CSRA Inc. - Wikipedia

CSRA Inc. was a publicly traded company headquartered in Falls Church, Virginia. It was acquired by General Dynamics Information Technology for about US$9.6 billion in April 2018.

It provides information technology services to American government clients in national security, civil government, and health care and public health. Its largest market, national security, included the Department of Defense, Homeland Security, U.S. Army, U.S. Air Force, and intelligence agencies. It was the third-largest government IT and professional services company.[3]

History

CSRA was formed through a merger of CSC's North American Public Sector business and SRA International (formerly Systems Research and Applications Corporation) on November 30, 2015, and the company began trading on the New York Stock Exchange under the stock symbol CSRA. The company was headquartered in Falls Church, Virginia, and had offices in multiple states.[4] CSRA sold its headquarters to Boston-based Marcus Partners, a real estate investment firm, for $33 million.[3] On February 12, 2018, General Dynamics announced it was buying CSRA for about US$9.6 billion.[5][6][7] The acquisition was completed in April 2018.[8]

CSRA is now part of General Dynamics Information Technology.[9]

AN 12 25

The America First Policy Institute (AFPI), a pro-Donald Trump think tank run by his former chief of staff, helped secure a $1 billion Department of Homeland Security contract tied to new planes for Homeland Security Secretary Kristi Noem.

Noemhas already spent $200 million on a pair of luxury Gulfstream G700 private jets for her team during a government shutdown.

On Wednesday, the Washington Post reported that the fast-tracked contract is closely linked to AFPI’s top donor. That donor, William Walters, runs the company that received a separate $140 million Noem-approved contract to buy six Boeing 737 planes for use in deportations, as the Post reported last week.

Under the larger deal, AFPI is set to oversee “Project Homecoming,” which will deport people the administration deems unlawfully present to their home countries or to third countries.

"The program arose from an executive order on the first day of President Donald Trump’s second term directing DHS to develop policies to encourage immigrants to leave the country voluntarily, a process the administration calls 'self-deportation,'" the report explained.

"The larger contract involves a DHS program called Project Homecoming that offers cash bonuses, free flights and a 'concierge service' at airports for departing migrants," the report said. "The program arose from an executive order on the first day of President Donald Trump’s second term directing DHS to develop policies to encourage immigrants to leave the country voluntarily, a process the administration calls “self-deportation.”

DHS claimed that the nonpartisan federal officials ensure the legitimacy of contracting decisions. Indeed, they do, but not in this case. The Post obtained emails exposing that it was the political appointees who chose the Meadows outfit for the $1 billion contract.

The main contract went to an Arlington-based firm, Salus Worldwide Solutions, incorporated in 2023, which advertises expertise in coordinating international travel, disaster relief, and security facilities. It has never previously held a federal contract, but documents show Walters, its CEO, is a major donor to AFPI.

DHS promoted its self-deportation program with various reels, including a vintage messagetrying to make it sound like self-deportation could earn them money.

Traditional voc-ed in the U.S. has a notorious history of directing children from low-income households into education courses that are not in the college preparatory curriculum. That practice, known as tracking, has been “repeatedly found to be harmful to students enrolled in lower tracks and to provide no significant advantages for higher-tracked students,” according to a research review by the National Education Policy Center.

Parents I spoke with in Virginia are worried their state is reviving the practice of tracking—only with levels and pathways related to jobs and industry.

“Parents should be worried about having their children tracked for a specific kind of education starting in middle school,” McKenney said. “You could be putting them into a track that in a few years they aren’t interested in anymore.”

“Sure, some students may eventually want to work for Cisco,” said Chesterfield parent Sara Ward about a Cisco-specific networking course offered in her area. “But what if you want to learn about computer networking but don’t want to work for Cisco? Or what happens if you complete the program and get hired by Cisco, but Cisco fires you?”

