</div><div>U.S. Rep. Tim Huelskamp — the most vulnerable member of Kansas’ congressional delegation — was knocked out by challenger Roger Marshall in the 1st Congressional District Republican primary Tuesday night.</div><div>
</div><div>In other Kansas races, U.S. Sen. Jerry Moran and U.S. Rep. Kevin Yoder both advanced in their bids for re-election in November.</div><div>
</div><div>1st District: Huelskamp, the chairman of the House Tea Party Caucus, has garnered a lot of attention as well as scorn during a combative tenure that saw him booted off the House Agricultural Committee.</div><div>
</div><div>On Tuesday, voters booted Huelskamp from Congress. He received 44 percent of the vote to Marshall’s 56 percent.</div><div>
</div><div>Marshall, an obstetrician from Great Bend, gained the endorsement of the Kansas Farm Bureau — giving him some clout against Huelskamp’s backing from anti-abortion and gun-rights groups, as well as the Club for Growth and the National Federation of Independent Business.</div><div>
</div><div>Earlier in the evening, multiple TV and newspaper reporters were kicked out of Huelskamp’s “victory” headquarters in Hutchinson, with no explanation offered.</div><div>
</div><div>The race drew millions of dollars in outside money, including $400,000 from the U.S. Chamber of Commerce alone.</div><div>
</div><div>In a statement, Rob Engstrom, the chamber’s national political director, called Marshall’s victory “decisive.”</div><div>

</div><div>WICHITA, Kan.—As Kansas Republicans brace themselves for a bitter primary battle over their state’s open U.S. Senate seat, the candidate generating the most buzz is the one who says he isn’t running.</div><div>
</div><div>U.S. Secretary of State Mike Pompeo told the Economic Club of Washington on July 29 that a Senate bid was “off the table.” But as Mr. Pompeo returned to his home state last weekend for a rare vacation, Kansans who have noticed that he keeps finding ways to nurture his local ties wondered whether he might still run—and if not, whether a crowded brawl for the Republican nomination could elevate a candidate some see as risky and give Kansas Democrats a shot at winning a Senate seat for the first time in 88 years.</div><div>
</div><div>The party regained the Kansas governor mansion and flipped one of the state’s four congressional seats in the 2018 midterm elections. Among the Democrats who have filed paperwork to run are Barry Grissom, a former U.S. attorney, and Nancy Boyda, a former congresswoman.</div><div>
</div><div>John Todd, vice president of the Wichita Pachyderm Club, a local Republican group, said he doesn’t think Mr. Pompeo has closed the door on a Senate run. “He’s been a little foxy in the way he’s handled it. If you were reading the tea leaves right now, he’s absolutely saying ‘no’ in a noncommittal way,” Mr. Todd said with a laugh.</div><div>
</div><div>“If Pompeo gets in, it’s his for the asking,” said Karl Peterjohn, a former Sedgwick county commissioner and the Pachyderm Club’s president. “If he doesn’t run, it’s a wide-open race.”</div><div>
</div><div>A wide-open race is the worst-case scenario for some Republicans in Washington and Kansas. They fret that a free-for-all primary could hand the GOP nomination to conservative firebrand Kris Kobach, an outspoken opponent of illegal immigration who previously served as Kansas’ top election official, where he became a nationally polarizing figure in part by pushing controversial measures to curb supposed voter fraud.</div><div>

