or ousted) disputed that the programs had been restarted.
That led to this intemperate comment from Rubio, in which he claimed that if humanitarian programs had not been restarted, it was because their organizations themselves were incompetent.
“Right now, there is no USAID humanitarian assistance happening,” a current USAID official in the humanitarian division said. “There are waivers put in place by Secretary Rubio for emergency food assistance and a number of other sectors, but they are a fraud and a sham and intended to give the illusion of continuity, which is untrue.”
The official also slammed the waiver as unclear and largely unactionable because staff has been furloughed, as Elon Musk’s Department of Government Efficiency seized control of the agency.
“There is no staff left anymore to actually process waiver requests or to move money or to make awards or to do anything,” that official added. “We’ve ceased to exist.”
Secretary of State Marco Rubio on Tuesday pushed back on nongovernmental organizations saying aid programs remained paused despite the waiver.
“I issued a blanket waiver that said if this is lifesaving programs, OK — if it’s providing food or medicine or anything that is saving lives and is immediate and urgent, you’re not included in the freeze,” he said. “I don’t know how much more clear we can be than that.
“And I would say if some organization is receiving funds from the United States and does not know how to apply a waiver, then I have real questions about the competence of that organization, or I wonder whether they’re deliberately sabotaging it for purposes of making a political point,” Rubio added.
Since then, USAID has twice silenced people continuing to debunk Rubio’s claim to have restored humanitarian care.
On February 13, USAID released a memo purporting to correct a “false narrative,” “clarifying that Global Health (GH) programming under the lifesaving humanitarian waiver has continued uninterrupted and was never paused” — effectively an order to adhere to the lie that Marco Rubio’s order had actually restored care.
Then, on Friday, USAID retaliated against the truth once again.
After the Acting Assistant Administrator for Global Health, Nicholas Enrich, issued a memo describing that such aide has never been restored, he was placed on paid leave.
The memo itself presents a detailed timeline of the various ways that aide was stalled and identifies a large number of specific documents where he memorialized each step of the process (the NYT, in its story on Enrich’s suspension, describes obtaining “a series of memos,” and I assume about five other outlets did too; it detailed and released a different memo cataloging likely impacts).
It details specific ways DOGE interfered with the release of lifesaving funds by restricting access to the financial systems needed to process waivers.
From the start, the Programs Group alerted Agency leadership that the lack of access to funds for implementing partners was a critical impediment to the ability to implement the waiver, as access to USAID financial systems (GLAAS and Phoenix) had been completely turned off by DOGE, per Bob Kingman and Daniel Gaush from Department of State ICASS Service Center, preventing the flow of any funds to implementing partners who were approved to implement LHA activities.
It describes how Christian nationalist Pete Marocco personally intervened to ensure that the Ebola relief Elon Musk claimed had been restored could not be restored if doing so involved the World Health Organization.
On February 18th, A-AA Enrich shared an action memo with Mark Lloyd recommending the utilization of an existing agreement with the WHO to utilize previously obligated funds to access a critical stockpile of PPE and lab supplies to support the Uganda Ebola outbreak response. While the activities would normally be covered in the regular process for the lifesaving humanitarian assistance waiver, this memo was drafted for approval from State/F Director Pete Marocco, given that the implementing partner of the agreement is WHO, the subject of a separate Executive Order. Mark Lloyd cleared the memo on Feb. 19th and it was sent forward for COS Borkert clearance and DFA Pete Marocco signature. COS Borkert specified that DFA Marocco would not sign the memo and would not agree to utilizing the agreement with WHO to access the PPE stockpile, and instead ordered A-AA Enrich to “pick up the PPE and deliver it to the necessary people and organizations in the region to respond to ongoing infectious disease outbreaks” without utilizing the agreement with WHO. DFA Marocco immediately responded to Borkert’s email, threatening to the jobs of GH staff if an alternate plan was not carried out immediately, directing political appointees Borkert, Lloyd and Meisburger to “take all necessary personnel actions in the event this is not completed in the next 12 hours.”
It continues the explanation of what happened with Ebola: six days later, political appointees specifically deprioritized getting Ebola funding (and that for other “neglected tropical diseases”) restarted.
On February 24, in an effort to move forward approvals and payments, the GH leadership team (A-AA Enrich and DAA Coles) walked through each waiver request with political leadership (Mark Lloyd and Tim Meisburger) in an effort to move forward approvals and payments. Political leadership provided guidance instructing GH to narrow the focus of its requests and to deprioritize activities related to neglected tropical diseases, Mpox, polio, Ebola, and any monitoring and surveillance activities, as those would not be approved.
