NEWS: Sen. Schiff, Reps. Neguse, McGovern, and Lee Introduce Constitutional Amendment to Overturn Citizens United
On Constitution Day, lawmakers resume push to ensure Congress and states can set reasonable limitations on political spending and influence by corporations on U.S. elections
Washington, D.C. — Today, U.S. Senator Adam Schiff (D-Calif.) and U.S. Representatives Joe Neguse (D-Colo.-02), Jim McGovern (D-Mass.-02), and Summer Lee (D-Pa.-12) introduced the Citizens Over Corporations Amendment, a proposed amendment to the U.S. Constitution that would overturn Citizens United v. FECand limit corporate influence and spending in American politics.
“The Supreme Court’s decision in Citizens United opened the door for corporations to pour billions of dollars of dark money into elections. This anonymous and unrestricted spending cripples transparency in the political process and weakens our democracy. Our amendment will keep big money out of politics and restore power where it should belong — with the American people,” said Senator Schiff.
“The time to confront political corruption and clean up government is now,” said Congressman Neguse.“The Citizens Over Corporations Amendment works to renew people’s faith in our democracy by ensuring transparency through campaign finance reform and preventing unrestrained spending and dark money in elections.”
“Elon Musk poured millions into electing Donald Trump and then used the influence he bought to fire federal workers, dismantle USAID, and strip health care from millions,” said Congressman McGovern. “Citizens United gives billionaires like Musk even more power to rig the system for the well-off and well-connected. That’s not a democracy—it’s an auction. I’m proud to support the Citizens Over Corporations Amendment, which will overturn Citizens United, get big money out of politics, and put power back where it belongs—in the hands of the people.”
“Some say the beginning of the collapse of our democracy was when the Supreme Court ruled in favor of Citizens United, giving the green light to corporations and billionaires to pour hundreds of millions into our elections and drown out the voices of everyday people. At the root of why we cannot make progress on so many urgent policies is a system where money speaks louder than people. The Citizens Over Corporations Amendment is about changing that. It is about putting power back where it belongs, with the people, so we can build a government that works for all of us, not just the wealthy few and their corporate interests,”said Congresswoman Lee.
Senator Schiff has introduced his constitutional amendment in the U.S. House of Representatives to overturn Citizens Unitedsince 2013 and has been a strong proponent of fixing America’s broken campaign finance system since he was first elected in 2000, after a race that was at the time the most expensive in the history of the House of Representatives. The first bill he cosponsored in Congress was the bipartisan McCain-Feingold Act to regulate the financing of political campaigns, which was later passed and signed into law.
The proposed Constitutional amendment will:
- Make clear the Constitution does not restrict the ability of Congress or states to set reasonable, viewpoint-neutral limitations on the raising and spending of money by candidates and others to influence elections
- Distinguishes between natural persons, corporations, or other artificial entities, including by allowing Congress or the State to prohibit such entities from spending money to influence elections
- Allow public financing of campaigns when states choose to enact such laws, which can restrict the influence of corporate or private wealth = public fund election
- Take further steps to protect the freedom of the press in the case of future campaign finance-related legislation
Earlier today, Senator Schiff and lawmakers rallied for Constitution Day to underscore the need to protect our democracy and curb influence by special interests on American politics. At the rally, Schiff highlighted his proposed amendment reversing the 2010 Supreme Court ruling that ended restrictions on corporate campaign spending, eliminating decades of legal precedent.
The Senator’s full remarks at the rally can be viewed.Schiff’s remarks can be downloaded here.
The bill is co-sponsored by U.S. Senators Jeanne Shaheen (D-N.H), Angus King (I-Maine), Peter Welch (D-Vt.), Sheldon Whitehouse (D-R.I.), Andy Kim (D-N.J.), and Cory Booker (D-N.J.).
The bill is endorsed by Citizens for Responsibility and Ethics in Washington, Democracy Defenders Action, Public Citizen, End Citizens United, People for the American Way, Common Cause, and Free Speech For People.