PHOTO: CHARLIE RIEDEL/ASSOCIATED PRESS</div><div>Mr. Kobach, who briefly led President Trump’s short-lived commission to examine the matter, was held in contempt by a federal judge in 2018 for defying court orders in a case testing a proof-of-citizenship voting law he championed. He has said he sees Sen. Ted Cruz (R., Texas) as his model in the Senate.</div><div>
</div><div>It isn’t Mr. Kobach’s politics that concern some Republicans so much as what they see as his lack of campaign skills. He won GOP primaries for Congress in 2004 and governor in 2018 only to lose both general elections to Democrats.</div><div>
</div><div>Mr. Kobach noted that he won two statewide elections for secretary of state by wide margins in 2010 and 2014, and he said historical trends in Kansas favor a Republican Senate victory next November, no matter who is the nominee.</div><div>
</div><div>“I wouldn’t have jumped in this race if I didn’t think I could win it,” he said in an interview.</div><div>
</div><div>Mr. Kobach’s Senate campaign has already hit some speed bumps. The paperwork declaring his candidacy in July misspelled his name, and two watchdog groups have filed complaints with federal officials, accusing Mr. Kobach of improperly using a nonprofit’s email list to solicit contributions. He attributed both mistakes to vendor errors and said his campaign is changing vendors.</div><div>
</div><div>Mr. Kobach said he probably wouldn’t drop out should Mr. Pompeo get in. “I would have to assess the situation,” he said. “My gut instinct would be to stay in.”</div><div>
</div><div>Other candidates told The Wall Street Journal they would bow out for Mr. Pompeo.</div><div>
</div><div>“Listen, Mike Pompeo’s a rock star. And if he wants to be a U.S. senator, I will be among the first people to support him,” said Kansas Treasurer Jake LaTurner. Mr. LaTurner said that in Mr. Pompeo’s absence, he is running to bring generational change to the party. At 31 years old, he is the youngest Senate hopeful in the race.</div><div>
</div><div>Kansas Senate President Susan Wagle is the only woman in the race, and expects Republican groups that support conservative women to help boost her in the primary.</div><div>
</div><div>She doesn’t think Mr. Pompeo will run, but she said she told him as well as her big donors that she would step aside if he did. “I said I wouldn’t dare run against Mike,” she said. “If he was to get in, I’m out, my name’s off the ballot.”</div><div>
</div><div>Kansas Chamber of Commerce President Alan Cobb, who is considering his own Senate bid, said he would take a volunteer leadership role on Mr. Pompeo’s campaign if the secretary decides to run.</div><div>
</div><div>Mr. Cobb was a senior adviser on Mr. Pompeo’s 2014 congressional re-election campaign and worked on Mr. Trump’s 2016 campaign and transition team. He is friends with Mr. Pompeo, and if he gets in the race some Republicans think it could be a signal that Mr. Pompeo plans to sit out.</div><div>
</div><div>U.S. Rep. Roger Marshall (R., Kan.) also is eyeing a Senate run from the sprawling “Big First” district, home to many former Kansas senators, including Bob Dole. The district holds 40% of the state’s Republican voters, giving any candidate from the area a leg up in a primary. Mr. Marshall said he would decide in the fall whether to run for Senate. Asked if he would quit the race for Mr. Pompeo, he said he couldn’t answer a hypothetical question.</div><div>
</div><div>A person close to Mr. Pompeo confirmed the secretary spoke separately to three of the candidates—Mrs. Wagle, Mr. Cobb and Mr. Marshall—by phone at their requests about a month ago. The person said Mr. Pompeo didn’t make definite assurances against his running. Federal law prohibits Mr. Pompeo from endorsing anyone in the race, the person added.</div><div>
</div><div>In all, five Republicans have created Senate campaign committees, and a handful more have said they are considering doing so, including Matt Schlapp, chairman of the American Conservative Union.</div><div>
</div><div>The bigger the field, the better the chance that Mr. Kobach, who took 40% of the GOP vote in last year’s seven-way gubernatorial primary, can win a plurality.</div><div>
</div><div>Mr. Pompeo’s entry into the race would likely change that calculation. A poll of Kansas GOP primary voters conducted June 3-6 by the Club for Growth, a conservative advocacy group, found 70% had favorable opinions of Mr. Pompeo, compared with 10% who had unfavorable opinions. Mr. Kobach had the next-highest favorable rating at 53%, but a significantly higher unfavorable rating of 32%. Mr. Marshall’s favorability was 24%, with 10% unfavorable. The survey didn’t ask about all possible candidates.</div><div>
</div><div>The Club’s president David McIntosh said Mr. Pompeo would be his organization’s first pick; as a congressman, Mr. Pompeo had a 94% score from the Club for Growth for his voting record. But the group also would consider Mr. Cobb, Mr. Schlapp or Mr. Kobach as alternatives, he said.</div><div>
</div><div>Mr. McIntosh added that The Club for Growth would spend money to oppose Mr. Marshall, who defeated Club-backed former Rep. Tim Huelskamp in a 2016 primary and has a 61% lifetime score from the group.</div><div>
</div><div>“They spent against us with Tim Huelskamp, and ask them how that worked out,” Mr. Marshall said.</div><div>
</div><div>At a Wichita Rotary Club luncheon on Monday, retiree Lloyd Hanna, a Republican, shrugged off the candidacies of others.</div><div>
</div><div>Mr. Hanna said he knew Mr. Pompeo before he became a congressman, when he ran a machine shop in Wichita. He wants Mr. Pompeo to run for Senate but isn’t convinced he will.</div><div>