Then, when State shut down virtually all foreign aide last week, they shut down (inadvertently, they claimed later) Ebola programs along with everything else.
Additionally, on February 26th, over 5,000 USAID awards were terminated globally; GH was not notified of this action before it happened. The terminated awards included almost all of the awards that were needed to implement lifesaving activities. A-AA Enrich informed COS Borkert, SBO Jackson, and AtAs Lloyd and Meisburger immediately of the grave impacts on lifesaving activities related to malaria, tuberculosis, and ebola. In an email following the February 26th terminations, DCOS Borkert indicated that the awards that were terminated should not have been, and had been terminated in error: “Please hold on these life saving programs and let us review in the morning. There is an acknowledgement some may have been sent out in error and we have the ability to rescind. We need to identify what those are.” [my emphasis]
The memo even details the genesis of the earlier, February 13 memo:
On February 13th, A-AA Enrich and Senior Deputy Assistant Administrator (SDAA) Julie Wallace were told by DCOS Borkert that there had been a false narrative spread in the media that GH had been told to pause on approving activities under the LHA waiver. A-AA Enrich stated that the Agency FO had in fact told GH to pause on further approvals, and reminded him of the previous day’s email. DCOS Borkert as well as other senior advisors, including AtA Tim Meisburger and Senior FO Advisor Laken Rapier shouted at A-AA Enrich that there had never been a pause, and instructed him to immediately draft another Info Memo to correct the “false narrative in the media that there had ever been a pause.”
On February 13th, GH circulated the memo from AtA Mark Lloyd “performing the duties of Assistant Administrator, Global Health” which among other things, reiterated GH’s approach to approval of waivers per the earlier February 4th memo.
While agency leadership previously told GH to only include requests for 30 days (articulated in the February 4th memo), GH was subsequently asked to shift to the original 90 days as articulated in the original waiver language. This was updated in the February 13th memo. [my emphasis]
As a whole, it provides this summary of who is responsible for preventing lifesaving programs from being sustained: political leadership and DOGE.
USAID’s failure to implement lifesaving humanitarian assistance under the waiver is the result of political leadership at USAID, the Department of State, and DOGE, who have created and continue to create intentional and/or unintentional obstacles that have wholly prevented implementation. These actions include the refusal to pay for assistance activities conducted or goods and services rendered, the blockage and restriction of access to USAID’s payment systems followed by the creation of new and ineffective processes for payments, the ever-changing guidance as to what qualifies as “lifesaving” and whose approval is needed in making that decision, and most recently, the sweeping terminations of the most critical implementing mechanisms necessary for providing lifesaving services. These actions individually and in combination have resulted in the U.S. Government’s failure to implement critical lifesaving activities. This will no doubt result in preventable death, destabilization, and threats to national security on a massive scale. This memo serves to document the LHA waiver process and challenges encountered by the Bureau for Global Health to date, excluding PEPFAR.
In other words, Nicholas Enrich documented everything that had happened in spite of Rubio’s public order, and he was ousted.
While it’s not surprising, it’s not entirely clear whether there’s a specific reason he was ousted. That is, it’s not clear to me which facts people like Pete Marocco are trying to suppress:
- The specific actions taken by DOGE to thwart Rubio’s order.
- Marocco’s own specific complicity with decisions that will lead to the deaths of millions.
- The sheer amount of advance warning that political leadership got
- Rubio’s possible lack of involvement in things that Marocco has told courts he was personally involved in, which I wrote up here
But I can’t help but notice that Rubio responded to demands from Republican Senators that life-saving programs be restarted. And State has spent a good deal of time since then trying to hide the ways that people at USAID and State — people like Marocco and DOGE — directly undermined all efforts to do what Rubio assured Republican Senators was being done.
Are they trying to hide that people reporting to Rubio have directly undermined his order, the real insubordination that Marocco has blamed on USAID staffers? Or are they trying to hide that Rubio’s order was always a lie?
Whichever it is, Senators who were placated by Rubio’s past public claims are now on notice. They were lying to you. And while they were lying to you, food and medicine was spoiling and people were dying.

Trump appointee at U.S. foreign aid agency out after minimizing Capitol riot
Tim Meisburger, a mid-level appointee at USAID, will be ‘away from the office until further notice,’ staffers were told.