“Since the Supreme Court’s decision in Citizens United v FEC 15 years ago, unlimited and untraceable money has flowed from the pockets of corporations and the ultra-wealthy into political campaigns”,said Stuart McPhail, Director of Campaign Finance Litigation, Citizens for Responsibility and Ethics in Washington (CREW). “In the 2024 federal election cycle alone, over $2.7 billion was funneled through super PACs to various political campaigns. This dark money corrodes our democracy by allowing corporations and billionaires to hide their identities while greatly influencing elections and policy. CREW is proud to endorse the constitutional amendment introduced by Senator Schiff and Representatives Neguse, McGovern, and Lee to overturn Citizens United and ensure that the voices of average citizens are not drowned out by moneyed interests.”
“Democracy Defenders Action wholeheartedly endorses Sen. Adam Schiff and Reps. Joe Neguse, Jim McGovern, and Summer Lee’s constitutional amendment to overturn Citizens United,” said Virginia Canter, Ethics and Anticorruption Chief Counsel and Director, Democracy Defenders Action. “This crucial step will ensure that all Americans, not just the super-rich and corporations, have an equal voice in our elections–and true representation in our democracy.”
“Citizens United has turned our democracy into a government that serves the ultra-wealthy. Political spending by billionaires has surged an astonishing 160-fold since the 2010 Supreme Court decision, and working families are paying the price like never before as self-enriching politicians bankroll tax breaks for their biggest donors. Senator Schiff’s amendment is a bold and commonsense step to reclaim government for the people. We applaud his leadership to challenge the billionaire class, fight corruption in Washington, and get Big Money out of politics,” said Tiffany Muller, President, End Citizens United.
“Citizens United destroyed our nation’s safeguards against the undue influence of money in politics. For 15 years now, dark money has flowed freely, allowing the rich and powerful even more influence over our elections. This amendment is essential to preventing that continuing assault on the integrity of our elections. People For the American Way is proud to support this amendment as we work toward building a democracy truly of, by, and for the people,” said Svante Myrick, President, People For the American Way.
“The vast majority of Americans want the real voices of real people to matter more than the money that corporations and the super-rich funnel into our political system. The devastating Citizens United decision 15 years ago dramatically altered the landscape of our politics—unleashing a flood of cash and deepening the outrage that regular people feel at the inequities baked into our democracy. We must overturn this decision. Senator Schiff, and Reps. Joe Neguse, Jim McGovern, and Summer Lee have remained focused and continue pushing for a constitutional amendment to do just that. Public Citizen strongly supports their efforts,” said Lisa Gilbert, Co-President, Public Citizen.

Public Citizen Applauds Reintroduction of Democracy for All Amendment
WASHINGTON, D.C. – U.S. Reps. Adam Schiff (D-Calif.), Dean Phillips (D-Minn.), Pramila Jayapal (D-Wash.), and Jim McGovern (D-Mass.) today reintroduced the Democracy for All Amendment, which would overturn Citizens United vs. FEC. Robert Weissman, president of Public Citizen, issued the following response:
“Public Citizen applauds the introduction of the desperately needed Democracy for All constitutional amendment by Reps. Adam Schiff, Dean Phillips, Pramila Jayapal and Jim McGovern. The amendment would overturn Citizens United and Buckley v. Valeo and restore the right of We the People to impose reasonable limits on campaign spending.
“There is a direct line from the U.S. Supreme Court’s horrific Citizens United decision to the rise of fascistic movements threatening the very existence of our democracy.
“In entrenching the ‘right’ of corporations and the super-rich to spend whatever they choose to influence election outcomes, Citizens United transformed our campaign finance system from flawed to frightful.
“Citizens United has entrenched an American oligarchy. As one shocking measure of this oligarchic control: The top 100 donors are responsible for two-thirds of all Super PAC contributions. Just 100 people!
