YIKES Martz-Written-Testimony

STATEMENT TO THE DELIVERING ON GOVERMENT EFFICIENCY SUBCOMMITTEE OF THE UNITED STATES HOUSE OF REPRESENTATIVES Hearing on Playing God with the Weather – A Disastrous Forecast September 16, 2025 CHRISTOPHER A. MARTZ

cmartz@cfact.org 1. INTRODUCTION I would like to thank the Chairwoman, Ranking Member and subcommittee for hosting this hearing on weather modification and geoengineering, and for giving me the opportunity to testify before you and provide my perspective, as a meteorologist, on this highly contentious issue. My name is Chris Martz; I am a meteorologist and policy analyst for the Washington, D.C.-based Committee for a Constructive Tomorrow (CFACT). CFACT is a nonprofit, public policy think tank that was founded in 1985 to promote a free-market perspective on climate, environmental and energy policy. My role at CFACT involves a number of responsibilities: I write op-eds, I do media, and am responsible for writing the monthly climate fact-check. Currently, I am in the planning stages of developing an online climate database for CFACT’s Climate Depot, which will include interactive charts, graphs and tables that will be easily accessible to the general public

In May, I graduated from Millersville University of Pennsylvania with my Bachelor of Science (BSc) degree in meteorology and minor in emergency management. With that, my testimony will primarily focus on two important things: 1. Distinguishing airplane condensation trails from “weather modification” (e.g., cloud seeding) and “geoengineering,” particularly solar radiation modification (SRM) proposals to counteract global warming. 2. Why SRM in particular should be prohibited given the uncertainties about its effects on both the environment and life on Earth, as well as some uncertainties regarding global warming and climate change. 2. CONDENSATION TRAILS

...

...The IPCC’s “best estimate” of ECS is 3.0°C with a range of 2°C to 5°C (IPCC AR6, Ch. 7).[36] However, some studies (e.g., Lewis & Curry, 2018; Scafetta, 2021; Lewis, 2022; Spencer & Christy, 2023; Lewis, 2025) have estimated ECS to be much lower than the IPCC's best estimate.[37] [38] [39] [40] [41]

Given this spectrum of uncertainty about climate change, the science is far from being settled, especially on the most consequential matters. These disagreements need to be resolved in the scientific literature before governments try to, much less consider, intentionally altering the atmospheric radiation balance with novel technologies that potentially have a whole host of negative impacts on human health; the ozone layer; and terrestrial, aquatic and marine ecosystems. The cure might be worse than the disease. This concludes my testimony

Videos generated by artificial intelligence (AI) circulating on social media appear to show catastrophic damage and sharks swimming in a Jamaican hotel pool in the wake of Hurricane Melissa’s landfall on Tuesday.

The Category 5 hurricane tore through the Caribbean this week, killing at least 50 people in Jamaica, Cuba and the Dominican Republic, according to multiple reports. Viral videos generated through AI reportedly added to the hysteria, fueling panic and confusion in viewers, according to the Associated Press.

“I am in so many WhatsApp groups and I see all of these videos coming. Many of them are fake,” Jamaica’s Education Minister Dana Morris Dixon said on Monday. “And so we urge you to please listen to the official channels.” (RELATED: At Least 54 Dead After Hurricane Melissa Slams Caribbean)

Melissa is reportedly the largest to hit Jamaica and one of the strongest storms on record in the Atlantic, according to multiple reports. The storm destroyed structures and homes across the Caribbean, though some AI-generated videos show additional, fabricated damage, including a devastated Kingston airport in Jamaica, according to the AP.

Though some legacy media reports note the extremity and devastating losses of the storm, others highlight how climate change may have primed the region for a monster storm, amplifying extreme weather narratives. The 2025 Atlantic hurricane season has featured several major hurricanes, though it ranks slightly below average in the number of hurricanes, according to E&E News.

Some scientists, including meteorologist Chris Martz and the July Department of Energy (DOE) climate report, have noted that it is unreasonable to link climate change to a rise in extreme weather events, including hurricanes.

The DOE report states that it is “naive” to assume that extreme weather events like hurricanes or tornadoes are caused by human impacts on the climate. Additionally, it notes that “most types of extreme weather exhibit no statistically significant long-term trends over the available historical record.”

Notably, corporate media outlets panned the DOE report all while being quick to link the Texas flooding in July to climate change as well as President Donald Trump’s policies — a narrative that several meteorologists disputed.

