I became involved as the Legal Representative for David Green in 1993 as a matter of pure coincidence. After the passing away of David Green under unusual circumstances, my legal representation was refiled with the authorities and approved as the ‘Attorney - in – Fact’ for the deceased estate of DG. I am a private individual and do not work for any government or sub-division thereof. Since then I have acquired substantial knowledge on the issuance of the B-Series bonds and the involvement of the deceased. Initially I received constructive assistance from both the Bureau of Public Debt and the Federal Reserve even to the point where there was preparation of a statement of affairs. In 1994 I filed a Freedom on Information and Privacy Act request and the results of the Appellate Review response indicated the extreme sensitivity, harm and reprisal that might result with the disclosure of information. I then prepared a Deed of Release and filed this with my law firm, Carlton Fields, with the intention that it be submitted to the Bureau of Public Debt. This process was about to be activated when I was contacted by various eminent individuals from previous Administrations who dissuaded me from this course of action.
The database provides a comprehensive picture of the circumstances surrounding the issue of this CUSIP, involving the communications networks of the political parties, which interlock, with the boards of trade unions, businesses and the financial sector. My material shows how the business and financial community, through its interlocking directorships or corporations and banks have terminal collection points in every nation. Also how this was clearly evident from the 1974 Bilderberg Conference in France six months after the October War and the oil price rise where credit was due to the emergence of transitional forces for constructive handling of a wide range of economic and monetary reforms. (Half a dozen knowledgeable people had managed in effect to set the world’s monetary system working again).
My material discusses the involvement in this issue of Bonds of (amongst others) the Crown Agents, American Bankers Association, Bankers Association for Foreign Trade, Securities Exchange Commission, Department of Treasury, Department of Commerce, Department of State, Central Intelligence Agency, Export-Import Bank, Federal Reserve System, Goldman Sachs & Co, Lazard Freres & Co, Lehman Brothers Inc, Dillon, Read & Co, Hambros PLC, American South African Investment Co Ltd, Shearman & Sterling, Private Export Funding Corporation, Continental Illinois Trust Company of Chicago, First National City Bank (Citibank NA, Chase Manhattan Corp, Bank of New York Co Inc, Bankers Trust New York Corp, Pittsburgh National Corp, Charter New York Corp & Irivng Trust Co, Bank America Corporation, Rainier Bancorporation, European American Bank, The Saudi Joint Commission, The Trilateral Commission and Aramco. My material shows the existence between 1968 and 1975 of a pre-determined plan for the issuance of these Bonds (912810BU1 1975/2005 8 ¼ %) and provides a complete analysis of all portfolio holders to date. Of particular relevance is the White Weld / Merrill Lynch merger, Credit Suisse First Boston, Crown Agents / White Weld and the Saudi Arabia Management Agency. Triangular relationship between Crown Agents, Continental Illinois of Chicago and the Franklin National. Daniel K. Ludwig group of companies, John L. Notter, Swiss American Investment Corp, European American Holdings, Credit Suisse White Weld, Jean Carttier, European American Bank Corp / Franklin National Bank
The European leg not included in this report is General Banks SA/NV, Kleinwort Benson PLC, Dresdner Bank AG and RCM Capital Management , Travelers Group, Rothschild Nominees, Edgar de Picciotto, ABN Amro and HSBC ( Note: acquisitions and Republic Bank of New York ).
No analysis can be complete without mentioning Bernie Cornfeld, Meyer Lansky / Sam Giancna, Michele Sindona - the Franklin National Bank and Fasco A.G (International Holding Co)., Licio Gelli, Robert Vesco, Bernie Cornfield (I.O.S.), Roberto Calvi, Nugan Hand and BCCI as large movers of funds in the early 70’s – therefore these corporations and individuals are also documented. (See file index for details – (not discussed in this summery)
The economic restructuring must be understood in the context of tri-lateral consensus and success required pragmatic solutions on a global scale. This summary will outline the pattern of events and the synergy of interlocking boards.
The focus is essentially on the developments, which led to the establishment of Private Export Funding Corporation (PEFCO), possibly the most powerful private organisation in the world. The period 1968 –1975 is the foundation of Modern History and the database has been brought forward to date.
In 1972, after Nixon promised “a favourable climate for oil,” the Campaign to Reelect the President (CREEP), together with Attorney General John Mitchell’s secret “Finance Committee,” collected at least $5 million in illegal cash donations from the oil companies.
The oil producing exporting countries may have disliked being told by the rest of the world what to do with their riches. The quintupling of the oil price by 1975 that stepped up their spending on internal development was as a result of a predetermined plan, which was executed and abused by the commercial sector from 1970’s.
FISCAL INFORMATION FOR TREASURY BONDS ISSUED IN 1975
A full fiscal and legal analysis of the David Green Treasury Bonds is on file, but for the purpose of this report, I have prepared the following brief summary:-
The results of the Auction, May 09th 1975, as confirmed by the Secretary of Treasury that a total of $1.6B was issued at the average yield price of 99.45 at 8 ¼ % interest per annum. Maturity schedules for the amount issued and amount outstanding is incorrectly recorded in various Treasury Bulletins on debt schedules available from the Library of Congress and Security Displays from Bloomberg. The amount recorded as outstanding for 2005 is $4224MM.