“The tiny number of individuals – overwhelmingly white men – and corporations that dominate election spending exert an outsized and undemocratic effect on who runs for office, how candidates campaign, what policies are debated, who wins, and what are considered the boundaries of legitimate policy debate.
“It is this system that explains, as much as any other factor, why Americans are denied the policies they overwhelmingly favor: lowering drug prices, raising the minimum wage, protecting clean water, breaking up the Big Banks, making corporations and the rich pay their fair share of taxes, mitigating climate chaos, expanding Medicare, and much more.
“The reality and perception of super rich and corporate control of our politics – as well as the failure of the government to address the felt needs of people across the nation – fuels despair and alienation. It creates ripe conditions for conspiracists and demagogues to offer false solutions and appeal to people’s worst instincts. It has fueled the fascistic movements that pose a clear and present danger to our democratic future.
“We can’t go on like this – and there’s no reason we should. Citizens United is unmoored from the constitution and basic notions of democracy accountability. It’s time for it to be overturned by the Democracy for All amendment.
“The public is demanding action. Four in five Americans oppose Citizens United. Twenty-two states and more than 800 cities and towns have passed resolutions or ballot initiatives calling for a constitutional amendment, and millions have signed petitions calling for an amendment.”

Today, Congressman Adam Schiff (D-Calif.) introduced a constitutional amendment tooverturn the Supreme Court’s Citizens United decision, and once again allow for reasonable restrictions on corporate campaign contributions and other spending.
In 2010, the Supreme Court ruled in Citizens United v. Federal Election Commission that corporations and special interest groups could spend nearly unlimited funds on election campaigns. In the decade since, outside groups spent more than $4.4 billion in federal elections – nearly $1 billion of which was untraceable “dark money” – with some of the biggest contributors coming from Wall Street, the pharmaceutical industry, and the NRA.
“Thanks to one disastrous ruling, wealthy megadonors, corporations, and special interest groups have been able to influence elections when that power should belong with the American people. This has eroded faith in the government’s ability to deliver for the people and their families,” said Schiff. “Dark money should have no place in our democracy. It is time to return power to the people, and overturn Citizens United once and for all.”
Specifically, the amendment would make it clear the Constitution does not restrict the ability of Congress or the states to propose reasonable, content-neutral limitations on private campaign contributions and independent expenditures. It would also allow states to enact public campaign financing systems, which can restrict the influence of corporate and private wealth.
The amendment is co-sponsored by Representatives Peter DeFazio (D-Ore.), David Price (D-N.C.), Jim Cooper (D-Tenn.), Eleanor Holmes Norton (D-DC), Lucille Roybal-Allard (D-Calif.), Bobby L. Rush (D-Ill.), Earl Blumenauer (D-Ore.), Jim McGovern (D-Mass.), Grace F. Napolitano (D-Calif.), Jan Schakowsky (D-Ill.), Betty McCollum (D-Minn.), Stephen F. Lynch (D-Mass.), Raúl M. Grijalva (D-Ariz.), C.A. Dutch Ruppersberger (D-Md.), Peter Welch (D-Vt.), André Carson (D-Ind.), Jim Himes (D-Conn.), John Garamendi (D-Calif.), Joyce Beatty (D-Ohio), Julia Brownley (D-Calif.), Jared Huffman (D-Calif.), Alan Lowenthal (D-Calif.), Eric Swalwell (D-Calif.), Mark Takano (D-Calif.), Ed Case (D-Hawaii), Mark DeSaulnier (D-Calif.), Debbie Dingell (D-Mich.), Dwight Evans (D-Pa.), Nanette Diaz Barragán (D-Calif.), Salud Carbajal (D-Calif.), Jimmy Gomez (D-Calif.), Tom Malinowski (D-N.J.), Alexandria Ocasio-Cortez (D-N.Y.), Dean Phillips (D-Minn.), Katie Porter (D-Calif.), Ayanna Pressley (D-Mass.), Mikie Sherrill (D-N.J.), Rashida Tlaib (D-Mich.), David Trone (D-Md.), Mondaire Jones (D-N.Y.), Kaiali'i Kahele (D-Hawaii), and Ritchie Torres (D-N.Y.). It is also supported by Common Cause, Public Citizen, End Citizens United/Let America Vote Action Fund, People for the American Way, American Promise, and Citizens for Responsibility and Ethics in Washington.