From 1998 through last year — when Exxon Mobil reported it gave the group $60,000 — ALEC received $1.93 million from the oil company.Over the last two decades, ALEC has routinely featured climate science deniers at its conferences and supplied state lawmakers with a range of fossil fuel industry-drafted sample legislation, including bills that would restrict investment in renewables, eliminate incentives for electric vehicles, and hamper the solar industry from selling electricity directly to residential and business customers.Since 2012, more than 100 corporations, including BP, ConocoPhillips, Royal Dutch Shell and electric utilities Entergy, Pacific Gas & Electric and Xcel Energy, have <a href="https://www.sourcewatch.org/index.php/Corporations_that_Have_Cut_Ties_to_ALEC" style="text-decoration-line: none; font-weight: bold; outline: 0px; margin: 0px; padding: 0px;">severed ties</a> with ALEC, in many cases because of its regressive policy positions.ExxonMobil’s exit from ALEC came just months after the company fought to defeat a <a href="http://thehill.com/policy/energy-environment/363389-exxon-opposes-alecs-attempt-to-fight-epa-climate-policy" style="text-decoration-line: none; outline: 0px; margin: 0px; padding: 0px;">draft resolution</a> sponsored by the Heartland Institute — an ExxonMobil grantee from 1998 through 2006 — calling on the Environmental Protection Agency to “reopen and review” its “flawed” conclusion that climate change poses a threat to human health. The EPA’s “endangerment finding” requires the agency to regulate carbon dioxide and other global warming emissions as hazardous pollutants under the Clean Air Act.After ExxonMobil and the Edison Electric Institute (EEI), a utility trade group, objected to the resolution, the Heartland Institute withdrew it and accused the two of being in league with the likes of Greenpeace and the Sierra Club.“Big corporations like ExxonMobil and trade groups like EEI have long been members of the discredited and anti-energy global warming movement,” Heartland’s president, Tim Huelskamp, said in a December 7 <a href="https://www.heartland.org/news-opinion/news/heartland-institute-statement-on-alec-endangerment-finding-resolution" style="text-decoration-line: none; font-weight: bold; outline: 0px; margin: 0px; padding: 0px;">press release</a>. “They’ve put their profits and ‘green’ virtue signaling above sound science and the interests of their customers.”Huelskamp’s ludicrous assertion notwithstanding, some might construe ExxonMobil’s exit from ALEC as a welcome change in direction. The company’s money trail, however, clearly shows that it is still financing climate science denier groups that denigrate any and all climate policy options and <a href="https://blog.ucsusa.org/elliott-negin/exxonmobils-climate-disinformation-campaign-is-still-alive-and-well" style="text-decoration-line: none; outline: 0px; margin: 0px; padding: 0px;">provide cover</a> for Congress and the current administration to do nothing. </div><div>In late July, climate science deniers will descend upon the Trump International Hotel in Washington, D.C. — located right across the street from the Environmental Protection Agency (EPA) — to attend the Heartland Institute’s annual climate conference. The theme this year is “Best Science, Winning Energy Policies.”</div><div>
</div><div>The conference will feature “the courageous men and women who spoke the truth about climate change during the height of the global warming scare,” as the event’s own description puts it. “Now, many of them are advising the new administration or joining it in senior positions.”</div><div>
</div><div>Fringe climate science deniers have surrounded and infiltrated the administration since President Donald Trump was elected — from working on Trump’s transition team, to meetings with top EPA officials. Trump himself has said climate change is a Chinese hoax, tweeted repeatedly that winter snowstorms disprove global warming, and said that climate scientists have a political agenda. And many top government officials in this administration deny the science on climate change.</div><div>
</div><div>When Trump announced in June 2016 that the United States would withdraw from the Paris climate deal, representatives from longtime anti-climate action groups likeKoch-funded think tanks the American Energy Alliance, the Competitive Enterprise Institute, and the Heritage Foundation were all present in the Rose Garden.</div><div>
</div><div>Many of these same think tanks will be attending Heartland‘s conference next month, where speakers will offer up policy ideas “to lead a post-alarmist world in climate realism” as well as discussing “the benefits of ending the Democrats’ war on fossil fuels.”</div><div>
</div><div>This denialism is in stark contrast to the reality facing the world. Scientists have long established that climate change is real, is the result of burning fossil fuels, and that its impacts are visible here and now — from more intense hurricanes and wildfires to both increased drought and rainfall depending on the region. The very first line of the government’s own National Climate Assessment released last fall states, “The impacts of climate change are already being felt in communities across the country.”</div><div>
</div><div>Despite the scientific consensus, the Trump administration has been taking aggressive action to roll back vital environmental protections, often in line with industry demands. Supporting the coal industry, in particular, has been a top priority for the administration.</div><div>
</div><div>The Trump International Hotel isn’t just a top choice for climate deniers: Last year, two executives from coal companies close with the administration — Murray Energy and Craft Alliance Partners — were “VIP” guests of the downtown D.C. hotel. Last June, the hotel hosted a reception for industry trade group the American Coalition for Clean Coal Electricity.</div><div>
</div><div>The hotel — referred to by one Department of Energy staffer as “Republican Disneyland” — has received hundreds of thousands of dollars from oil, coal, natural gas, and mining interests who come to attend events frequented by administration officials. Last March, the Independent Petroleum Association of America’s (IPAA) annual “Congressional Call-Up” was held at Trump’s hotel.</div><div>