There are 17 CUSIPS under one CUSIP number 912810 BU1 (ISIN 912810 BU17 -
TOTAL $147 400MM). Bechtel received a twenty year construction project, totalling approx. $140B, for Rhiyad and other internal developments beginning 1975 – 1980. The B-Series Bonds as reflected in the fiscal Rules and Regulations refer specifically to issues 1975 – 1980. They are Discretely callable 120 days from Issuer, in other words, individual and distinct in nature. There are no maturity schedules for thirty-year Treasury Debt at 8 ¼ % outstanding beyond 2005.
My analysis confirms that 15 CUSIPS are allocated to institutional holders (see document index), and the claim exists against two additional amounts of $4224MM held privately in governmental agency accounts (BU1 is BU2 and visa versa thus BU2 is the mirror image of BU1). DG declared that he was the owner of BU1. Col. W. Comee indicated that DG is the registered owner of 5 CUSIPS of the same number i.e. 912810 BU1.
The CUSIP number pertaining to the B-Series bonds is 912810 BU1 through to 912810 BU17 (total $147 400 billion). The Bonds were issued on 15 May 1975 and mature on 15 May 2005, interest 8.25%. The call date of 15 May 2000 is a
100 percent effective. Therefore redemption exchange – see Russian Agenda.
From the Bloomberg security display, there were 2 amounts outstanding of 4224MM, (that is, BU1 and BU2) but payable at maturity, 15th May 2005 is only one amount of 4224MM (?) Naturally special rules and regulations or arrangements apply to this issue.
The results of the bond auction, dated 8 May 1975, indicated that Treasury had accepted $0.75 billion of the $1.8 billion of tenders received and in addition, $0.85 billion of tenders were accepted at the average yield price from Government accounts and from Federal Reserve Banks for themselves as agents of foreign and international monetary authorities (total therefore $1.6 billion)
(Refer : Department of Treasury, Department Circular Public Debt Series – No. 15-75 May 2 1975 and Supplement to Department Circular, Number 15-75 issued by the Office of the Secretary, Department of Treasury on 09 May 1975.).
This is inconsistent with maturity schedules published in Treasury Bulletins as early as 1976.
(Refer: Table PDO-1 Public Debt Operations of the Maturity Schedule of Interest-Bearing Marketable Public Debt Securities Other than Regular Weekly and 52 – Week Treasury Bills Outstanding March 31, 1976 – total 2221mm; Table TSO-3 Treasury Survey of Ownership August 31, 1981 – total outstanding 4246mm and Table PDO-1 September 30, 1992 – total outstanding 4224mm.)
The Institutional holders in 1994 with BU1 and BU2, the amount is 147 400mm.
Treasury has also indicated that this CUSIP is a valid obligation and therefore accept that they will honour and exchange. The B-series bonds consists of bearer, book-entry and registered. Regarding hard copies of Treasury Bonds - the New York Fed reports that by the close of 1980, some 94% of the total outstanding marketable government securities, and about 99.5% of total outstanding federal agency securities, had been converted to computerised book-entry form. The Bureau of Public Debt claims they would not be familiar with the serial numbers on file, as there are no serial numbers in book-entry and have stated that the denominations are greater than was issued. They would also have no record of that which is maintained in the commercial sector. (Correspondence directed to Bankers Trust NY and the Federal Reserve Bank of NY and the lack of satisfactory response thereto and refer to 26 CFR1.471-5 Rev. Rul. 71-15 and 26 CFR1.1012-1 Rev Rul. 71-21 regarding BPD response.) (Note Deutche Bank / Bankers Trust acquisition 1999.) The Federal Reserve, Houston and Miami, were supportive in preparing a statement of affairs in 1993.
The Head of the Securities Division of the Federal Reserve in Miami, Richard Alfonso, confirmed ownership and registration but stated that the matter fell under the Privacy Act. In November 1993, I was due to receive the statement of affairs as authorised by the legal department of BPD, J. Kramerwilt, but due to David Green’s sudden demise under unusual circumstances, I was asked by the Claims Division of Treasury not to contact the Federal Reserve again. I was further advised to seek legal council in order to proceed. In 1998 the FRB New York referred application for premature redemption to BPD. Outstanding correspondence from Kramerwilt due May 2000 is the following:
1. Power of Attorney representation (filed bi-annually),
2. Receipt of fiscal information pertinent to the deceased,
3. Receipt of Application for premature redemption at par and accrued interest dated 3 November 1997 to FRB New York and Bureau of Public Debt, Division of Securities Operation (Application Format – PD 1782).
In 2000 I was advised that Allan Greenspan was under the impression that this claim has been mismanaged and was referred to the Pentagon.