“Our democracy works best when everyone is represented and government works for all the people, not just the wealthy few,” said Karen Hobert Flynn, President of Common Cause. “Several Supreme Court decisions, like Citizens United and McCutcheon, have eroded our campaign finance laws and given wealthy special interests and corporations undue influence over our elections and the policy that comes afterward. Chairman Schiff’s proposed amendment would allow Congress and the states to restore balance and reduce the undue influence of money in the political process.”
"With Big Money swamping our elections and distorting policymaking, the American people are united in their desire for a constitutional amendment to overturn Citizens United and related decisions. Americans want and need a country that belongs to and is governed by We the People, not We the Corporations. Thank you Rep. Schiff for again leading the way to safeguard our democracy!" said Robert Weissman, President of Public Citizen.
"The Supreme Court's Citizens Uniteddecision has weakened our democracy and allowed wealthy special interests to silence the voices of everyday people. Congressman Schiff's amendment will unrig this system and end the dominance of big money in politics," said Tiffany Muller, President of End Citizens United/Let America Vote Action Fund.
"People For the American Way is committed to defending our democracy. As we continue pushing for essential voting rights reforms, we remain determined to root out big money influences in politics. We must stay focused on the harms inflicted by Citizens United and related cases. To that end, we welcome the reintroduction of Rep. Adam Schiff’s constitutional amendment, and we thank him for his steadfast leadership over the years,” said Marge Baker, Executive Vice President of People For the American Way.

‘Nothing in this Constitution shall be construed to forbid Congress or the States from imposing reasonable viewpoint-neutral limitations on private campaign contributions or independent election expenditures, or from enacting systems of public campaign financing, including 10 those designed to restrict the influence of private wealth 11 by offsetting campaign spending or independent expenditures with increased public funding.’’.

America is at a crossroads. We are politically, culturally, and religiously polarized as a people. Our rights are being challenged. Our liberties are being stripped. Cancel culture is rampant. And at the center of it all is a multi-pronged attack on our freedoms.
Mainstream media is siding with authoritarians as their favored Democratic Party pushes further to the left. Progressives of yesterday are practically conservative compared to what the radical left is promoting today. Conservative media does a decent job of pushing back, but infighting is prevalent and the various right-leaning media outlets are often too competitive with one another. As conservatives, our very nature of individualism means some of the strongest champions of conservative values battle each other as much as they battle the left. But progressive media, driven by their goal of collectivism, seems to work together much better.
WhenJeff Dornik and JD Rucker decided to put together a venue through which patriots could work together to fight the leftist narrative, they knew there were two arenas that were under-served in media: Podcasts and videos. The written word, while always important, is driven by eyeballs and those eyeballs are mostly controlled by Big Tech companies like Google, Facebook, and Twitter. Digital print journalism has enough conservative sites out there, but the gatekeepers in Big Tech often keep these sites down.
Podcasting and video podcasting are different. Granted, YouTube is owned by Google and therefore leans far to the left, but it is still easier to break through with videos than with anything else other than podcasts. In today’s podcasting world, much like talk radio, conservatives have as close to equal footing as possible. Both types of content distribution are growing, so the founders of Freedom First Network decided those were the hills we needed to defend.
we are bringing together fresh patriotic and conservative voices to unveil to America. That’s the purpose of Freedom First Network: Taking a freedom-loving message to the masses where holes need to be filled. We don’t have Tucker Carlson or Rush Limbaugh, but we may have the next Tucker or Rush within our midst. This is why we strongly encourage our website visitors to subscribe to all of our creators’ podcasts as well as our Facebook, YouTube, and Twitter accounts. We’ll supply the talent.
