The other alternative science proposal being foisted on the public by CARB is that&nbsp;</font></div><div><font face="Times New Roman" size="4">the death studies that assert acute deaths can propose a short period lag time for&nbsp;</font></div><div><font face="Times New Roman" size="4">death from air pollution. </font></div><div><font face="Times New Roman" size="4">OTHER PROBLEMS WITH OBSERVATIONAL STUDIES USED BY CARB.&nbsp;</font></div><div><font face="Times New Roman" size="4">Observational studies are notoriously unreliable and uncertain, since there is no way to&nbsp;</font></div><div><font face="Times New Roman" size="4">eliminate the more than 40 confounders that may produce error. If a study is observational&nbsp;</font></div><div><font face="Times New Roman" size="4">rather than randomized and controlled, blinded and crossed over, there are significant&nbsp;</font></div><div><font face="Times New Roman" size="4">problems with reliability. Reports from observational studies do not reproduce well when&nbsp;</font></div><div><font face="Times New Roman" size="4">converted to randomized, controlled studies.&nbsp;</font></div><div><font face="Times New Roman" size="4">
</font></div><div><font face="Times New Roman" size="4">The CARB exercise of engaging multiple experts who have relied on small effects&nbsp;</font></div><div><font face="Times New Roman" size="4">observational studies throughout their careers, creates a mad cycle. Most of the experts&nbsp;</font></div><div><font face="Times New Roman" size="4">engaged are included in the company of individuals who publish observational studies with&nbsp;</font></div><div><font face="Times New Roman" size="4">relative risks of less than 2. Most have done and stand by studies that violate this basic rule&nbsp;</font></div><div><font face="Times New Roman" size="4">of relative risk, the equivalent of the fox in the henhouse.&nbsp;</font></div><div><font face="Times New Roman" size="4">So consider all the CARB studies which are invariably studies based on health effects of&nbsp;</font></div><div><font face="Times New Roman" size="4">monitored outside ambient air when humans live indoors more than 75 % of the time,&nbsp;</font></div><div><font face="Times New Roman" size="4">particularly when they are frail and approaching death. The studies then either do long&nbsp;</font></div><div><font face="Times New Roman" size="4">term death comparisons to air monitor data, to smooth out the effect of air pollution--or&nbsp;</font></div><div><font face="Times New Roman" size="4">they do something more outrageous—argue that air pollution causes acute toxicity that kills&nbsp;</font></div><div><font face="Times New Roman" size="4">within days. Neither methodology can pass the smell test.&nbsp;</font></div><div><font face="Times New Roman" size="4">Study methodologies and bigger computers cannot and will not be able to eliminate&nbsp;</font></div><div><font face="Times New Roman" size="4">important confounders in observational studies, or the problems of biological implausibility&nbsp;</font></div><div><font face="Times New Roman" size="4">of the minor current ambient air pollution causing acute deaths or chronic illness is&nbsp;</font></div><div><font face="Times New Roman" size="4">tenuous. The human organism is much more resilient and resistant than proposed by&nbsp;</font></div><div><font face="Times New Roman" size="4">CARB or the CARB studies.&nbsp;</font></div><div><font face="Times New Roman" size="4">Piling up “experts” who have authored these weak studies is not the answer to the question.&nbsp;</font></div><div><font face="Times New Roman" size="4">Following the rules and looking at the studies that refute the assertions of the studies that&nbsp;</font></div><div><font face="Times New Roman" size="4">claim death effects and health effects is the scientific way to address the question.</font></div><div><font face="Times New Roman" size="4">The proper answer is that the science is not settled, there are too many studies that show no&nbsp;</font></div><div><font face="Times New Roman" size="4">effect, and the small effects and small relative risks are proof of nothing in the context of&nbsp;</font></div><div><font face="Times New Roman" size="4">observational studies. CARB should be cautious.&nbsp;</font></div><div><font face="Times New Roman" size="4">4TIME AND GEOGRAPHIC CONSIDERATIONS ARE ESSENTIAL TO GOOD&nbsp;</font></div><div><font face="Times New Roman" size="4">ANALYSIS, AND CARB IGNORES THE KREWSKI, POPE AND ENSTROM NULL&nbsp;</font></div><div><font face="Times New Roman" size="4">EFFECTS.&nbsp;</font></div><div><font face="Times New Roman" size="4">There are two good examples in the studies relied on by CARB that show that ignoring&nbsp;</font></div><div><font face="Times New Roman" size="4">time and geography may create unreliable analysis.&nbsp;</font></div><div><font face="Times New Roman" size="4">
</font></div><div><font face="Times New Roman" size="4">The first is the study by <span style="background-color: rgb(255, 255, 102);">James <b>Enstrom </b>Ph.D., MPH (Inhalation Toxicology 2005)</span>,&nbsp;</font></div><div><font face="Times New Roman" size="4">referenced in the draft report on page 18, a robust and long term study of California&nbsp;</font></div><div><font face="Times New Roman" size="4">residents, that concludes there is<font color="#ff0000"> no death effect from small particulates in the levels found&nbsp;</font></font></div><div><font face="Times New Roman" color="#ff0000" size="4">in California air.&nbsp;</font></div><div><font face="Times New Roman" size="4">
</font></div><div><font face="Times New Roman" size="4">The second is the second half of the Pope ACS study and the Krewski map to determine the&nbsp;</font></div><div><font face="Times New Roman" size="4">implications of the null effect. When one removes the effect of the first half of the Pope&nbsp;</font></div><div><font face="Times New Roman" size="4">ACS study, the later half of the study would show essentially no health effect in California&nbsp;</font></div><div><font face="Times New Roman" size="4">from small particles. Pope’s second half data results confirms the Enstrom study. Now&nbsp;</font></div><div><font face="Times New Roman" size="4">CARB has two elephants in the room.&nbsp;</font></div><div><font face="Times New Roman" size="4">
</font></div><div><font face="Times New Roman" size="4">The Krewski map and the Health Effects Institute study of 2000 put a third and fourth&nbsp;</font></div><div><font face="Times New Roman" size="4">elephant in the CARB conference room.&nbsp;</font></div><div><font face="Times New Roman" size="4">

</font></div><div><font face="Times New Roman" size="4">The Popper falsifiability test essentially means that a pile of studies supporting a premise is&nbsp;</font></div><div><font face="Times New Roman" size="4">trumped by one good study that disproves the premise. Falsifiability is a key to preventing&nbsp;</font></div><div><font face="Times New Roman" size="4">“consensus” fallacious thinking in science. CARB and its experts are victims of the&nbsp;</font></div><div><font face="Times New Roman" size="4">consensus and refuse to recognize the elephants in the room, the studies that say FALSE.&nbsp;</font></div><div><font face="Times New Roman" size="4">Dr. Enstrom should be given the courtesy of an invitation to sit with the CARB staff and&nbsp;</font></div><div><font face="Times New Roman" size="4">consultants and review his data set and the data sets of all the key studies. Moreover, the&nbsp;</font></div><div><font face="Times New Roman" size="4">Pope ACS study should be dissected for the second half data, and the Krewski map should&nbsp;</font></div><div><font face="Times New Roman" size="4">be better studied on the question of California effects.&nbsp;</font></div><div><font face="Times New Roman" size="4">
