opportunity. My reasons for this position are: (1) As of now there
is no accepted explanation for increases and decreases in ozone
layer depths over the past 35 years; and (2) the health and
biological effects of increased UV exposure have been grossly
misrepresented.
The ozone depletion theory, of course, maintains that man's
use of chlorofluorocarbons (CFCs) is causing a thinning of the
earth's protective ozone layer allowing more ultraviolet radiation
to reach the surface. This in turn is said to increase the skin
cancer risk to millions around the world. However, there is little
proof to substantiate either of these two tenets.
Regarding ozone loss, computer models have failed to
demonstrate any reliability whatsoever. There has indeed been a
slight decline in global ozone levels, probably due to sunspot
activity and natural dynamics in the atmosphere, but in no way has
this decline paralleled the computer model calculations. This, in
fact, has been noted by NASA's Dr. Robert Watson who stated: "[our
models] do not predict that ozone decreased the way it did over the
Northern Hemisphere during the past 17 years," and also by NASA's
Dr. James Anderson who said, "We don't know much of
anything...We've confused computer models of the atmosphere with
the real thing. We're making huge extrapolation based on nothing
but models, and models are often wrong."
The original 5% decline in ozone, predicted from the continued
use of Freon, was estimated to cause a 14% increase in skin cancer
incidence. For the U.S. this would mean an increase from about
600,000 to 685,000 new skin-cancer cases per year. But between
1979 and 1993, our ozone levels did drop by 5% and has anyone
noticed the intolerable effects this was supposed to produce. Of
course not, because such an increase in UV is merely the equivalent
of each of us moving 70 miles south of our present homes -- hardly
a dangerous thing to do.
The public has been misled to an even great extent in that the
possible beneficial consequences of increased UV have been
consistently ignored. For land vertebrates (including man), the
only natural source of vitamin D required to metabolize calcium
into bone is from the action of solar UV on the oils in the skin.
Shortages in vitamin D during the growing years can lead to the
very serious disease of rickets in youth or to osteomalacia in
later life.
In the U.S., it is estimated that 20 to 25 million people now
suffer from osteomalacia. Among these there are over twice as many
bone fractures per year (typically on the femur or spine) as there
are new cases of skin cancer per year. Theoretically, an increase
in UV exposure would alleviate this condition. At least two other
diseases, namely colon and breast cancer, have also been reported
with incidences inversely related to exposure to sunlight.
To be sure, environmental groups, the media, and United
Nations organizations have been concerned about the issue of ozone
depletion. But let us hope the new incoming Congress has the willingness

to cut through any cloud of emotion that might be shadowing this issue and remove our nation from the ill-founded
mandates of the Montreal Protocol.
Dr. Ellsaesser, a CFACT advisor, is a participating guest
scientist at the atmospheric science division of the Lawrence
Livermore National Laboratory (retired).

November, 1996}}