</div><div>Meanwhile, Trump has refused to sever ties with the Trump Organization, which holds the lease for the Old Post Office building where the hotel is located.Prosecutors for lawsuits in New York, Maryland, and D.C. argue Trump is illegally profiting off of his presidency; the more guests and events at the hotel, the more the president profits.</div><div>
</div><div>But while the fossil fuel industry, and the climate deniers who have received fossil fuel funding over the years, flock to the hotel, lawmakers on both sides of the aisle are increasingly starting to recognize the importance of tackling the climate crisis.</div><div>
</div><div>For the first time, climate change is a leading issue in the 2020 presidential campaign, and a growing number of Democratic candidates are offering up climate policy proposals. Meanwhile, Sen. Lindsey Graham (R-SC) recently told reporters that the Republican Party needs its own climate plan.</div><div>
</div><div>At the same time, coal continues to be on the decline no matter what the administration does to help the industry. More coal plants shut down during Trump’s first two years than during President Barack Obama’s entire first term.</div><div>

</div><div>Heartland’s conference comes as the head of the group, former Republican Kansas Rep. Tim Huelskamp, abruptly stepped down last week, just two years after taking the position, while offering no explanation. The think tank has in recent years faced funding uncertainties, with even ExxonMobil no longer donating to the organization. As head of Heartland, Heulskamp focused on energy policy and promoting coal at the state level as opposed to vocal attacks on climate science as his predecessor Joseph Bast did.</div><div>
</div><div>The news of Huelskamp leaving his post comes shortly after another Koch-funded libertarian think tank, the Cato Institute, quietly announced it was disbanding its climate denial program, the Center for the Study of Science. A Cato spokesperson at the time, however, said this didn’t change the organization’s stance on human-caused climate change.</div><div>