The Trump appointee at America’s top foreign aid agency who minimized last week’s riots at the Capitol in remarks to employees on Tuesday will no longer be at the agency “until further notice,” according to an internal memo sent on Wednesday and obtained by The Washington Post.
Tim Meisburger, a deputy assistant administrator at the U.S. Agency for International Development’s Bureau for Development, Democracy and Innovation, told staff during a video call on Tuesday that the riots at the Capitol last week were the work of “a few violent people” and that “several million” others were protesting peacefully for electoral reform.
Audio of departing Trump appointee describes Capitol riot as largely peaceful, led by ‘a few violent people’
Meisburger’s description of the Capitol riots is contradicted by multiple videos, which show scores of people pushing their way into the building and attacking several police officers, including one who was beaten with a flagpole. More than 60 people have been arrested in connection to the storming of the Capitol. Five people died, and 56 Washington, D.C., police officers were injured.
On Wednesday, USAID staffers received a short memo telling them that Meisburger would be “away from the office until further notice,” according to an internal message obtained by The Post. The memo went out to all USAID staffers. Filling Meisburger’s role on an acting basis and effective immediately is Donald Chisholm, a career Foreign Service officer at USAID.
In addition, Rick Guy, Meisburger’s deputy and USAID’s acting director for democracy, rights and governance, will also be away indefinitely, staffers learned in the notice. On Tuesday afternoon, Guy, who is also a Trump appointee, wrote a lengthy email to USAID officials repeating false claims of election fraud in Georgia and accusing the news media, election officials and a voting machine company of working to steal an electoral victory from President Trump. Guy’s email to staffers, which was obtained by The Post, was first reported by Devex.
A USAID spokeswoman did not immediately respond to a request for comment, including questions on whether Meisburger and Guy had been fired. Meisburger and Guy also did not immediately respond to requests for comment.

Former Overstock CEO Patrick Byrne was one of Trump’s wealthiest election deniers. He has some big plans for the 2022 midterms.
Byrne is fast becoming one of the most important donors in conservative politics.
Maggie Severns
Domestic Policy Reporter
July 28, 2022
Hours before then-President Donald Trump sent his infamous late-night tweet on Dec. 19, 2020, encouraging supporters to come to Washington, D.C., on Jan. 6, where it would “be wild,” he met privately in the Oval Office with three key supporters: Attorney Sidney Powell, former national security adviser Michael Flynn and — somewhat improbably — Patrick Byrne, the former CEO of Overstock.com.
This was Byrne’s first meeting with the president, but theories he professed about the 2020 election being stolen had caught the attention of Trump allies like Powell. In an hourslong meeting marked by shouting and insults, according to testimony later provided to Congress, Byrne and his allies urged the president to seize voting machines, which he has argued publicly were “hacked” by the company Dominion using fraudulent software developed for former Venezuelan president Hugo Chávez. (This claim has been widely debunked by fact checkers.)
Hear more from Maggie Severns about this story:
Until recently, Byrne has flown under the radar in national politics despite his ties with Trump, a large following on social media and spending big on the Arizona election audit. Today, he is focused not just on the 2020 election but on those ahead: Byrne funded a major poll-watching effort last year for the Virginia gubernatorial race, which was a success for Republicans and has launched a campaign to monitor the upcoming midterms in swing states.
“If I’m correct about the hackability of this election — if, in fact, what I say is true — then the insurrection was November 3rd,” said Byrne, who spoke with Grid on the phone and via text message. “We’re just trying to expose it.”
While not well known among the general population, the Jan. 6 congressional hearings raised Byrne’s profile and documented him as part of the pivotal Dec. 18 meeting. Former Trump aides testified they were shocked the meeting, which lasted for hours, was happening at all.
“First of all, the Overstock person, I didn’t know who this guy was. Actually, the first thing I did, I walked in, I looked at him and I said, ‘Who are you?’ And he told me,” former White House counsel Pat Cipollone recalled during a taped deposition. “I don’t think any of these people were providing the president with good advice, and I didn’t understand how they had gotten in.”
Via text message, Byrne did not deny the meeting was contentious but maintained the actions he requested would have been a “very quick” investigation. “Not commando SEAL teams breaking through walls,” Byrne added.
Despite former Trump advisers rejecting Byrne’s beliefs, he is emerging as one of the most influential donors in conservative politics and a folk hero among Trump supporters.