McKenney also pointed out that children in regions that prioritize CTE programs who either decide not to enter or fail to get into a specific track early in their education could be shut out of opportunities down the road. “Children of color are often the ones not identified for certain tracks or discouraged from entering a track,” she noted.

Indeed, vocational academies in Loudon County that Education Secretary Betsy DeVos visited in February 2019 have been criticized for underrepresenting black students. And the tech workforce generally is overwhelmingly white and Asian, reports Wired magazine, noting that the racial diversity of Amazon employees is unknown because the company does not report the demographics of its tech workers.

‘One of the Biggest Problems Facing U.S. Education’

Virginians are also concerned about their state’s commitment to invest $1.1 billion into creating a “tech-talent pipeline,” a pledge the state made to seal a deal with Amazon for the company to build its new East Coast headquarters in Arlington. What concerns parents in Chesterfield and elsewhere in the state is not only the massive amount of public money that will be spent on training workers for the tech industry but also the intentions of the architect who is guiding the effort.

The consensus view is that the point person most responsible for the wooing of Amazon’s HQ2 to Virginia was Stephen Moret, the president and CEO of the Virginia Economic Development Partnership, an appointed policy body created by the Virginia General Assembly to support development and expansion of the state’s economy.

When Moret talks about education, he uses the term “talent development” for businesses. He writes in an article for Brookings that “Virginia has taken several big steps toward implementing” a “new learning/earning ecosystem… to better navigate the labor market” for both employers and workers.

A big part of that ecosystem is “aimed at supporting the growth of Amazon’s headquarters operations in Arlingtonas well as tech companies around Virginia,” reports Virginia Business.

Moret’s own career path may also be a concern to those who are familiar with the type of leadership that has dominated business-friendly education policy for decades.

According to Virginia Business, after attaining a graduate business degree from Harvard, Moret served a stint at McKinsey & Company, known for its profit-first and cost-cutting ethos. In an interview with Development Counsellors International, Moret explained that he also hired McKinsey to help with landing the Amazon HQ.

From McKinsey, Moret went to lead the Baton Rouge, Louisiana, Chamber of Commerce and then to working for the state as secretary of economic development under former Governor Bobby Jindal.

9/17 counties around capitol are richest, more than silly vly

https://www.forbes.com/sites/rebeccalerner/2017/07/13/top-10-richest-counties-in-america-2017/

Here’s one way to follow the money in the United States: look past the Washington Monument and the Capitol to the D.C. suburbs. Half of the richest counties in America are roughly an hour away from the capital.

Virginia’s Loudoun County boasts an eye-popping median household income of $125,900, tops in the nation, according to 2015 Census Bureau estimates, the most recent available. Almost 10,000 Loudoun residents commute to D.C., but the vast majority of residents find plentiful well-paid job opportunities close to home – the top local employers are Dulles Airport, the Department of Homeland Security and the Loudoun County Public Schools.

Loudoun County also houses a large amount of technology companies and data centers — up to 70% of the world’s Internet traffic flows through Loudoun’s data centers each day.

In second place is its Virginia neighbor Falls Church City, a small city encompassing just 2.2 square miles that has previously topped the list of wealthiest counties. The vast majority, 78.8%, of Falls Church adult residents have a bachelor’s degree or higher. Though technically an independent city, Falls Church is considered by the Census Bureau to be equivalent to a county. It’s a government town: 31.3% of Falls Church residents are employed by Uncle Sam.

Other D.C. suburbs with high earning include Virginia’s Fairfax and Arlington counties and Howard County in Maryland. The long arm of government spending is also fueling high incomes in Los Alamos County, N.M., sixth on the list this year and home to the Los Alamos National Laboratory.

The high median incomes of most of the counties on our list are not due to a wealthy few masking a lower-earning population. In both Falls Church and Colorado's Douglas County, the poverty rate is a scant 4%, compared to the national rate of 13.5%, with most counties on the list falling between 4% and 6%. Only Arlington County, Va., and Santa Clara County, Calif., had higher poverty rates, at 9% and 9.5%, respectively.