Zinke and Perry are aggresively promoting fossil fuel growth with Trump as the climate-wrecker-in-chief. Carson heads an agency that has a role in promoting (or not) <a href="https://www.hud.gov/sites/documents/HUD2014CCADAPTPLAN.PDF" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">climate change adaptation and resilience</a> for homes and properties, particularly after natural disasters.Remembering not only do these five reject the advice of the world’s major science academies, but also the expertise of the scientists working in their own government agencies.But while these five might be relative household names with their views well reported, DeSmog presents five lesser-known climate science deniers inside the administration who are also in positions to gut federal action on climate and promote fossil fuel-friendly policies, backed by their own convictions that climate change just isn't much of a problem.<h3 style="background-color: rgb(255, 255, 255); line-height: 1.28205em; margin-top: 1.28205em; margin-bottom: 1.28205em;">Will Happer</h3><a href="https://www.desmogblog.com/william-happer" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Will Happer</a>, emeritus professor from Princeton University, was once in the running as Trump’s science advisor but has now been appointed to the National Security Council, specializing in emerging technologies.After news of Happer’s appointment became public, <a href="https://www.sciencemag.org/news/2018/09/trump-adds-physicist-will-happer-climate-science-opponent-white-house-staff" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Science</a>, republishing E&E News, characterized the 79-year-old physicist as a “vocal critic of mainstream climate science.”But Happer is more than a mere critic — he has acted as an enabler and activist against action on climate change for well over a decade.For years, Happer was chairman at the George Marshall Institute and then, when that was shuttered, he founded the <a href="https://www.desmogblog.com/co2-coalition" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">CO2Coalition</a> with former Exxon director, the late <a href="https://www.desmogblog.com/roger-cohen" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Roger Cohen</a>. Both groups took fringe positions on the science of climate change, with Happer claiming that adding more fossil fuel emissions into the atmosphere will be good for humans.In 2015, <a href="https://www.theguardian.com/environment/2015/dec/08/greenpeace-exposes-sceptics-cast-doubt-climate-science" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Happer was caught in a sting by Greenpeace</a> when he offered to write a report on the “benefits” of CO2 for a fake oil client and then hide the funding, which would be directed to the CO2 Coalition. Since then, that group has received funding from the foundation of Trump backer and hedge fund billionaire <a href="https://www.desmogblog.com/robert-mercer" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Robert Mercer</a>.In December 2016, <a href="https://www.theguardian.com/environment/planet-oz/2017/feb/21/trumps-potential-science-adviser-william-happer-hanging-around-with-conspiracy-theorists" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Happer attended a conference</a> organized by conspiracy theorist G. Edward Griffin. Now he’s on the National Security Council.Late in 2017, the Trump administration <a href="https://www.theguardian.com/us-news/2017/dec/18/trump-drop-climate-change-national-security-strategy" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">nixed climate change from a list of global threats</a> to the U.S. in the National Security Strategy. It's safe to say Happer won't be leading any pushes to add it back in.<h3 style="background-color: rgb(255, 255, 255); line-height: 1.28205em; margin-top: 1.28205em; margin-bottom: 1.28205em;">Bill Wehrum</h3><a href="https://www.desmogblog.com/william-wehrum" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Bill Wehrum</a> is the U.S. government’s most senior official on air pollution, as the assistant administrator in the Office of Air and Radiation at the Environmental Protection Agency (EPA).Wehrum is a long-serving lawyer for the coal industry, as well as petrochemical and petroleum industry groups (such as <a href="https://www.desmogblog.com/koch-industries-inc" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Koch Industries</a>).Wehrum’s office is also tasked with looking at regulations to tackle power plant pollution and climate change and recently proposed the Affordable Clean Energy rule as a replacement for Obama's Clean Power Plan. But as the <a href="https://www.nytimes.com/2018/08/19/us/politics/epa-coal-emissions-standards-william-wehrum.html?action=click&module=Top%20Stories&pgtype=Homepage" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">New York Times reported</a>, Wehrum has been delivering big time for his former fossil fuel industry clients by proposing the new rule, which EPA's own analysis shows would increase premature deaths from pollution.One former EPA director, Bruce Buckheit, told the <a href="https://www.nytimes.com/2018/08/19/us/politics/epa-coal-emissions-standards-william-wehrum.html" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">New York Times</a>: “They basically found the most aggressive and knowledgeable fox and said, ‘Here are the keys to the hen-house.'”Over a decade earlier, Wehrum was in the same position at EPA as he is now and back then argued against granting California a Clean Air Act waiver to set more stringent pollution standards for vehicles. Back in power at the EPA, he ran the agency's midterm review of auto emissions standards, which this year <a href="https://www.epa.gov/regulations-emissions-vehicles-and-engines/midterm-evaluation-light-duty-vehicle-greenhouse-gas" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">recommended rolling back</a> the stricter standards proposed by the Obama administration.Under question during his confirmation hearings, Wehrum claimed that CO2 emissions as a main driver of climate change, which the government’s own scientists confirm, was to him an “open question." [vid]Brooke RollinsRollins was an aide to Texas Governor Rick Perry before spending 15 years leading the <a href="https://www.desmogblog.com/texas-public-policy-foundation" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Texas Public Policy Foundation</a> (TPPF), which she left in early 2018 to become assistant to the president in the Office of American Innovation (OIA), based in the White House (<a href="https://www.buzzfeednews.com/article/tariniparti/jared-kushners-pet-project-is-missing-a-signature#.ck7gJ1kXQ" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">some wonder what the OIA actually does</a>).During her time at TPPF, Rollins promoted the work of the organization’s <a href="https://www.desmogblog.com/kathleen-hartnett-white" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Kathleen Hartnett White</a>, a climate science denier and fossil fuel evangelist whose controversial nomination to lead the White House Council on Environmental Quality was ultimately withdrawn.In August 2018, Rollins appeared at the <a href="https://www.desmogblog.com/heartland-institute" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Heartland Institute</a>’s energy conference alongside that think tank’s new president <a href="https://www.desmogblog.com/tim-huelskamp" target="blank" style="text-decoration-line: none; font-weight: bold; outline: none;">Tim Huelskamp.</a>At the conference, Rollins nodded as Huelskamp suggested American schoolchildren’s heads were being “filled with mush” about the dangers of CO2.When asked if the inner-workings of the White House were as chaotic as some media had claimed, Rollins replied: “Is there chaos? Yes. <h2>Early life, education, and career</h2>