In light of Hurricane Melissa, many climate change arm-wavers have been eager to point out that 8 of the top 15 strongest North Atlantic hurricanes (by barometric pressure) have occurred within the last 20 years and 10 of them have been within the last 40. This, they say, is incontrovertible proof that hurricanes are becoming stronger. However, if we also look at the top 15 strongest U.S. hurricane landfalls, ten of them occurred before 1970 and 11 of them occurred more than 30 years ago. Only four have been recorded in the last 20 years and just one has been in the last five. What this discrepancy tells us is that tropical cyclone intensities in the past are significantly underestimated because:

The intensities of U.S. landfalling hurricanes while they were out over open water are unknown before the mid-1960s (when satellite monitoring began). The majority of tracks before 1966 are are incomplete and where there is data, little is known about storm wind speed or barometric pressure. Any tracks you can find are pretty much guesswork from very sparse ship data and reports from islanders. Many storms, including category fives, never make landfall. It is very likely at least two dozen remain unaccounted for missed between 1851 and the 1960s in the Atlantic due to the lack of satellite data. There is a good chance that if we had complete data, the chart on the left would look very different. It is also highly probable that stronger hurricanes have hit the U.S. during that time. South Florida was largely unpopulated before 1900, so it is extremely likely that the chart on the right could also look different had one skirted up through the Keys or hit present-day Miami.

Here's my story. I have been studying climate change for over six-years, and became so interested in it that I decided to pursue a meteorology degree which I complete next year. When I first embarked on this journey, I started out as a casual believer in the mainstream narrative. I wouldn't have called myself a “climate doomer” per se, but if not that, I was certainly an alarmist. I thought that climate change was a very serious problem. I was worried about the weather, thinking that it was more extreme than it has ever been in history. I thought that wickedly warm December in 2015 was unprecedented, living in blissful ignorance of the fact similarly mild Decembers occurred in 1889, 1932, 1964, 1965 and 1982.

I thought Hurricane Harvey was also unprecedented, not knowing that we have had far more intense hurricane strikes in the past such as Camille (1969) and Labor Day (1935). I was a total dork blindly accepting whatever was spoon-fed to me. Then one day, I came across my friend Tony Heller's YouTube channel. Soon after, Joe Bastardi's page. The two of them know our weather history better than anyone else and it's not even close. And, I sat down, I listened to what they had to say, and they put things into some much-needed perspective. I then, and only then, began to question what I was taught about the weather becoming more extreme as a result of carbon dioxide emissions.

Then I began to think for myself, I began to research. I didn't divert my thinking to other people, I dove headfirst into the data. Bought books, read through the literature (not the Washington Post headlines) and I educated myself. The weather we observe today is really no different than it was 30, 50 or 100-years ago and the coupled, non-linear ocean-atmosphere system is far more complex than many scientists make it out to be. The more I research, the less concerned I am. Sure, we impact the environment around us, and that includes the climate. But, this idea that we're in a “climate crisis” just isn't a scientifically supportable statement. The human condition has never been better than it is today, and that is largely thanks to fossil fuels. And, life without reliable and affordable energy such as oil and natural gas is cold, dark and short.

And, perhaps a more startling revelation is that most climate activists are Marxists masquerading as environmentalists. They advertise as being “green” on the outside, but in reality, they are red on the inside. Watermelons, if you will. It wasn't apparent to me at first, but through my interactions with these green energy scammers on this platform and in real life, I've come to find that the entire movement is just smoke and mirrors for an authoritarian agenda that my values do not align with. I made the mistake of thinking that these people had a common goal of finding truth by means of the scientific method.

I gave them an inch, they demand a mile. There's no meeting in the middle with these people. They are champions of DEI until it comes to diversity of opinion. They're disgusting, vile and dangerous. Ever since becoming vocal about my position, I have faced threats from hundreds of climate activists. They write into my university emailing my professors trying to get me kicked out before I finish my undergraduate degree. They engage in extortion trying to get me to absorb back into the fold, or else they'll make sure my career is ruined. They've been unsuccessful, and I'm not concerned. But, it just goes to show the lengths these people will go to in order to achieve the outcome they want.

They see me, a 21-year-old college student, as a threat to their house of cards. They don't like that someone so young can see through their buIIshit and is actively educating young people on these matters. If there is anyone out there who is on the fence on the issue, I encourage you to keep an open mind. Get your information from a wide array of sources and follow people with differing perspectives, and form your own educated conclusion. But, remain open to new ideas. I am told that my judgement is clouded, but my views changed upon a second close examination of the data. I encourage others to do the same.

Don’t miss what’s happening

Hi Mike.

The Antarctic ice sheet contains ~26.5 million km³ of ice, which works out to ~24.3 million gigatons (Gt) of ice, using the conversion factor that the mass of 1.0 Gt of ice = 1.091 km³ of ice.

Now, given that 1.0 Gt of ice = 1.0 billion tons and the ice sheet contains https://x.com/MikeHudema/sta/MikeHudema/status/1800866157022290015

Since reliable data collection began 1851, there have been a total of 28 hurricanes that have made landfall in Florida at either the same or a higher intensity than Milton (954 hPa).

Of that subset, 17 occurred more than 60-years ago. Three of the top

Bet y’all didn’t know this.

36 U.S. states set their “all-time” August monthly high temperature records before 1965. Of those, 33 were recorded prior to 1950.