Elected leaders appear to be hearing Byrne’s message. According to a text message exchange obtained via public records request by the group American Oversight, Byrne had offered to stop to meet with Texas Secretary of State John Scottwhen he was crossing the country in his private jet the following day.
“I would be honored to land wherever you are in Texas and come see you and share a pot of tea,” wrote Byrne.
“I would love to visit with you tomorrow afternoon or another day if more convenient,” Scott texted back.
A contentious meeting at the White House
It’s unclear why the 59-year-old ex-CEO has chosen to insert himself into the heart of Trump’s Republican Party. He told New York Magazine he’s spent $20 million into efforts to question the outcome of the 2020 election, including more than $3 million on the Arizona election audit alone, according to the leader of the Arizona Senate’s election review. Byrne insists he has taken up the cause of “election integrity” because he is convinced America’s election system is in peril, and he has spent months and millions of dollars bankrolling investigations in various states and even producing his own documentary on the subject. Critics say he is promoting fake ideas that undermine democracy and do little for elections except continue to motivate the MAGA base.
“This is a message that some parts of the GOP like to just keep sending out to fire up their base,” said Paul Smith, senior vice president at the nonpartisan Campaign Legal Center. “Talk about a new ‘election integrity’ project is as much a way of keeping everybody involved, and interested, and upset, and angry as it is maybe a practical effort.”
The Dec. 18 meeting was what one lawmaker described as the “craziest” of the administration. White House aides pleaded with Trump to accept that there was no evidence of election fraud, regardless of his friends’ claims about Venezuelan meddling and other unfounded ideas.
“What they were proposing, I thought, was nuts,” testified former White House senior adviser Eric Herschmann.
Byrne maintains parts of the meeting are different from what has been previously reported. He said he laid out a strategy in which Trump would use past executive orders to instigate an investigation into the election that could have involved seizing voting machines but could also have been significantly less intrusive. “I am the one who spoke up and laid out the options,” Byrne said. Trump expressed interest in a less intrusive investigation that did not involve seizing voting machines or utilizing military personnel, he added. Powell did not respond to a request for comment for this story, nor did a lawyer representing Flynn.
When the meeting adjourned after midnight, Trump chose his side. “Statistically impossible to have lost the 2020 Election,” he tweeted. “Big protest in D.C. on Jan. 6. Be there, will be wild.”
It’s one of several moments during the weeks that immediately followed the election that Byrne surrounded himself with people who would be crucial to efforts to overturn the election results.
Byrne, who began raising the idea that the election could be stolen well before Nov. 3, spent time analyzing the results in South Carolina with Powell, Flynn and Trump ally and lawyer Lin Wood, who owned the property where they met and unsuccessfully tried to bring a lawsuit challenging the election results in Georgia. The group set up camp in Wood’s living room with whiteboards and laptops, Wood said.
According to a recent interview he gave with the far-right Epoch Times, Byrne helped fly a group of people from Texas to Washington, D.C., in December for a pro-Trump rally timed with the Electoral College’s certification of the election. Unbeknown to him, Byrne said, three people on the flight were affiliated with the Proud Boys.
In the weeks following the election, Byrne paid for flights for people to travel to Georgia and to Antrim County, Michigan, to investigate potential fraud brought on by Dominion voting machines. A report from the investigation — which was debunked by the state of Michigan — helped spread the notion that Dominion voting machines caused false election results. Dominion later sued Byrne, along with Powell and entities such as the conservative site Newsmax, for defamation; in court Byrne has denied any wrongdoing or violation of the law. (“I am confident in my position,” Byrne said of the lawsuit. “One of which is that their claims are rather fuzzy.”)
Patrick Byrne has dedicated himself to MAGA causes
Along with My Pillow founder Mike Lindell, Byrne is one of few business executives who has openly embraced the movement to deny the 2020 election results.
Byrne led Overstock for 20 years before resigning in 2019 after disclosing he’d had a romantic relationship with Russian spy Maria Butina, who tried to infiltrate Republican circles in the lead-up to the 2016 election. Byrne claimed, and continues to maintain, that he was working on behalf of the FBI to stymie Butina, but outside evidence hasn’t emerged to show whether that’s the case.
By Byrne’s own account, he has become involved with a range of pro-Trump causes beyond his initial push to investigate the 2020 election.