Huelskamp was born near and raised on the Huelskamp family farm in <a href="https://en.wikipedia.org/wiki/Fowler,_Kansas" title="Fowler, Kansas">Fowler, Kansas</a>.

Pioneered by his grandparents Martin and Clara in 1926, the farm

operation includes raising corn, cattle, wheat, milo, and soybeans. He

attended elementary and high school in Fowler, where he was a Farm

Bureau Youth Leader, a member of St. Anthony’s Parish, and active in

both 4-H and Future Farmers of America.

After attending seminary for two years in Santa Fe, Huelskamp continued his education at the College of Santa Fe (now <a href="https://en.wikipedia.org/wiki/Santa_Fe_University_of_Art_and_Design" title="Santa Fe University of Art and Design">Santa Fe University of Art and Design</a>) and received his <a href="https://en.wikipedia.org/wiki/Bachelor_of_Arts" title="Bachelor of Arts">B.A.</a> in social science education in 1991. He received his <a href="https://en.wikipedia.org/wiki/Ph.D." title="Ph.D." class="mw-redirect">Ph.D.</a> in political science, concentrating in agricultural policy from the <a href="https://en.wikipedia.org/wiki/American_University" title="American University">American University</a> in 1995.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-3">[3]</a><a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-AP01-4">[4]</a>

In 1996, Huelskamp challenged Republican incumbent state senator

Marian Reynolds in the primary and won by a landslide margin, taking 62

percent of the vote to Reynolds's 38 percent.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-7">[7]</a> The youngest state senator in 20 years, he then won re-election by wide margins in 2000, 2004, and 2008.