He helped fund the ReAwaken America Tour, which has drawn crowds of thousands of people skeptical about covid-19 and the 2020 election to hear speakers including Charlie Kirk, Eric Trump, and often Byrne and the Flynn brothers. He has claimed to support various groups in Florida that have fought against critical race theory. And he has said he is helping fund lawsuits brought by John Paul Mac Isaac, the Delaware laptop store owner who allegedly stumbled on a laptop left behind at the shop by Hunter Biden.
Byrne has also donated at least $88,000 to the Conservatives for Election Integrity PAC, a group allied with the America First Secretary of State Coalition, which supports pro-Trump candidates who, if elected, would have crucial influence over how state elections are administered.
Scaling the Virginia model
Last year, Byrne poured money into Virginia’s off-year gubernatorial election — and believes he honed a valuable model for volunteer election poll-watching and oversight that he can use in the months ahead.
Fairfax County, Virginia, was at the center of the effort, steered by people including Byrne, former Trump lawyer Cleta Mitchell and Leon Benjamin, a conservative politician now running for Congress. Byrne declined to say how much money he put into backing a group started by Benjamin, Virginians for America First.
Byrne and others believe they are improving elections — but election workers warn their work to monitor elections sows confusion and weighs down election workers. Republican efforts to monitor the Virginia election last year funded by Byrne created a “hostile environment” for workers, said Scott Konopasek, a longtime election administrator who served as director of elections in Fairfax County.
“I’ve been doing this for almost 30 years and in four states. I did eight presidential elections. There is nothing like this,” Konopasek told Grid.
Konopasek said the number of people and requests coming into his office made it more difficult to administer the election, even with one employee working full time to respond to public records requests. Starting in July 2021, he said he had numerous requests from people to “observe” parts of the election process and an observer was in his office nearly every day.
It’s not unusual for people to observe parts of the election process, and Konopasek said that in the past he’d seen it as an opportunity to teach about democracy. But the goodwill he’d seen from observers in past elections “has not been exhibited” by the new poll watchers, who appeared convinced Fairfax County was doing something wrong.
“They just overwhelmed us. It was almost like a DNS attack,”Konopasek said.
Byrne maintains his work is not malevolent. “Our research shows 83 percent of Americans consider ‘election integrity’ a high priority issue. The American people think something, they understand it if only latently, and they are absolutely correct,” he said.
Byrne plans to replicate last year’s work in Virginia across the country.
Along with the Flynn brothers, Byrne launched a project he calls “Operation Eagles Wings” earlier this year during a CPAC conference in Florida. The effort will target nine swing states: Arizona, Florida, Georgia, Illinois, Michigan, Pennsylvania, Texas, Virginia and Wisconsin.
Byrne has hired Mark Loyd, a former Virginia elections worker and longtime Tea Party activist, and Tim Meisburger, who along with Loyd served in the Trump administration at the U.S. Agency for International Development. Expanding the “Virginia Model,” Byrne said, entails training volunteers who will work reaching out to low-propensity voters, serving as election poll watchers, observing the elections process and monitoring absentee ballots.
“2022 offers us the opportunity to repeat a Virginia-type victory all around the nation,” Byrne told Grid in a text message.
What’s next …
What happened in Virginia and Arizona may be just a preview for 2022 and 2024.

Co-founded by multimillionaire conspiracy theorist Patrick M. Byrne — the former Overstock.com CEO who aggressively promoted the false claim that the 2020 presidential election was stolen from Donald Trump — the America Project is a far-right MAGA group that describes its mission as “election integrity.” But critics of Byrne andAmerica Project advisers like Roger Stone and Michael Flynnhave been stressing that their real goal is voter suppression and voter intimidation. And Byrne is obviously willing to spent a lot of his money to suppress votes: Byrne, according to The Guardian, says he has donated almost $3 million to the America Project’s Operation Eagles Wings drive.
The Guardian’s Peter Stone reports that the America Project “has begun a self-styled ‘election integrity’ driveto train activists in election canvassing and poll-watching, sparking fears from voting rights watchdogs about voter intimidation.” According to Peter Stone, the American Project’s Operation Eagles Wings drive is focusing on “eight states,” including Arizona, Michigan and Pennsylvania, which Trump lost, plus Texas and Florida, which he won.”
Byrne is among the MAGA Republicans who has been the target of a defamation lawsuit from Dominion Voting Systems. In late 2020, Byrne promoted the false claim and bogus conspiracy theory that Dominion’s voting equipment was used to steal votes from Trump and give them to now-President Joe Biden.
The events that followed the 2020 presidential election were unprecedented in U.S. history. Trump was first U.S. president to lose an election by over 7 million votes, falsely claim that he didn’t, and try to overthrow the democratic election results — and he did all that with the help of Byrne, veteran GOP operative Roger Stone, former National Security Adviser Flynn and others who have promoted the Big Lie. Flynn is so nakedly authoritarian that after Trump lost the election, he urged him to declare martial law in order to stay in the White House.
“Voting rights advocates have voiced sharp criticism of Operation Eagles Wings, calling it a ‘sham,’ given the roles of Stone, Flynn, Byrne and others, and warning that it could lead to voter harassment at the polls and suppress legitimate votes,” Peter Stone reports in a Guardian article published on July 7. “To lead the fledgling operation, the America Project recruited Tim Meisburger, an ex-Trump official in the U.S. Agency for International Development. Meisburger left the agency abruptly under a cloud in mid-January 2021 after a video surfaced of him falsely informing staffers that the Capitol attack was mostly peaceful except for ‘a few violent people’ and that ‘several million’ people were demonstrating peacefully for election reforms.”
The Guardian reporter adds, “Overall, the America Project has boasted that its total funding is greater than $8m, including donations from Byrne, the ex-chief executive of Overstock.”
Sean Morales-Doyle, acting director of the voting rights program at New York University Law School’s Brennan Center for Justice, is vehemently critical of the America Project and its Operation Eagles Wings drive.
Morales-Doyle told The Guardian, “Michael Flynn and Roger Stone have repeatedly proven themselves to be enemies of democracy…. While it is not clear what exactly they will ask their election reform activists to do, their claimed pursuit of ‘election integrity’ is a sham, aimed instead at undermining public faith in our elections and setting the stage for future attempts to subvert the will of the people. The conspiracy theories they espouse would be laughable if they weren’t so dangerous.”
Peter Stone notes that Flynn and Roger Stone “were in the vanguard of Trump loyalists promoting falsehoods about Joe Biden’s 2020 win.”
“In mid-December 2020, for instance, Flynn suggested on the conservative network Newsmax that Trump could use the military to ‘rerun the elections’ in several key states that Trump falsely claimed were rigged — and a few days later, he attended a White House meeting with Trump, Byrne and other allies, where more wild schemes were discussed,” Peter Stone notes. “(Roger) Stone spoke at a pro-Trump rally on 5 January, and the next morning, was at the Willard Hotel, which Trump loyalists had used as a base for plotting ways to overturn the election, accompanied by several Oath Keeper bodyguards — some of whom participated in the Capitol assault and now face criminal charges.”

America Project, founded byPatrick Byrne, General Flynn andJoe Flynn, is a 501c4 non-profit dedicated to election integrity, is expanding its staff to include a key Trump Administration political and policy veteran.
Tim Meisburgeris a democracy and governance specialist who spent many years overseas developing and managing elections and democratization programs in autocracies and emerging democracies. He is a 30-year veteran of election integrity and was appointed by the Trump Administration as Director of the Center for Democracy Rights and Governance (DRG) for the US Agency for International Development (USAID). As Director of the DRG, Tim spearheaded the Agency’s response to Chinese human rights abuses and oversaw the development of a strategic response to the growing ideological and information conflict with China and Iran.
Prior to joining USAID, he worked for the Asia Foundation for 20 years; and before that for the UN, the OSCE, and as a consultant in Africa, Asia and Eastern Europe. His technical expertise includes elections assessment (including public opinion surveys and qualitative research), program development and management, civic and voter education, civil society strengthening, legal and regulatory reform, election systems, sustainable election administration.
Tim’s decades long experience in managing elections, and helping citizens of autocratic countries in their struggle for democracy, gives him a unique perspective on the election integrity issues we face today in America. His papers, policy analysis and commentary on these subjects have been published in dozens of publications around the globe.
“I was attracted to TAP because of its focus on empowering people to participate in the democratic process. I believe that, with many of our formal institutions corrupted, only the people themselves still have the ability to restore integrity and credibility to our damaged election processes. At TAP, we have the resources and can develop the tools to help ordinary citizens re-establish transparent and credible election processes, and I’m proud to have the opportunity to participate in that effort.” said Meisburger.

meisburger appears to have been sharing his views on the election results on a personal Twitter account, writing on Saturday: "Hilarious. The media perpetrated hoax after hoax designed to influence the election in 2018 and 2020, and actively censored my political party, and we are supposed to accept in when THEY call the election? Never!!!"