Seven-term Congressman <a href="https://en.wikipedia.org/wiki/Jerry_Moran" title="Jerry Moran">Jerry Moran</a> gave up the Big First seat to make a successful run for the <a href="https://en.wikipedia.org/wiki/United_States_Senate" title="United States Senate">United States Senate</a>.

This touched off a free-for-all in the Republican primary—the real

contest in this heavily Republican district. Huelskamp finished first in

the six-candidate primary field with 34.8 percent of the vote, all but

Unlike the previous election, Huelskamp was challenged by a Republican, <a href="https://en.wikipedia.org/w/index.php?title=Alan_LaPolice&action=edit&redlink=1" class="new" title="Alan LaPolice (page does not exist)">Alan LaPolice</a>, in the primary.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-OpenSecrets-15">[15]</a> Moreover, two Democrats ran for the primary <a href="https://en.wikipedia.org/wiki/Jim_Sherow" title="Jim Sherow">Jim Sherow</a>, a <a href="https://en.wikipedia.org/wiki/Kansas_State_University" title="Kansas State University">Kansas State University</a> professor, and Bryan Whitney, a 2013 <a href="https://en.wikipedia.org/wiki/Wichita_State_University" title="Wichita State University">Wichita State University</a>

grad. Both LaPolice and Sherow critiqued Huelskamp for his failure to

work with other Members of Congress and voting against Farm Bill.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-GOPChal-16">[16]</a><a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-gctelegram-17">[17]</a>

Huelskamp narrowly defeated LaPolice in the Republican Primary with

only 55% of the vote. Huelskamp failed to receive the endorsement of the

Farm Bureau and the Kansas Livestock Association. Huelskamp went on to

win the General Election with 68% of the vote.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-OpenSecrets-15">[15]</a>

<h3>Legislative activity</h3>

In early 2012, Huelskamp introduced legislation that would ensure

military chaplains could not be “directed, ordered or required to

perform any duty, rite, ritual, ceremony, service or function that is

contrary to the conscience, moral principles or religious beliefs of the

chaplain, or contrary to the moral principles or religious beliefs of

the chaplain’s faith group.” The language appeared to be related to

permitting same-sex marriages on military bases in states where such

unions are permitted.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-18">[18]</a>

<h3>Sovereign debt crisis</h3>

On February 16, 2012, during a contentious three-hour <a href="https://en.wikipedia.org/wiki/United_States_House_Committee_on_the_Budget" title="United States House Committee on the Budget">House Budget Committee</a> hearing with <a href="https://en.wikipedia.org/wiki/United_States_Secretary_of_the_Treasury" title="United States Secretary of the Treasury">Treasury Secretary</a> <a href="https://en.wikipedia.org/wiki/Timothy_Geithner" title="Timothy Geithner">Timothy Geithner</a>, Huelskamp warned of the looming threat of an economic crisis similar to the one then <a href="https://en.wikipedia.org/wiki/European_sovereign_debt_crisis" title="European sovereign debt crisis" class="mw-redirect">taking place in Europe</a>.

Representative Huelskamp accused Geithner and the entire Obama

administration of failing to correct the U.S.'s debt crisis, which he

believed would lead the country down the same path. Geithner replied

that Huelskamp had an “adolescent perspective on how to think about

economic policy.”<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-19">[19]</a>

<h3>Defense of Marriage Act Constitutional Amendment</h3>

After the United States Supreme Court declared the <a href="https://en.wikipedia.org/wiki/Defense_of_Marriage_Act" title="Defense of Marriage Act">Defense of Marriage Act</a> or DOMA unconstitutional on June 26, 2013,<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-20">[20]</a> Huelskamp immediately announced that he would introduce a constitutional amendment to restore the Defense of Marriage Act.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-21">[21]</a> He then went on The Steve Deace Show,

a conservative radio program, to denounce the Supreme Court Justices.

“The idea that Jesus Christ himself was degrading and demeaning is what

they’ve come down to,” he said. "I can’t even stand to read the

decisions because I don’t even think they’d pass law school with

decisions like that.”<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-22">[22]</a>

The House Republican Steering Committee removed Huelskamp from both

the Budget Committee and the Agriculture Committee in late 2012 as part

of a larger party leadership-caucus shift.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-23">[23]</a> At a <a href="https://en.wikipedia.org/wiki/Heritage_Foundation" title="Heritage Foundation" class="mw-redirect">Heritage Foundation</a>

lunch in the immediate wake of the removal, Huelskamp said: "It's

petty, it's vindictive, and if you have any conservative principles you

will be punished for articulating those."<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-WP01-24">[24]</a> He joined <a href="https://en.wikipedia.org/wiki/Justin_Amash" title="Justin Amash">Justin Amash</a> of Michigan and <a href="https://en.wikipedia.org/wiki/David_Schweikert" title="David Schweikert">David Schweikert</a> of Arizona in a letter to <a href="https://en.wikipedia.org/wiki/Speaker_of_the_United_States_House_of_Representatives" title="Speaker of the United States House of Representatives">Speaker of the House</a> <a href="https://en.wikipedia.org/wiki/John_Boehner" title="John Boehner">John Boehner</a>, demanding to know why they had lost their "plum" committee posts.<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-25">[25]</a>

<a href="https://en.wikipedia.org/wiki/Politico" title="Politico">Politico</a> quoted a spokesperson for Republican Congressman <a href="https://en.wikipedia.org/wiki/Lynn_Westmoreland" title="Lynn Westmoreland">Lynn Westmoreland</a>

of Georgia as explaining that Huelskamp, Amash and Schweikert were

removed for "their inability to work with other members." The

spokesperson clarified that Westmoreland "said that it had nothing to do

with their voting record, a scorecard, or their actions across the

street [meaning fundraising]." The three were described by Politico

and its sourcing of Huelskamp's other colleagues as "jerks" who "made

life harder for other Republicans by taking whacks at them in public for

supporting the team".<a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-The_a.E2.80.94hole_factor-26">[26]</a><a href="https://en.wikipedia.org/wiki/Tim_Huelskamp#cite_note-.27Obstinate.27_Factor_Continues_to_Roil_GOP-27">[27]</a>:p.2

On January 3, 2013, Huelskamp appeared to be counting votes as part of an effort to unseat <a href="https://en.wikipedia.org/wiki/Speaker_of_the_United_States_House_of_Representatives" title="Speaker of the United States House of Representatives">House Speaker</a> <a href="https://en.wikipedia.org/wiki/John_Boehner" title="John Boehner">John Boehner</a> when the <a href="https://en.wikipedia.org/wiki/113th_Congress#Major_events" title="113th Congress" class="mw-redirect">113th Congress</a> convened. Huelskamp nominated conservative <a href="https://en.wikipedia.org/wiki/Jim_Jordan_%28Ohio_politician%29" title="Jim Jordan (Ohio politician)" class="mw-redirect">Jim Jordan</a> to replace Boehner. Buffett also pointed out that this elite group has seen "their incomes

quintuple since 1992 while their tax rate fell by more than seven

percentage points."

Before you write in and complain that the rich pay the lion's share of

taxes, please note that we are taking about the mega-rich. As my

colleague Carla Fried <a target="_blank" href="http://moneywatch.bnet.com/economic-news/blog/daily-money/tax-rates-of-the-super-rich-not-as-high-as-those-making-much-less/2658/">points out</a>, As a share of total income and taxes paid in the U.S. in 2008, here's what the 400 wealthiest households contributed:

<ul><li> 13.1 percent of all capital gains</li><li> 4.6 percent of all dividend income</li><li> 3.6 percent of all taxable interest</li><li> 1.3 percent of the value of all itemized deductions</li><li> 1.3 percent of total adjusted gross income</li><li> 0.15 percent of all salaries and wages</li><li>5.2 percent of all charitable deductions</li></ul>

Add it all up, and in 2008 the total tax bill for the 400 wealthiest

was $19.6 billion, accounting for 1.9 percent of all the income tax

collected by the IRS. Everyone knows that taxing this one group will not

dig us out of our $14 trillion debt hole, but he sure does make a

compelling case of basic fairness. I can't wait to read the Huelskamp

response.
